IRCC Invites Francophone Candidates Under Express Entry

On November 15, 2024 IRCC invites French-speaking candidates in its effort towards enhancing bilingualism and further diversity in Canada. In the Express Entry round #324, IRCC invited 800 French-speaking candidates to apply for permanent residency. This Francophone-specific round focused on applicants and had a cut-off of 478 CRS score. It was the highest score of the year, according to CRS, in that category. The cut-off score compared to the previous draw, which took place on October 10, 2024, rose by 34 points. The round had tied up on November 07, 2024, at 13:12:03 UTC. Why Target Francophone Candidates? Outside of Quebec, the government of Canada actively promotes French-speaking immigration to ensure Francophone communities thrive across Canada. IRCC’s renewed focus on Francophone candidates is consistent with its strategy to support Canada’s economic, social, and cultural needs in addition to a strengthened bilingual identity. Up until 2024, the country has issued a total 92,768 ITAs through Express Entry and also 22,200 Francophone candidates. In this way, significant efforts were made through ISS to attract skilled French-speaking people. Check Your Eligibility What Makes this Draw Significant? Increase in CRS Cut-Off: The cut-off score of 478 points marked excellence and competitiveness in the Francophone category. This cut-off was significantly higher than that of the previous Francophone draw-the fruit of great demand for elitist candidates. Record Year for ITAs: With 22,200 Francophone ITAs issued so far, 2024 highlights Canada’s progress in prioritizing bilingualism while ensuring skilled professionals contribute to its workforce. Support for Francophone Communities: By inviting French-speaking candidates, Canada not only fulfills its immigration quotas but also enriches the cultural fabric of Francophone minority communities outside Quebec. How to Qualify for a Francophone Express Entry? To qualify for the Francophone-specific draw, applicants must: Test French language proficiency with any of the recognized tests, e.g. TEF or TCF. Satisfy the minimum CRS score obtained at the draw process. The proficiency in French will add a significant number to the CRS score, especially other factors like age, education, and work experience. IRCC Invites Francophone Candidates: Why Target Francophone Candidates? Canada opens new pathways for skilled workers, and Francophone candidates are the most sought after. If you know French, then this is your opportunity to bring in that valuable invitation and find permanent abode in Canada.  This is because the IRCC concentrates on bilingualism, making it advantageous for Francophone candidates who will benefit from special immigration programs and join very vibrant communities all over Canada. What is a Francophone Express Entry? Francophone Express Entry is the targeted immigration pathway within the Express Entry system of Canada to welcome skilled candidates who are French-speaking outside the province of Quebec. It is not a separate program but comprises certain draws through which IRCC invites candidates with demonstrated proficiency in the French language.  Immigration, Refugee and Citizenship Canada demands eligible candidates must fall within one of the three Express Entry programs: FSWP, FSTP, or CEC. The last one requires a decent score on the Comprehensive Ranking System. Native French speakers who have passed certain tests may also obtain other points, which may increase one’s chances of an Invitation to Apply for permanent residence. This initiative supports Canada’s efforts to strengthen Francophone communities outside Quebec and promote bilingualism across the country, as IRCC invites applicants who contribute to the diversity and vitality of these communities. Is it hard to get CLB 5 in French? It is generally fair to assume that those who have reached a basic or intermediate level of proficiency in French can normally achieve CLB 5. When at CLB 5, the candidate is expected to demonstrate the ability to understand and communicate simple ideas in both spoken and written French. So, the ability will be needed in terms of practice of everyday vocabulary, grammar rules, and conversational skills. For example, referring to the score level equivalent of CLB 5, falling under a score range of moderate in listening at about 181-216 and in reading and writing and speaking at 151-180, 226-270 points on the TEF Canada or TCF Canada. Because IRCC invites candidates in different proficiency levels, CLB 5 more often forms a critical threshold to which candidates who want to meet the immigration language requirements are channeled. One does not need fluency, but practice regularly and, more especially, prepare with language resources, tutoring, or immersion strategies may be sufficient to meet that demand. Alberta Opportunity Stream

Alberta Updates AAIP Inventory and Conducts New Draws Under the Alberta Opportunity Stream

