Immigration drives Canada’s largest population growth since 1957

As of October 1, 2023, Canada’s population reached an estimated 40.5 million, marking a 1.1% increase since July 1, 2023 – the highest quarterly population growth since 1957. Canada added over a million people for the first nine months of 2023, breaking 2022’s record.  96% of the growth in the third quarter of 2023 was due to international migration, and the rest was from natural increase. Canada welcomed nearly 108,000 immigrants in the third quarter of 2023 and reached 80% of its annual immigration target by September. All provinces and territories except the Northwest Territories saw population growth, with Alberta, Prince Edward Island, and Ontario surpassing the national average. Except for Alberta, which continued to have the highest net gains (+17,094), and New Brunswick (+21), all provinces and territories recorded losses in interprovincial migration exchanges in the third quarter of 2023. For the first time since comparable data were made available (1971), Alberta has recorded interprovincial migration gains of 10,000 or more for five consecutive quarters. Alberta gained the majority of its population through interprovincial migration as a result of exchanges with Ontario and British Columbia. In contrast, for the first time since the first quarter of 2013, British Columbia experienced five consecutive quarters of interprovincial migration losses. In the third quarter, Canada welcomed 107,972 immigrants. From January to September 2023, immigration reached 79.8% (371,299) of the year’s target of 465,000 immigrants set by Immigration, Refugees, and Citizenship Canada. From July 1 to October 1, the country saw an increase in the number of non-permanent residents, with the total non-permanent resident population rising from 2,198,679 to 2,511,437. This represents a net increase of 312,758 non-permanent residents in the third quarter, the largest quarterly increase since 1971. The increase in non-permanent residents was primarily due to an increase in the number of work and study permit holders, and to a lesser extent, an increase in refugee claimants. New changes announced to the International Experience Canada program

On December 12, 2023, the Canadian Government updated the International Experience Canada program. This program fosters travel and work collaboration between Canada and other nations, assisting in arranging transportation, job hunting, and accommodation procurement.  The refreshed instructions from December 18 mirror the roster of organizations acknowledged by Immigration, Refugees, and Citizenship Canada in 2018. Notable amendments include service adjustments, the omission of Memorial University of Newfoundland from the recognized organizations list, the inclusion of International Internship Network (IIN) and Languages Canada, updates to the designations and descriptions of AIESEC Canada, Go International, IAESTE, and International Rural Exchange/A-Way to Work, and clarifications on the IEC program’s participation counting methods. The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship stated: “Canada benefits when young people around the world participate in International Experience Canada. This program will help Canadian employers in their search for talented employees, but will also serve to stimulate the tourism sector across the country. We also hope that young Canadians will take advantage of the reciprocal aspect of this program to gain work and travel experience from around the world that will serve them throughout their lives.” New bilateral agreements under the International Experience Canada program On December 11, 2023, Immigration, Refugees, and Citizenship Canada announced updates to the International Experience Canada (IEC) bilateral agreements. The Government of Canada established new agreements with Iceland, while the youth mobility agreements with the UK and South Korea received updates for the 2024 season.  Crucial changes to note include UK applicants now having the opportunity to participate twice, amounting to a total of 36 months. South Korea has introduced the Young Professionals and International Co-op categories, allowing a repeat category. For Chilean applicants aiming for the International Co-op, it is mandatory to be registered at a Chilean school at the time of application. On December 21, 2023, Immigration, Refugees and Citizenship Canada (IRCC) held the second occupation-specific Express Entry draw 278 and issued 400 Invitations to Apply (ITA) to candidates working in Agriculture and agri-food occupations.  This was the fourth consecutive Express Entry draw this week. In round #278, the cut-off score was 386, 32 points more than in the previous draw for this category.  The tie-breaking rule for this round was July 6, 2023, at 05:44:14 UTC.  As of December 17, 2023, there were 208,638 profiles registered in the Express Entry pool. BC issued new invitations to 230 tech professionals and skilled candidates

On December 19, 2023, BC issued new invitations in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BC PNP). In the Tech-targeted draw, BC issued 107 invitations with a minimum score of 95 points.  In the Childcare-targeted draw for early childhood educators (NOC 42202), the province invited 62 candidates who scored 60 points.  In the Healthcare-targeted draw, the province issued 29 invitations.  Additionally, the province invited 32 candidates working in the construction sector.  The province invited 230 candidates with a score of 60-95 points. Including this draw, in 2023, British Columbia has already issued 10,150 invitations. As a candidate, you can work with an immigration specialist. Canada enhances commitments and collaborations at the Global Refugee Forum

