British Columbia continues inviting skilled workers and tech professionals

British Columbia (BC) is a beacon for skilled workers and tech professionals, attracting them to contribute to the province’s thriving economy. On December 5, 2023, the Government of British Columbia held new invitation draws under the British Columbia Provincial Nominee Program (BC PNP) and issued invitations to apply to qualified candidates in healthcare, childcare, construction, and tech occupations. In the Tech draw, the province invited 92 candidates. The minimum score for candidates invited to this draw was 94 points.  BC issued 46 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202). In the Healthcare-targeted draw, BC British Columbia invited 24 candidates who scored 60 points.  In addition, the province invited 31 candidates working in the construction sector with a minimum score of 75. In total, British Columbia issued 193 ITAs in this draw. This year, British Columbia has already invited 9,723 candidates. Priority healthcare occupations in the BC PNP The occupations listed below are not the only ones eligible for the BC PNP.  Priority occupations may receive a targeted invitation after registering. Express Entry draw 272

Canada held a new Express Entry draw 272 and issued 4,750 ITAs

Immigration, Refugees and Citizenship Canada (IRCC) issued 4,750 Invitations to Apply (ITA) to candidates under the Express Entry draw 272 on December 6, 2023. In this draw, IRCC invited candidates under all immigration programs.  In the latest round of invitations, the cut-off score was 561 points, 61 points more than in the previous all-program draw. The tie-breaking rule for this round was November 8, 2023, at 06:00:13 UTC.  As of December 5, 2023, there are 217,370 profiles registered in the Express Entry pool. In 2023, Canada issued 99,971 ITAs through the Express Entry draws. This year, Canada has held the following Express entry draws: There are 18 all-program draws. There are five PNP draws. Five draws are aimed specifically at French speakers. Three draws are aimed specifically at healthcare occupations. One draw is aimed specifically at STEM occupations. One draw is aimed at skilled tradespeople. One draw was specifically for Federal Skilled Worker candidates. One draw focuses on transportation jobs. One draw was aimed specifically at agriculture and agri-food occupations. Important Factors Considered for the Express Entry Candidates Factors considered for express entry candidates included ITAs by program, province, score, age, and occupation. Most successful were Canadian Experience Class applicants in their 20s, often software engineers planning to live in Ontario. By program, 45% of ITAs went to the CEC, 30% to FSWP, and 26% to the PNP. BC invited business candidates under the Base Category of the Entrepreneur Stream

On December 5, 2023, BC invited business candidates to the British Columbia Provincial Nominee Program (BCPNP). The BCPNP invited five candidates in the Base Category of the Entrepreneur Stream. The lowest score of this round was 116 points, the same as in the previous draw.  The maximum points in the Entrepreneur Stream grid are 200. Candidates can get 120 points for self-declared factors such as Experience and ownership, Net Worth, Investment, etc. Another 80 points are given for the business concept. British Columbia issued 9,723 invitations this year, including up to 89 ITAs for entrepreneurs. Invitations to apply to the EI Base stream may be targeted based on one or more of the following criteria: The registration score of the candidate The location in which a candidate intends to establish a business The population of the community in which the candidate intends to open a business Whether the proposed business is a new venture or a purchase of an existing one The business proposal’s alignment with identified priority business sectors. International students in Canada hope for a PGWP extension in 2024, given the limited options for permanent residency. By mid-2023, Canada had approximately 2.2 million temporary residents, with over 1 million holding work permits – which has almost doubled in a year.  The PGWP, typically a one-time issuance, was temporarily extended during the COVID-19 pandemic, with a recent extension granting an additional 18 months for permits expiring by December 2023. Previously, students relied on the Canadian Experience Class (CEC) category of the Express Entry system for permanent residency, but the absence of CEC-specific rounds has led to heightened competition. Canada expanded PGWP distance learning measures On September 1, 2023, the Government of Canada extended measures allowing international students using the PGWP distance learning option to pursue their higher education in Canada to be eligible for the Post-Graduation Work Permit (PGWP).  The measures introduced on October 6, 2022, and set to expire on August 31, 2023, have been extended to December 31, 2023.  Students who start their online study program between September 1, 2022, and December 31, 2023, will be able to count the time spent studying online outside of Canada until December 31, 2023, toward the overall length of the PGWP if it does not exceed 50% of the program. About the Post-Graduation Work Permit (PGWP) Students who have graduated from eligible Canadian designated learning institutions (DLIs) are eligible for the Post-Graduation Work Permit (PGWP) Program, which enables them to get an open work permit while acquiring valuable Canadian work experience. Graduates can become eligible for permanent residence in Canada through the Canadian experience class in Express Entry by collecting skilled Canadian work experience in TEER categories 0, 1, or 3 through the PGWP Program. For international students who want to live and work in Canada after completing their program of study, a PGWP is an open work permit. PGWP holders are permitted to work for nearly any employer in Canada because it is an open work permit. The duration of the PGWP could last up to three years, depending on the length of the study program. On November 21, 2023, the Government of British Columbia held new invitation draws under the British Columbia Provincial Nominee Program (BC PNP) and issued invitations to apply to qualified candidates in healthcare, childcare, construction, and tech occupations.  In the Tech draw, the province invited 93 candidates. The minimum score for candidates invited to this draw was 94 points. BC issued 27 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202).  In the Healthcare-targeted draw, BC British Columbia invited 17 candidates who scored 60 points.  In addition, the province invited 24 candidates working in the construction sector with a minimum score of 75.  In total, British Columbia issued 161 ITAs in this draw. This year, British Columbia has already invited 9,340 candidates. Invitations to apply for the skilled candidates in the Skills Immigration pathways may be determined by one or more of the following factors: Education – level, and field of education and where it was completed Eligible professional designations in B.C. Valid qualifications include a certificate from SkilledTradesBC or a SkilledTradesBC-registered apprenticeship. Canada Immigration targets stabilizing to support sustainable growth