On November 7, Alberta held a targeted draw to candidates under the Alberta Opportunity Stream (AOS). In total, 187 candidates received invitations to move to the province of Alberta under a cut-off score of 50 points.  A low cut-off score clearly illustrates that Alberta wants immigration to be more accessible for skilled workers who will soon be part of the province’s economy and workforce.  That is why this Alberta Opportunity Stream would be suitable for skilled workers already living and working in Alberta, streamlining their pathway to permanent residency. November 4, 2024 – Alberta Opportunity Stream and Dedicated Healthcare Pathway Draws Earlier this month, on November 4, 2024, the AAIP conducted two draws targeting the Dedicated Healthcare Pathway, one of the main streams dedicated to the healthcare needs of the province. The information for these draws can be found below: Non-Express Entry: 33 Invitations with 44 points Cutoff. Express Entry applicants: 65 with a cut-off score of 51 Dedicated Healthcare Pathway The program is targeted to health-care workers who meet the requirement and are interested in filling crucial positions in the health-care system of Alberta. Compared to the Alberta Opportunity Stream, the pathway is relatively less stringent with cut-off scores for the specific health care workers seeking permanent residency in Alberta more promptly. Check Your Eligibility AAIP Express Entry Stream: Record-Breaking Invitations in 2024 Meanwhile, the AAIP Express Entry stream saw very good activity this year with 1,482 invitations so far. The stream aligns with the federal Express Entry system, giving Alberta flexibility to select candidates who meet both the federal and provincial criteria. Through Express Entry, Alberta effectively responds to its labor market needs and accelerates processing times for skilled immigrants. Why Consider Alberta as Your New Home? The latest draws and inventory updates for Alberta show an aspect that depicts the proactive attitude this province has towards immigration. With quality of life not comparable with any other, a strong economy, and a friendly atmosphere towards new faces, Alberta has emerged as one of the popular destinations many people prefer. Designed to interest individuals having vast myriad skills and cut-off scores reportedly relatively lower compared to AAIP, the Alberta Opportunity Stream lines up persons to step at its doorstep. If you’re interested in moving to Alberta, it may be just the right time to apply through AAIP. From streams open to almost any type of skilled worker, if you are a health-care professional, hospitality expert, or something else entirely, there is probably a pathway available for you. What is AAIP in Alberta, Canada? Alberta Advantage Immigration Program: This is an economic immigration program designed and monitored by the government of Alberta, Canada, meant to attract skilled workers, entrepreneurs, and investors who can support the province’s economy. Formerly known as the Alberta Immigrant Nominee Program (AINP), AAIP offers different immigration streams to individuals who meet specific skill and labor market needs within the province of Alberta.  AAIP offers channels of access to permanent residence in Canada, and towards this end, avenues include Alberta Opportunity Stream, Alberta Express Entry Stream, and the Rural Renewal Stream. The initiative offers scope for filling labor gaps that are crucial to society in such areas as health, technology, tourism, and agriculture; it is a very worthwhile opportunity for those who have the skills and the commitment to excel in the economy of Alberta. Are AAIP and PNP the same? The Alberta Advantage Immigration Program (AAIP) and the Provincial Nominee Program (PNP) are related, yet not identical programs. PNP is the program under which the Government of Canada has organized overall coordination for provinces and territories to nominate people for permanent residency based on their labor market needs.  As part of the PNP, each province or territory has its own unique streams tailored to focus on specific economic priorities. The AAIP is the Provincial Nominee Program of Alberta that comes in different streams toward the specific requirement, which includes the Alberta Opportunity Stream and the Alberta Express Entry Stream, through which the province attracts skilled workers, entrepreneurs, and other professionals who may be attracted to the province. Under the AAIP, the province of Alberta nominates candidates who meet its economic needs so that labor shortages may be eased and provincial growth supported. While the AAIP is part of the broader PNP framework, it specifically targets labor and economic requirements in Alberta. How often are Alberta PNP draws? The AINP, or Alberta Advantage Immigration Program, holds regular monthly draws, although no fixed date is provided. The frequency varies based on the operational needs of the provincial labor market and how many applications are currently in the system, depending on specific priority occupations.  Alberta wants to select candidates who can help fill key labor shortages in the province, so the timing and spacing of draws may vary with those needs. Keep its draws flexible, and Alberta can quickly respond to workforce needs by directly issuing invitations to candidates in the Alberta Express Entry stream and other streams through AAIP at needed times. The British Columbia Provincial Nominee Program issued invitations to business candidates under its Entrepreneur Stream – a special stream within British Columbia business immigration for experienced entrepreneurs looking to invest in the province. Ten applicants were accepted in the Base Category, while five additional invitees entered under the Regional Pilot category; this round is a demonstration of the province’s effort in promoting local economic growth through strategic business immigration.  