How do Canadians feel about the immigration levels?

In 2023, Canada’s population reached 40 million, with a 2.7% growth due to immigration. Historically, Canadians have held positive views toward immigrants, with Canada ranked as the most accepting country for immigrants in 2019. Over the last few decades, Canadians’ attitudes toward immigrants and immigration have been more positive than negative. On Gallup’s Migrant Acceptance Index in 2019, Canada was ranked the most welcoming country for immigrants (out of 145 countries). People were asked if they thought it was good or bad for immigrants to live in their country, become neighbors, and marry into their families. Gallup then ranked each country on a scale from 0 to 9 and created an index based on the responses. Lower scores indicated that the nation was less accepting of migrants, and higher scores indicated that its population was more accepting of them. According to Gallup’s Migrant Acceptance Index, Canada received the highest score of any country surveyed, totaling 8.46 out of a possible 9.0 points. At 7.95, the United States came in sixth place overall. However, in 2023, a shift was observed as the government’s plan to welcome 485,000 permanent residents in 2024 and 500,000 in 2025 and 2026 was met with increased concerns about high immigration levels. Despite these concerns, there was no change in general attitudes towards immigrants. The belief that high immigration levels contribute to the housing crisis significantly drove this shift. Policymakers should monitor public attitudes towards immigration, as negative perceptions may affect the support and welcome immigrants receive. Notwithstanding the rising concerns about immigration levels, the public still feels positive about immigrants’ contributions. Canada’s immigration continues steadily towards a record-breaking 2023 In November, Canadian immigration fell by 12.4% but was still set to end the year with a record number of new permanent residents, according to Immigration, Refugees and Citizenship Canada (IRCC) data.  Despite the drop to 29,430 new residents in November from 33,570 in October, the total for the year was 434,360. Projections indicated 473,847 new residents by the end of 2023, 8.3% more than in 2022 and 1.9% above the target of 465,000. The 2024-2026 Immigration Levels Plan aims to welcome 485,000 new residents in 2024, 500,000 in 2025, and maintain the same level in 2026. PNP candidates in Ontario Alberta and British Columbia earn the highest income

A Statistics Canada report reveals that Provincial Nominee Program (PNP) newcomers earn more in Ontario Alberta and British Columbia, whereas lower earnings are observed in Atlantic Canada, Manitoba, and Saskatchewan. The disparity is attributed to local unemployment rates and individual characteristics like education, pre-landing Canadian work experience, and language skills.  PNP candidates can earn extra money in British Columbia, Alberta, and Ontario after they move to Canada and live there for about two years. This suggests that initially in 2020, the three Canadian provinces saw an increase in the following earnings: $59,600 in Ontario $54,200 in Alberta $58,100 in British Columbia Find out! If you are eligible for the PNP The report also highlights that economic immigrants’ earnings vary based on their immigration program, with higher earnings for the Express Entry Federal Skilled Worker Program (FSWP) and Canadian Experience Class (CEC) candidates since 2005 due to education, language ability, and age. The Comprehensive Ranking System (CRS) scores for FSWP and CEC candidates were higher, indicating their potential for skilled work and higher earnings. An applicant with a high CRS score may have desirable human capital qualities when they immigrate to Canada. As a result, they have a better chance than other applicants of getting a skilled job at a higher salary. Candidates in some PNP streams, such as those aimed at entry-level and semi-skilled candidates, may not need the same degree of education or work experience to immigrate. The PNP does not use the CRS for candidates who are not already Express Entry candidates. 2023 PNP Draws  After 2015, when Immigration, Refugees and Citizenship Canada (IRCC) initially revealed the Express Entry application management system, significant modifications were noticed. The Provincial Nominee Program (PNP) The province governments of Canada manage the Provincial Nominee Program (PNP), an economic immigration route leading to permanent residence. The Immigration and Refugees Protection Act (IRPA) states that immigration is a shared responsibility of the federal and provincial governments, which makes this possible. Due to their in-demand human capital attributes, immigration candidates who best fit local labor force needs can be chosen by provincial governments thanks to the PNP. The province has nominated these individuals, strengthening the application for permanent residence when sent to the IRCC. In its yearly Immigration Levels Plan, the IRCC sets PNP immigration targets for each year. New Changes announced to the New Brunswick Skilled Worker Stream