Canada Immigration is crucial for Canada’s growth, with about 23% of the population being immigrants, the highest among the G7. The 2024 Canada immigration target is 485,000, 1.2% of Canada’s population. Canada’s working population is declining, with the current ratio of workers to seniors at 3:1, expected to drop to 2:1.  This aging workforce leads to labor shortages, which immigration can alleviate. This will support the National Housing Strategy, which invests over $82 billion over ten years.  In addition, Canada, as a global leader in refugee resettlement, welcomed over 46,500 refugees from 80 countries last year, including 40,000 vulnerable Afghans. Canada Immigration Targets in the 2024-2026 Immigration Levels Plan The Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, announced the 2024-2026 Immigration Levels Plan today, November 1, 2023. This plan aims to encourage economic growth while balancing pressures in areas such as housing, healthcare, and infrastructure. It charts a responsible path for long-term and stable population growth. With this Levels Plan, the Government of Canada maintains its target of 485,000 permanent residents for 2024 while also taking the final step toward reaching 500,000 in 2025. Beginning in 2026, the government will cap the number of permanent residents at 500,000, giving time for successful integration while continuing to bolster Canada’s labor market.  The government also intends to rebalance the number of temporary resident admissions over the next year to ensure that this aspect of our immigration system is also sustainable. The federal government will continue to collaborate closely with provinces and territories, employers, stakeholders, and Indigenous peoples to assist Canada in adapting to the realities of immigration-driven population growth. An Immigration System for Canada’s Future—a report that lays out a path to strengthen the immigration system for newcomers, businesses, and communities—also guides this approach. Together, these measures will keep people at the center of our immigration policy and ensure that newcomers have the resources they need to succeed in their new lives, such as settlement assistance and access to housing. The following are some of the highlights of the Immigration Levels Plan for 2024-2026: A long-term focus on economic growth, with the economic class accounting for more than 60% of permanent resident admissions by 2025. A commitment to uphold the Canadian government’s humanitarian tradition by responding to humanitarian and geopolitical crises around the world.  New and ambitious Francophone immigration targets have been established to support Francophone communities outside of Quebec. In 2024, the targets are 6% of total immigration, 7% in 2025, and 8% in 2026. This is done to strengthen Francophone communities outside of Quebec and to ensure the economic prosperity of Canada’s Francophone minority communities. Impact of international student enrollment in Canada