Whether it is setting up a new business or acquiring an existing one, selected candidates get the opportunity to be part of this dynamic British Columbia business climate, hence promising a gateway for international entrepreneurs. An Overview of the BC PNP Entrepreneur Stream for British Columbia Business Immigration The BC PNP Entrepreneur Stream is for experienced business professionals with the vision and financial capacity to make a significant difference in British Columbia. The program is categorized into two categories: Base Category: for the business person who will want to start a new business or even acquire an existing business anywhere in the province of British Columbia. The Regional Pilot: A program specifically created for business people interested in starting their venture in the smaller regional communities with defined economic requirements. The latest draw underscores the fact that there will be continued demand for business professionals skilled enough to contribute to the economy of British Columbia, mainly in the regions. Get a Free Assessment Latest Draw Results: Lower Scores and Competitive Opportunities In the latest round of invitations, a total of ten applicants from Base Category, having a minimum score of 115 points were invited. This point score interprets into a 7-point decrease from the cut-off in the previous draw that was held on September 24, thereby providing a somewhat less strict bar to the applicants. Regional Pilot category accepts as many as five applicants who score at least on a point scale of 130. Breaking Down the Score Requirements The Entrepreneur Stream uses a 200-point scoring grid that examines applicants in various key areas. Business Experience and Background: High scores are attributed to people who have a history of running or owning successful businesses. Financial Investment and Net Worth: It takes into account the extent of investment that a candidate is willing to make in British Columbia. Business Viability Proposal: The province considers the opportunity and measures the mileage the proposed business might give to the economy in such underdeveloped regions. With the minimum score requirements changing, this latest round reflects the province’s further calibrations to ensure that applicants possess the right blend of experience, investment capacity, and adaptability to truly serve the local communities. Why Consider the BC PNP Entrepreneur Stream? British Columbia is one of the hottest destinations for foreign investors in Canada. It is an exciting mix of cultural diversity, economic opportunity, and natural beauty. For those who aspire to build or expand business portfolios in one of the fastest-growing provinces in Canada, the Entrepreneur Stream has a unique position. Advantages of the Entrepreneur Stream include: Access to Permanent Residency: The BC PNP Entrepreneur Stream provides permanent residency to qualified applicants, and business entrepreneurs get the opportunity to immigrate to and work in Canada as they establish and grow their businesses. Supportive Business Environment: British Columbia offers access to a skilled workforce, strategic geographic location, and a robust infrastructure supporting the growth of business ventures as well as innovation. Regional Support for Entrepreneurs: Applicants in the Regional Pilot category would have business-friendly communities providing tailored support and direct access to local markets in the smaller community. 2024 Program Updates and Future Opportunities By the end of 2024, 76 business applicants have also been invited through British Columbia’s Entrepreneur Stream, as proof of an ongoing commitment toward the attraction of business talent within the province. In the year 2023, 89 invitations were issued, highlighting consistent demand for entrepreneurial skill and investment in both urban and regional areas-thus again underlining the ongoing strength of British Columbia business immigration. These draws mean more than a selection process; they speak to the economic priorities of this province, how it continues to keep both established cities and smaller communities propelled forward through sustained business growth and opportunity. Understanding the Entrepreneur Immigration – Regional Pilot A key feature of the Entrepreneur Stream is the Regional Pilot, which is supposed to satisfy the economic needs of rural and smaller communities. In order to be eligible under this program, entrepreneurs must first be referred by a participating community that has identified specific business needs and opportunities. The requirement for referral makes a business relevant and ensures that community partnerships are established at the outset, creating a strong foundation for business success. This process is very important in the British Columbia business immigration process as it encourages targeted investments that contribute to the growth and development of regional economies. Why Choose the Regional Pilot? Community Engagement: This group of entrepreneurs has a tendency to be very socially integrated and connected within the community’s development plan, hence ensuring that the two parties benefit each other. Focused Market Opportunities: The rural community offers a very niche business opportunity that is not very competitive to say the least and has a very targeted customer base, at best. Steps for Aspiring Candidates: How to Apply for the BC PNP Entrepreneur Stream All interestees shall begin by lodging an EOI: Candidates seeking the Entrepreneur Stream shall start with lodging an EOI outlining a business plan, background, and financial capacities. Invitation to Apply: The BC PNP issues an invitation to apply to selected applicants for formal application through the BC PNP. Application: Applicants are asked to present more detailed documents as follows: proof of net worth; proof of source of funds; and a sound business proposal. Review and Interview at the Application: The passers from the examination undergo strict review. They then have a corresponding interview face-to-face. Performance Agreement and Nomination: Once successful candidates have a business proposal accepted, they sign a Performance Agreement outlining their commitments of what they will undertake. After the Performance Agreement has been signed, such a candidate is nominated by the province, and this nomination is subsequently used in an application for permanent residence with Immigration, Refugees, and Citizenship Canada (IRCC). How long does it take to get B.C. PNP after invitation? Canada's New Immigration