On December 15, 2023, Canada enhanced commitments and collaborations at the Global Refugee Forum. Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC), attended the Global Refugee Forum in Geneva, endorsing pledges for global refugee solutions. He announced $21 million for the International Organization for Migration (IOM) to aid Afghan populations in Central Asia and Pakistan. This funding will help these countries assist the refugees.  Canada plans to resettle over 136,000 refugees in the next three years, focusing on vulnerable groups like women, ethnic and religious minorities, LGBTQI+ communities, Rohingya refugees, and human rights defenders. Canada is committed to expanding refugee labor and education pathways and co-sponsored the Securing Sustainable Futures mega-pledge for refugee education.  Canada also funds the IOM to support Mexico in managing migration due to climate change. Canada recognizes that climate change is compelling people to migrate both within and across borders. This is why the Canadian government announced funding for the IOM to assist Mexico in addressing the links between migration, disasters, climate change, and environmental degradation. The IOM will work with Mexico to create an innovative methodology for gathering data on migration, the environment, and climate change, which will then be used to inform potential policy actions by local and state governments. Canada also pledged to continue using different paths to assist more refugees and other displaced people in finding safety. This includes a pledge to turn the Economic Mobility Pathways Pilot, a refugee labor mobility pathway, into a permanent economic immigration program. Canada is additionally looking into an education pathway for eligible refugee and displaced students to study in Canada, as the country continues to advocate for the creation of complementary pathways worldwide. Additionally, Canada co-sponsored the mega-pledge Securing Sustainable Futures to assist all refugee children in receiving a quality education, including access to well-supported national education systems. This co-sponsorship demonstrates Canada’s commitment to continuing to collaborate with global partners to advocate for education for refugees and local community members in host countries, as well as to amplify refugee voices. About the Economic Mobility Pathways Pilot Refugee resettlement and economic immigration are combined in the Economic Mobility Pathways Pilot (EMPP). It’s a route that allows skilled refugees to immigrate to Canada via existing economic programs while also providing employers with access to a new pool of qualified candidates to fill job openings. Manitoba invited 283 skilled workers and international graduates to EOI Draw 203

On December 14, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In EOI Draw 203, the MPNP invited 160 applicants under the Completed post-secondary study in Manitoba selection with a minimum score of 774.  In the Skilled Workers Overseas stream, MPNP issued 61 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 714 points, 6 points fewer than in the previous draw.  In addition, 62 invitations were issued in the International Education Stream. In this round, Manitoba has issued LAAs to 283 candidates, including 20 express-entry candidates.  In 2023, MPNP invited 14,850 candidates, and 3,874 of them received invitations in the Express Entry. Expression of Interest (EOI) The Expression of Interest (EOI) ranking system applies to the Skilled Worker and International Education Stream pathways. The Business Investor Stream pathways each have their own process for submitting an EOI. Submitting an EOI is the first step toward obtaining permanent residency in Manitoba through the Manitoba Provincial Nominee Program (MPNP). Skilled Workers Stream The Skilled Worker Stream is locally driven and based on Manitoba employers’ needs. We choose internationally trained and experienced workers with the skills required in the local labor market and nominate them for Canadian permanent residence in order for them to settle and work in Manitoba. Sudbury considered 39 applications under the 3 RNIP streams

On December 14, 2023, the City of Greater Sudbury held new rounds of invitations under the three RNIP streams. In this round, Sudbury considered 39 candidates, including 35 candidates via the Conventional Stream, one candidate under the Limited Stream, and three candidates through the Francophone Stream.  Last year, Sudbury invited a total of 154 applicants. Since the program’s launch, the city has recommended around 625 individuals under the RNIP. So far, the city has considered 545 candidates in 2023. Many US workers are considering migrating to Canada due to its welcoming immigration measures, which aim to address labor shortages. In July, Canada launched a pilot program allowing 10,000 H-1B visa holders to apply for a three-year open work permit.  The program reached its cap within 48 hours, and 6,000 US foreign workers have migrated since then.
