Immigration is the primary source of Canada’s labor force growth From 2016 to 2021, 1.3 million new immigrants came to Canada permanently – the highest number of recent immigrants recorded in a Canadian census.  In the 2021 Census, nearly one-fourth of the people counted were, or had ever been, landed immigrants or permanent residents in Canada. By 2032, it is projected that immigration will be the only driving force behind Canada’s population growth.  The Canadian population is aging, and the share of working adults relative to retirees will decrease to 2 to 1 in 2035. Canada’s labor supply has usually been driven mostly by immigration. Immigrant recruitment is essential to Canada’s present and future success. Newcomers invest in the Canadian economy, create or launch enterprises, and fill labor shortages in Canada. Both employers and employees are considered economic immigrants. When they immigrate to Canada, they primarily become citizens.    Labor market outcomes improve for new immigrants In the years before the epidemic, recent immigrants’ labor market outcomes significantly improved. Since the early 2010s, core-aged (25 to 54 years) recent immigrants have seen their employment rate grow more quickly than their Canadian-born counterparts; from 2010 to 2021, their employment rate increased by 8 percentage points, compared to a 2 percentage point increase for workers who were born in Canada. In 2021, the employment rate for recent immigrants was 77%, for long-term immigrants it was 81%, and for Canadian-born immigrants, it was 84%.   The initial salaries of new economic immigrants likewise steadily increased. Between the entry batches of 2010 and 2018, economic immigrants’ first full-year-year earnings increased by 39%, contributing to an overall 35% gain for all new immigrants. Prince Edward Island invited 69 skilled candidates in a new draw

On December 1, 2022, Prince Edward Island conducted a new invitation round in the Labour Impact and Express Entry streams and invited 69 candidates under the Prince Edward Island Provincial Nominee Program (PEI PNP). As in November, PEI will likely hold two draws in December too.    The PEI PNP issued 1,955 invitations in 2020 and 1,933 invitations in 2021. PEI invited 1,720 candidates this year, including 1,602 candidates under the Labour Impact and Express Entry categories and 118 business candidates. According to the schedule, the next PEI PNP draw will occur on December 15, 2022.   The Prince Edward Island Provincial Nominee Program The Prince Edward Island Provincial Nominee Program (PEI PNP) was established in 2001 with the goal of bringing and keeping in the province more immigrants who could help with the province’s economic and labor market demands as well as promote economic growth.  The PEI PNP attracts immigrants who are likely to settle on the island and have the education, experience, and skills needed. The province has been able to welcome more immigrants since the PNP was established.   In Canada, PEI has the highest rate of immigration per citizen. Prior to the pandemic, its immigration rate was 1.6%, compared to the national average of 0.9%. As a percentage of its total population, the province has Canada’s largest newcomer intake.   Prince Edward Island Express Entry Stream In order to determine candidates for a provincial nomination in PEI’s Express Entry category, candidates may already be in the federal Express Entry Pool. Such a nomination increases a candidate’s Comprehensive Ranking System (CRS) score by 600 points and essentially ensures that they will receive an Invitation to Apply (ITA) for immigration to Canada. Immigration to Nova Scotia is at an all-time high, with the Atlantic Canadian province setting a new record for welcoming permanent residents. From January to September alone, 10,670 newcomers have chosen Nova Scotia as their home – making this year one of its most successful ones.  With the trend of the first nine months of 2022, Nova Scotia is on course to accept 14,227 permanent residents by the end of 2022. This would be an extraordinary increase from 2021, with 5,042 more newcomers arriving in Nova Scotia for a total of 55.4%. This was revealed by IRCC in recently released statistics. As a result, this province has already broken the previous record for the largest annual rise in the number of new immigrants in a Canadian province. The table includes information on projected invitations from different programs in 2022. This year, there will be 8.4% more immigrants entering Canada through this program. It represents 2900 more new immigrants than the previous year. Due to its status as an Atlantic Province, Nova Scotia will also benefit from the rise in AIP immigrants.  During the current year, the number of immigrants entering the province via the Federal Skilled Worker Program (FSWP) has increased. In fact, there were 203 more immigrants in this category last year than the year before, a 406.7 percent increase. Also, through the Temporary Resident to Permanent Resident (TR-to-PR) pathway, 1740 additional new permanent residents are expected to move to Nova Scotia. Also, there have been more immigrants who enter the province under Family-Class immigration pathways. 1067 new immigrants would have settled in Nova Scotia by the end of the year. It shows a 46.1 percent increase from the previous year. In an effort to bring in and keep more immigrants, Nova Scotia is making efforts. Foreign skilled workers are in great demand in the province, particularly in the healthcare industry.   