Effective from January 1, 2024, the New Brunswick Provincial Nominee Program implemented a few changes to the New Brunswick Skilled Worker Stream: Firstly, ITAs will continue to be issued to in-province candidates who hold a qualifying job offer, provided they have demonstrated a minimum of six months residency in New Brunswick.  Secondly, out-of-province and overseas candidates will only receive ITAs if their qualifying job offer falls under NOC TEER 5. Lastly, no new ITAs will be issued to any  One of the streams of the New Brunswick Provincial Nominee Program (NBPNP), an out-of-province or overseas candidate whose job offer falls under NOC TEER 0, 1, 2, 3, or 4. New Brunswick Immigration Draws 2023 New Brunswick Skilled Worker Stream Provincial Nominee Program (PNP) run by the province of New Brunswick, is for skilled worker applicants with employer support. The goal of this stream is to attract highly skilled foreign workers who have a legitimate job offer from an employer in New Brunswick. OINP held 2 draws under the Employer Job Offer Foreign Worker Stream

On January 9, 2024, the Government of Ontario held two draws in the Employer Job Offer Foreign Worker Stream (EJO FW) Stream of the Ontario Immigrant Nominee Program (OINP).  The province issued 821 targeted invitations to apply (ITAs) to tech and healthcare occupations and 630 ITAs for skilled trades workers. The minimum scores for these draws were 40 and 33, respectively.  All invitees have profiles created between January 9, 2023, and January 9, 2024. So far, the province invited 1,451 candidates under the OINP in 2024. In Canada, the highest Employment rates for immigrants who Landed from Africa and Asia

According to a Statistics Canada study, there are the highest Employment rates for immigrants who Landed from Africa and Asia than other regions. For immigrants over 15 years old in 2023, employment rates were:  Africa: 67.7%,  Asia: 66.3%,  Latin America: 66%,  North America: 56.6%, and  Europe: 56.6% (national average: 62.7%).  However, when looking at core-aged immigrants (25-54 years), the results inverted:  Europe: 88.3%,  Latin America: 82.8%,  North America: 82.7%,  Asia: 81.7%,  Africa: 79.8% (national average: 82.6%).  This suggests African and Asian immigrants are more likely to work outside the core age group, possibly due to cultural differences in schooling years. However, the study doesn’t include temporary workers and international students who comprise a significant part of Canada’s labor force, with 797,225 valid work permit holders in December 2022 and close to a million international students in 2023. International Experience Canada (IEC) 2024 opened on December 11, 2023, allowing youth from eligible countries to submit profiles. The first round of invitations started on January 8, 2024, with the number of issued invitations expected to be announced on January 12, 2024. The IEC 2024 fees are CAD 172, with additional fees for some programs.  Iceland and Finland are joining the IEC in 2024, and South Korean youth can participate in more programs this year. IEC work permit holders require health insurance during their stay. To participate, candidates must submit a profile and receive an invitation before applying for a work permit. Invitations are issued weekly, and applications must be made within ten days of accepting the invitation. New Changes announced in the International Experience Canada program Who can Participate in the International Experience Canada (IEC) 2024? Your country or territory of citizenship must have a Youth Mobility Agreement (YMA) with Canada in order to participate in International Experience Canada (IEC). Certain IEC-recognized organizations (RO) can assist a small number of youth from non-partner countries in participating in IEC in some cases. Some countries restrict your participation to one time. Others permit you to participate twice in different categories. Because each country is different, you should check to see if you are eligible to apply. Even if you are invited to apply, you cannot participate multiple times per country. Following the submission of your application, an officer will evaluate your eligibility, including previous participation. The employment rate in Canada among immigrants increased in 2023

