On April 11, 2023, the Government of Ontario held a new draw in the Employer Job Offer In-Demand Skills Stream (EJO IDS) of the Ontario Immigrant Nominee Program (OINP).  The province issued 295 invitations to apply (ITAs) to the eligible candidates through the EJO IDS stream, with a minimum score of 30.  Candidates, who created their profiles between November 22, 2022, and April 11, 2023, were considered by OINP in this draw.  In total, OINP issued invitations to 11,877 candidates in 2023. Canadian taxpayers might have to pay at least $60 million in a decade if the U.S.-Canada border were closed to asylum seekers. The expense of the Mounties stepping up “challenging” enforcement actions aren’t taken into consideration in that analysis. Ottawa and Washington expanded a bilateral agreement in March to turn back irregular migrants who try to enter the other country for protection, but a cost-benefit analysis was not published in the Canada Gazette till recently.   As stated in the public notice about the amended Safe Third Country Agreement (STCA): “The RCMP will find it challenging to consistently implement the Regulations given the breadth and terrain of Canada’s landscape, the challenges posed by Indigenous and private lands, and the limits of current border technology (such as sensors, and cameras), along with the challenges these factors present.” “Responding to reports of border crossings and intercepting irregular migrants between the ports is resource-intensive and risks diverting policing resources.” The RCMP is responsible for monitoring unauthorized border crossings. It will be supported for greater initiatives to improve and substitute ISR (Intelligence, Surveillance, and Reconnaissance) equipment as well as to build a new project team to identify technical and other requirements.   However, the notice also stated that these expenditures are not viewed as incremental and are not included in the analysis. “It is acknowledged that investment in these new resources will probably help support… the broader objective of a reduction in irregular migration following implementation of the regulatory amendments,” it said.  The estimated $61.5 million price in today’s dollars only includes transition expenses, up-front capital expenditures, ongoing processing, operations, and enforcement costs for the Canada Border Services Agency and the immigration department. It includes: $560,000 this year alone will be spent on communication devices, IT expenses, program delivery instructions updates, additional administrative materials, and training expenses; 1.28 million dollars over the following ten years will be spent on purchasing vehicles to transport migrants, office equipment acquisition and installation costs, and renovations to add processing areas like interview rooms due to the increased dispersion of asylum seekers’ border crossing points; and $59.61 million over a ten-year period for continuous processing, operations, and enforcement costs for duties including determining eligibility, conducting investigations, gathering intelligence, reviews, overseeing infrastructure, litigation, and maintaining vehicles.   Officials predict that when migration patterns change, there will be a rise in the costs of police border towns and well-traveled tourist destinations in order to respond to calls, look into occurrences of illegal migration, and deal with possible people smuggling. According to the public notice, there may also be costs or hazards for asylum seekers who decide to manipulate the system. Since 2017, there has been an increase in unauthorized immigration to Canada via the United States, reaching approximately 40,000 asylum seekers in 2018. On March 23, 2023, the Government of Ontario released the OINP 2023 nomination allocation. The annual quota for Ontario under the Provincial Nominee Program will be 16,500 in 2023, 6,750 more than last year.  Last year, the province nominated 9,750 candidates to apply for permanent residence with Immigration, Refugees and Citizenship Canada (IRCC). This is almost 70 percent higher than the previous year’s quota. This year, the province has already issued 10,680 invitations under all OINP`s streams.   Compared to only 9,750 in 2022 and 9,000 in 2021, Ontario’s quota increased to 16,500 in 2023. Additionally, the province is doubling the number of economic immigrants it selects in 2025 to over 18,000 due to the nearly 300,000 jobs that go unfilled each day. The Ontario government claims that this will aid in resolving the province’s severe labor shortage. On April 12, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 3,500 Invitations to Apply (ITA) to candidates under the latest all-program Express Entry draw. In this draw, IRCC continued inviting candidates under all immigration programs.  In round #246, the cut-off score was 486 points, five points more than in the previous all-program draw. The tie-breaking rule for this round was July 19, 2022, at 11:05:24 UTC.  As of April 12, 2023, there are 231,119 profiles registered in the Express Entry pool, 3,828 fewer than the previous update. On April 18, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the data on immigration inventories and backlogs. According to the last update, there were 2,017,700 applications for permanent residence, temporary residence, and citizenship approvals in all IRCC inventories. According to the update, 44.4% of applications in the inventory exceeded service standards.  IRCC is dedicated to processing 80% of applications within their service standard, though some complex cases may require a comprehensive assessment. Currently, 46% of temporary residence requests – including ones for visiting, studying, or working abroad and 51% of permanent residency applications are in the backlog. Additionally, 25% of citizenship applications are also exceeding service standards.   Updated immigration inventories and backlogs To clear the backlog of applications in their inventories, IRCC is taking action. The IRCC intends to process 80% of applications in accordance with its service standards.