Success in retaining skilled immigrants in Nova Scotia Ava Czapalay, the deputy minister for labor, skills, and immigration in Nova Scotia, claims over 10,670 new permanent residents have already registered between January and September of this year. The results, according to Deputy Minister Czapalay for labor, skills, and immigration in Nova Scotia are higher than they have ever been, and there are still three months of the calendar year left to process. “There are plenty of people who want to immigrate to Canada and live in Nova Scotia, according to the Deputy Minister, who recently returned home from immigration fairs in Paris and Rabat, Morocco. She informed the committee that 83,000 applications were submitted for the federal government’s Destination Canada fairs. The number of applicants was reduced by the Canadian Embassy to about 5,000. However, Deputy Minister Czapalay stated that a variety of people, including truck drivers, French educators, doctors, and nurses, were selected. The qualified employees in Nova Scotia need to boost their economy are being brought in by immigration and population growth. Sean Fraser, Minister of IRCC, revealed a new investment to help broaden Canada’s Economic Mobility Pathways Pilot (EMPP) for skilled refugees On December 13, 2022. For the upcoming years, this move aims to link employers and local communities across the country to increase the pilot project’s reach and invite 2,000 competent refugees into the Canadian workforce.    Through the Economic Mobility Pathways Pilot, partner groups assist skilled refugees from other nations in connecting with employers who have a severe shortage of labour in sectors including skilled tradespeople, chefs, and cooks. After receiving a job offer, candidates can submit an application for Canadian immigration through the country’s economic programmes, utilizing EMPP measures to remove any hurdles that economic refugees could face.   With the help of its trusted partners, Canada is launching a new, more flexible system to make it easier for skilled candidates to apply. Partners will be able to refer and support candidates directly, including Talent Beyond Boundaries, TalentLift, and Jumpstart Refugee Talent. Trusted partners will go through quality assurance reviews and necessary training to assist them in their roles.   These roles are geared towards highly sought-after industries such as healthcare services or information technology. Moreover, Canada is allocating $6.2 million to support 6 ventures of EMPP partner organizations. These projects will fortify their capabilities across crucial areas, including locating appropriate overseas candidates and assisting job seekers and employers during the interview and recruitment process and immigration procedures.   – The Honourable. The EMPP was introduced by Immigration, Refugees and Citizenship Canada (IRCC) as a small research project in 2018. During the pilot’s initial stage, IRCC observed that qualified refugees can, with some support, be eligible for permanent residence through economic programmes. On December 19, 2022, the Ontario Immigrant Nominee Program (OINP) conducted a new round of invitations in the Tech Draw under the Human Capital Priorities Stream. In this draw, OINP issued 936 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand occupations. French-Speaking Skilled Worker stream on September 23, 2022, the Ontario Immigrant Nominee Program (OINP) held the 5th round of invitations in Ontario’s Express Entry. In this round, OINP issued 363 invitations to apply for the Francophone candidates. The Comprehensive Ranking Score (CRS) range of candidates who received the Notification of Interest from the OINP was above 326 points. The province invited candidates who had 36 specific NOCs. The Express Entry profiles of the candidates were created between September 23, 2021, and September 23, 2022. In 2022, Ontario invited 1,379 candidates under the FSSW stream.   Overview of OINP   The province’s scheme for economic immigration is called the Ontario Immigrant Nominee Program (OINP). Immigration, Refugees, and Citizenship Canada collaborate with the federal government of Canada (IRCC).   Foreign employees, foreign students, and individuals with the required education, training, and experience submit nomination requests to the OINP.   People with the knowledge and experience that the Ontario economy requires are identified by the OINP and nominated for permanent residency. However, the final decision to approve applications for permanent residence belongs to the Government of Canada.   Express Entry Requirements   The Ontario French-Speaking skilled worker is linked with the federal Express Entry system. A candidate must have an active Express Entry profile in the Federal Skilled Worker (FSW) or Canadian Experience Class (CEC), along with results of both the English and French official language tests, in order to be considered for entry.   Federal Skilled Worker Candidates for the Federal Skilled Worker position must at the very least have a high school diploma and at least a year of continuous full-time, skilled job experience. When acquired in a position at National Occupational Classification (NOC) Skill Level 0, A, or B, work experience is considered skilled.   Get a free Assessment Canadian Experience Class The Canadian Experience Class has no requirements for schooling. Candidates for the CEC must have a minimum of one year of full-time, professional job experience in Canada. It is not necessary for this job experience to have been continuous, but it must have been acquired in the three years before the application. Working in a position requiring NOC Skill Level 0, A, or B qualifies as skilled experience.     Language Proficiency   Candidates must have valid language test results for both English and French that have been obtained within the two years prior to applying in order to be taken into consideration for this program. The results of the French language test must show a minimum benchmark level of 7 on the Canadian Language Benchmark (CLB) for each of the four abilities. The Test d’évaluation de Français (TEF) is the only test that is approved for use in this situation (TEF). The results of the English language test must demonstrate a minimum level of CLB 6 in each of the four abilities. On July 15, 2022, Ontario Immigration Nominee Program (OINP) released the results of the new draw under the Entrepreneur Stream. In this draw, the province invited 33 business candidates. The minimum score of this round was 146, six points fewer compared to the March 3 draw.  The OINP noted that those whose Expressions of Interest were scored by July 8, 2022, were eligible for this draw.