Statistics Canada published a new study exploring links between the employment rate in Canada of core working-age immigrants and the duration of their stay in Canada. The data highlights that immigrants with over ten years of stay had the highest employment rates, while recent arrivals (within the last five years) had the lowest.  Specifically, employment rates were 77.8% for immigrants who landed five or fewer years ago, 81.9% for those who landed between 5 and 10 years ago, and 84.5% for those in Canada for over ten years. The overall employment rate for immigrants in 2023 was 82.6%, slightly lower than the 86.3% rate for Canadian-born individuals. In December, there were more people working in professional, scientific, and technical services (+46,000; +2.4%), health care and social assistance (+16,000; +0.6%), and “other services” (including personal and repair services) (+12,000; +1.5%). Five industries experienced declines, led by wholesale and retail trade (-21,000; -0.7%) and manufacturing (-18,000; -1.0%). In December, employment increased in four provinces, led by British Columbia (+18,000; +0.6%), while it decreased in Ontario (-48,000; -0.6%). Total hours worked increased by 0.4% in December and by 1.7% year on year. IRCC sets new wage rules for employers recruiting temporary foreign workers On the other hand, in 2019 the employment rate for immigrants who arrived in Canada five years or less was 71.1%. Although this rate has also increased since dropping to 69.3% in 2020, the employment rate for this subgroup reduced slightly from 2022 (78%) to 2023 (77.8%). The employment rate in Canada for core-aged Men and Women Following two months of little change, employment among core-aged men (aged 25 to 54) increased by 25,000 (+0.4%) in December. For the third month in a row, employment among women of the same age group stayed virtually unchanged. The employment rate for the core-aged population fell from January to December, as population growth (+2.9%; +446,000) outpaced employment growth (+1.9%; +243,000). The employment rate for women in this age group fell 0.8 percentage points from a record high of 82.2% in January to 81.4% in December. The rate for men aged 25 to 54 fell 0.8 percentage points between June (88.2%) and December (87.4%) in 2023. Despite recent labor market cooling, employment rates for both core-aged women(+2.1 percentage points) and core-aged men (+0.9 percentage points) remained higher than the average observed from 2017 to 2019, before the COVID-19 pandemic. In December 2023, employment for young women aged 15 to 24 increased by 13,000 (+1.0%), while it remained virtually unchanged for young men. When compared to the other major demographic groups, youth employment fell more abruptly from January to December. Female youth rates dropped by 4.0 percentage points to 56.7%, while male youth rates dropped by 2.1 percentage points to 56.0%. Employment rates for both female (-2.4 percentage points) and male (-1.4 percentage points) youth were lower in December than they had been from 2017 to 2019. In December 2023, employment among men aged 55 and older fell by 27,000 (-1.1%), the first significant drop since February 2023. IRCC sets new wage rules for employers recruiting temporary foreign workers

From January 1, 2024, employers recruiting through the Temporary Foreign Worker Program (TFWP) must adjust foreign workers’ wages to match updated prevailing rates, as per Immigration, Refugees and Citizenship Canada (IRCC). Although some employers are exempt, this usually requires a Labour Market Impact Assessment (LMIA). The Job Bank updates provincial wage differences annually.  Canada is inviting foreign workers to boost its economy amid labor shortages, with potential losses of $38 billion due to shortages, as the Canadian Federation of Independent Business (CFIB) reported. Foreign workers in Canada are legally entitled to the same rights as Canadians, with employers required to ensure a fair work environment and access to healthcare. Even if the prevailing wage falls, the updated wage can never fall below the wage identified in the positive LMIA at any time during a TFW’s employment period. Employers who fail to update wages on time may face sanctions under the TFW Program’s employer compliance regime, which includes administrative monetary penalties and program bans. Job duties and working conditions for the Temporary Foreign Workers TFWs hired through the Temporary Foreign Worker Program (TFWP) must only perform duties related to the occupation for which they were hired. All workers in Canada, including TFWs, are protected by Canadian law. Exploitation of TFWs is a violation of Canadian laws and human rights. Employers must do the following: TFWs should be paid for all work (including overtime if required by law). Insurance for workplace safety is provided. offer TFWs the same benefits as other workers, and not take the TFWs’ identification. A recent study from the UK-based firm Givetastic has put Canada at the top of the list of most preferred work destinations worldwide. This conclusion was drawn after examining the average monthly search volume for keywords such as “jobs” and “work,” translating as needed.  The study surveyed individuals in 164 countries and highlighted Canada’s strong healthcare system, employee benefits, and thriving job market as major draws.