Canada’s New Immigration Levels Plan for 2025-2027

Ottawa, October 24, 2024-Canada’s New Immigration policy is shaping the country’s future immigration plans, the 2025-2027 Immigration Levels Plan. Immigration, Refugees, and Citizenship Canada (IRCC) is announcing its aggressive plan of increasing permanent residents in all categories while concurrently including, for the first time ever, targets in the context of temporary residents in terms of specific international students and temporary foreign workers. It is a well-balanced program that has the significance of sustainable economic development for Canada with support from its communities and diversified cultures. Key Aspects of Canada’s New Immigration Levels Plan for 2025-2027 IRCC introduced a new plan that describes specific objectives for both the temporary and permanent immigration streams. It is to serve Canadian businesses, foster economic growth, and contribute to the diversity of the regions, especially Francophone communities outside Quebec. Here are the main components of this strategic immigration blueprint. Get a Free Assessment Temporary Resident Targets: A New Approach to Managed Migration Adding temporary resident arrival targets to Canada’s New Immigration Levels Plan is a pioneering step for Canada, moving it toward a more holistic immigration strategy. The introduction of these targets will be used to manage the flow of migration, assist sectors experiencing labor shortages, and fulfill the goals of key sectors. Temporary resident arrival targets are as follows: 2025: 673,650 new arrivals, including international students and temporary foreign workers. 2026: 516,600 new arrivals. 2027: 543,600 new arrivals. The goal is to gradually and steadily reduce the percentage of temporary residents, such that by the end of 2026, temporary residents constitute only 5% of the total population of Canada. This shall be achieved through restrictions on applications for study permits, restricted eligibility for post-graduate work permits, and varying work permits issued to spouses of international students and foreign workers in the IMP as well as TFW Programs. International students are projected to be the largest source of temporary arrivals by 2026 and 2027, as Canada seeks to support students while achieving sustainable growth. Permanent Residence Targets: Sustaining Economic and Cultural Development Canada has also set targets for permanent resident admissions, focused on supporting economic resilience and demographic balance. Annual targets for permanent residents are set at: 2025: 395,000 new permanent residents. 2026: 380,000 new permanent residents. 2027: 365,000 new permanent residents. This slow decline should help balance community capacity and economic need, focusing on a higher proportion of economic immigrants. Economic admissions will account for nearly 62% of total permanent resident admissions by 2027, focusing on skilled workers in areas like healthcare and skilled trades. Canada’s new immigration strategy, centered on the “in-Canada focus,” would make it easy to transition into permanent residency for international students and temporary workers who are already in Canada. This will meet the need of Canadian businesses and industries for their workforce. Prioritizing Family Reunification and Refugee Protection Canada continues to place family reunification at the top of its list, with a steady 22% of its total admissions for family-sponsored immigrants. This helps in the strengthening of communities as well as proper adjustment of newcomers. Another 15% of permanent resident admissions is set aside for refugees and protected persons to fulfill the humanitarian values of the country as well as its long history of providing refuge to distressed ones. As a measure of the new Levels Plan, in accordance with the 2024 Policy on Francophone Immigration, new targets have been set to grow the French-speaking immigration outside Quebec up to 8.5% by 2025, then 9.5% by 2026, and 10% in 2027. These targets further diversify the language in Canada and add more Francophone presence around the country. A Sustainable Immigration Approach The 2025-2027 Levels Plan shows IRCC’s intent to have a well-managed migration system in harmony with community capacity and economic needs. As part of Canada’s New Immigration strategy, IRCC worked with federal agencies, provinces and territories, municipalities, Indigenous Peoples, and other stakeholders to develop this whole-of-society plan, taking a holistic approach to immigration levels in response to the needs of both newcomers and Canadians. What This Means for Prospective Immigrants and Employers in Canada? This new plan really opens up opportunities for all those with hopes and aspirations to live in this country as permanent residents themselves, and business is on the lookout for skills needed in Canada. Canada’s New Immigration strategy focuses on the transitions of temporary residents to permanent status, transferring the burden squarely onto those international students and workers already here in the country, which makes life easier for them to take a better footing in life within the country. This will improve workforce shortages by taking skilled immigrants, who are available in the healthcare sector, technology, and skilled trades, to the critical sectors for the sake of labor demands.