Impact of International Student Enrollment on Domestic Students in Canada From 2010-2019, the number of international students at Canadian public post-secondary institutions increased from 142,200 to 388,800. Now, over 800,000 international students study at all levels in Canada. This surge raised concerns about the impact on domestic enrolment.  However, a Statistics Canada study showed a positive relationship between domestic and international enrolment. The study focused on:  Science,  Technology,  Engineering and Mathematics (STEM) and Business,  Humanities,  Arts,  Social Sciences, and  Education (BHASE) programs.  It found that increased international enrolment did not affect domestic enrolment at the institution level. However, a positive correlation was seen in STEM and BHASE courses: as international enrollment rose, so did domestic enrollment.  This was stronger for BHASE programs in post-secondary non-tertiary and short-cycle tertiary programs. No correlation was found at the graduate level within STEM programs, but a positive correlation was seen in BHASE graduate programs. When it came to STEM and BHASE programs, however, the study discovered a positive correlation between the two groups in both cases: as more international students enrolled in STEM and BHASE courses, so did more domestic students. This relationship was even stronger for BHASE programs in post-secondary non-tertiary, and short-cycle tertiary (programs between secondary and post-secondary levels of education), where an increase in international student enrolment in BHASE programs correlated with an increase in domestic students across the institution. Finally, the study discovered no correlation between international and domestic student enrollment in STEM graduate programs; however, a statistically significant positive correlation between international and domestic student enrollment in BHASE graduate programs was discovered. Canada initiated a humanitarian pathway for Colombian, Haitian, and Venezuelan nationals

On November 17, 2023, Canada responded to the global migration crisis by announcing a humanitarian pathway to provide residence to 15,000 displaced people from the Western Hemisphere. The pathway, open to Colombian, Haitian, and Venezuelan nationals with family ties in Canada, offers safe migration, pre-arrival services, and potential financial assistance.  Additionally, Canada plans to welcome 4,000 more individuals through existing worker programs. These actions aim to alleviate migration pressures and offer alternatives to irregular migration due to instability. Immigration, Refugees, and Citizenship Canada (IRCC) will monitor and adjust the program as necessary. What are the eligibility Requirements for this humanitarian pathway? You must meet the following requirements to be eligible to apply: You must be a Colombian, Haitian, or Venezuelan national Mexico, Central or South America, or the Caribbean be a spouse, common-law partner, parent, grandparent, or sibling of a Canadian citizen or permanent resident who is willing and eligible to support your application (an “anchor”) Plan to live anywhere outside of Quebec have a valid passport or eligible travel or identity document As an anchor, you are responsible for assisting the applicant in settling into their new life in Canada and providing support to them and their family members for a year. To be an anchor, you must be a Canadian citizen or permanent resident who is at least 18 years old. You must be a Canadian citizen who lives outside of Quebec. If you meet the eligibility requirements and intend to settle permanently in Canada outside of Quebec, you may apply through the Permanent Residence pathway for Colombian, Haitian, and Venezuelan nationals. PEI invited 141 skilled professionals and business candidates

On November 16, 2023, Prince Edward Island held new draws for skilled professionals and business candidates under the Prince Edward Island Provincial Nominee Program (PEI PNP). PEI PNP invited 134 Critical Workers and Express Entry candidates in the Labour Impact and Express Entry streams. Seven more invitations were sent to Business Impact Category candidates.  The lowest score for the business candidates was 80. In total, PEI issued 141 invitations in this round. The next draw is scheduled for November 30, 2023.  Since the beginning of 2023, the PEI PNP issued 2,324 invitations. Among them, 61 invitations were under the Business Impact Category, and 2,263 were under the Labour Impact and Express Entry categories. For the skilled professionals to be eligible for the PEI Skilled Worker stream, skilled professionals must meet the following requirements: have a full-time, non-seasonal (permanent or minimum of two years) job offer from a PEI employer in a highly skilled occupation defined by the Training, Education, Experience, and Responsibility classification system as TEER category 0, 1, 2, or 3(link is external); have at least two years of full‐time work experience in the past five years; To work in Canada, you must have a valid work permit have legal status in the country of residence; have successfully completed a post‐secondary degree or diploma (minimum two-year program); be between the ages of 18 and 59 have sufficient English and/or French proficiency to perform the job About the Prince Edward Island Provincial Nominee Program (PEI PNP) If you want to live permanently in Prince Edward Island, you can apply to the federal government through the PEI Provincial Nominee Program (PNP). Individuals are selected for nomination based on their desire to live and work in PEI as well as their financial ability to establish themselves here. Priority will be given to entrepreneurs and individuals qualified to work in areas of identified skill shortages in the PEI labor market at this time.
