IRCC Invited 932 Candidates through Express Entry On June 8, 2022, Immigration, Refugees and Citizenship Canada (IRCC) issued 932 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the new PNP-targeted draw. In round #224, the cut-off score was 796 points, 55 points more compared to the previous PNP draw.  The tie-breaking rule for this round was October 10, 2021, at 17:13:17 UTC. As of June 3, 2022, there are 215,316 profiles registered in the Express Entry pool, 4,223 fewer compared to the previous update. In 2022, Canada issued 10,152 ITAs through Express Entry. IRCC issued a record 114,431 ITAs in 2021, all to Canadian Experience Class (CEC) and PNP candidates. It beat the previous record of 107,350 set in 2020. The newest draw saw the tie-breaking rule implemented on October 10, 2021, at 1.13 pm EST. If more than one candidate had the minimum CRS score, only those who had submitted their Express Entry profiles before this date and time received invitations.  Canada holds another PNP-specific draw. This is the largest round of invitations to be held since March this year. As on June 6, 2022, there were a total of 215,316 profiles in the IRCC Express Entry pool of candidates. Of these, only 922 were in the CRS 601 to 1,200 ranges. A nomination through any of the Express Entry linked streams under the PNP (Provincial Nominee Program) is worth CRS 600 ‘extra’ points. With the CRS 600 points for PNP nomination alone, Provincial Nominee Program-specific Express Entry rounds generally tend to have a higher minimum CRS requirement. For example, the lowest CRS score required is 796 in the latest Express Entry draw. If you take into account CRS 600 points of PNP nomination, the human capital factor score would have been only 196. The new 16 occupations to be eligible for Express Entry National Occupational Classification (NOC) 2021 will come into effect in November, allowing the following 16 occupations to become eligible for Express Entry: Dental assistants and dental laboratory assistants; Payroll administrators; Nurse aides, orderlies, and patient service associates; Pharmacy technical assistants and pharmacy assistants; Elementary and secondary school teacher assistants; Sheriffs and bailiffs; Correctional service officers; By-law enforcement and other regulatory officers; Estheticians, electrologists, and related occupations; Residential and commercial installers and servicers; Pest controllers and fumigators; Transport truck drivers; Other repairers and services; Bus drivers, subway operators, and other transit operators; Heavy equipment operators; and Aircraft assemblers and aircraft assembly inspectors. On May 25, 2022, Alberta published the Updated AINP Inventor. There were around 1,050 Alberta Opportunity Stream applications and 750 Expressions of Interest in the Alberta Express Entry pool. In addition, on May 19, 2022, Alberta held a new round in the Alberta Express Entry Stream and issued 100 Notifications of Interest (NOI). The lowest score in this round was 382 points, 26 points more than it was in the previous draw. British Columbia 160 invitations issued in the new SI and EEBC of the BCPNP draws On February 22, 2022, British Columbia held two rounds in the Skills Immigration (SI) and Express Entry British Columbia (EEBC) categories of the British Columbia Provincial Nominee Program (BCPNP). In the general draw, BC issued 145 invitations. The lowest scores in the categories were: Skills Immigration – Skilled Worker 112 (+2 points) Skills Immigration – International Graduate 98 (+2 points) Skills Immigration – Entry Level and Semi-Skilled 77 Express Entry British Columbia – Skilled Worker 125 (+5 points) Express Entry British Columbia – International Graduate 111 (+5 points) Find the easy process for Express Entry! The second draw of the day targeted only candidates in NOC 0621 – Retail and Wholesale Trade Managers and NOC 0631 – Restaurant and Food Service Managers. In total, British Columbia issued 1,346 ITAs under the BCPNP in 2022. British Columbia (BC) has been sending out separate invites to these two occupations twice a month for the past year. The immigration court has ruled that visa officers do not have the discretion to alter the eligibility criteria of the Post-Graduate Work Permit Program (PGWP) on humanitarian or compassionate grounds. On June 14, 2022, reviewing the application of an applicant failing to fulfill the requirements of the PGWP, the Federal Court of Canada decided that even with the new evidence, the applicant would still have failed to satisfy the necessary criteria.  There is no law for the PGWP that confers discretion on an officer to alter or waive the eligibility requirements on humanitarian and compassionate grounds (HAG). Visa officials are not permitted to overlook any of the prerequisites for the approval of a PGWP. Humanitarian and compassionate grounds apply to people with exceptional cases. The Government of Canada evaluates these applications on a case-by-case basis. Factors looked at include: how settled the person is in Canada general family ties to Canada the best interests of the child, and what could happen to you if we do not grant the request. Other Rules Other rules for Post-Graduate Work Permit Program eligibility standards on humanitarian and compassionate grounds are given below: We will not assess risk factors such as persecution, the risk to life, cruel and unusual treatment, or punishment. You cannot have more than one HAG application at the same time. You may only ask for HAG if you are applying for permanent resident status in Canada or a permanent resident visa abroad. We will not look at H&C requests from temporary resident applicants. You cannot apply for HAG if you have a pending refugee claim. If you want to apply, you must withdraw your refugee claim before your Immigration and Refugee Board of Canada (IRB) hearing. You cannot apply for HAG if you had a negative decision from the IRB within the last 12 months. This is called the “one-year bar.” (If the IRB decides your refugee claim is abandoned or withdrawn, that counts as a negative decision.) The bar does not apply if: you have children under 18 who would be adversely affected if you were removed from Canada, or you have proof that you or one of your dependents suffers from a life-threatening medical condition that cannot be treated in your home country. Final thoughts, people who would not normally be eligible to become permanent residents of Canada may be able to apply on humanitarian and compassionate grounds. Canada Opened a New Pathway for Permanent Residence for Families of Victims of Two Air Disasters on August 3, 2022, the Government of Canada announced a new pathway for permanent residence for family members of the victims of Ethiopian Airlines Flight 302 (ET302) and Ukraine International Airlines Flight 752 (PS752) who are outside of Canada and want to come to Canada to support their families who lost their spouse, common-law partner or parent.    To ensure that extended family members are connected to the surviving family member, the person who is residing in Canada must submit a statutory declaration identifying the extended family member. On May 25, 2022, Immigration, Refugees and Citizenship Canada (IRCC) issued 589 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the new PNP-specific draw. In round #223, the lowest score to get the ITA was 741 points, 12 points fewer compared to the previous round. The tie-breaking rule for this round was February 2, 2022, at 12:29:53 UTC. As of May 24, 2022, there are 211,093 profiles registered in the Express Entry pool, 4,367 more compared to the previous update. In 2022, Canada invited 9,220 candidates to apply for PR in Express Entry. Express Entry draws for FSWP and CEC candidates to resume in July According to Canada Immigration Minister Sean Fraser, he recently announced that FSW and CEC draws would resume in early July 2022. In September 2021, the Government of Canada halted Express Entry draws for both FSW (Federal Skilled Worker) and CEC (Canadian Experience Class) candidates. The pause was put in place while IRCC (Immigration, Refugee, Citizenship Canada) worked toward eliminating a backlog of applications that built up during the hit of the COVID-19 pandemic.
