Ontario to introduce a new program for recognizing foreign-trained physicians

The second intake period for Ontario’s assessment program for foreign-trained physicians for family and general practitioners will begin in early January next year.  Practice Ready Ontario (PRO) simplified the process for internationally-trained physicians to practice in Ontario by accepting applications from June 21 to July 19 this year.  Results were sent out in the second week of August. Those who missed the first intake or did not receive a positive result can now apply for the second intake if they meet the requirements.  The program includes a 12-week clinical field assessment in an assigned Ontario community to evaluate applicants’ readiness for independent practice. About the Practice Ready Ontario (PRO) Practice Ready Ontario streamlines the application process for internationally trained physicians who have completed postgraduate education and have independent practice experience in family medicine or as a general practitioner outside of Canada. Practice Ready Ontario is a good thing for the people of Ontario and for internationally trained physicians who want to work in the province. The initiative allows internationally trained physicians to become licensed more quickly. Hiring more physicians is the most effective way to ensure that you and your family can visit a doctor when and where you need it. Through the first cohort alone, Practice Ready Ontario will provide more family physicians in high-need areas; all successful candidates are expected by the provincial government to complete a three-year return of service as a family physician. The Government of Nova Scotia announced a new pilot program for construction workers to boost growth in the skilled trades and modernize the apprenticeship and trades qualification system.  Premier Tim Houston has announced measures to add 5,000 new apprentices in the next three years, increase the number of journeypersons and trades qualifiers by 1,000 annually, and raise the apprentice retention rate from 43% to 60% within five years.  The Critical Construction Worker Pilot, part of Nova Scotia’s Provincial Nominee Program, will include 21 in-demand occupations in the construction sector, focusing on residential building trades. On October 17, 2023, the Government of British Columbia held new invitation draws under the British Columbia Provincial Nominee Program (BCPNP) and invited qualified Skills Immigration candidates.  In the general draw, BC invited 104 candidates. The minimum score for candidates invited to this draw was 91-113 points.  The province issued 31 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202).  In the Healthcare-targeted draw, BC invited 17 candidates who scored 60 points. In addition, fewer than five invitations have been issued for other priority occupations (NOCs 31103, 32104).  In total, British Columbia issued up to 157 ITAs in this draw. This year, British Columbia has already invited 8,385 candidates. On September 27, 2023, Statistics Canada reported that the number of temporary residents in Canada has increased by nearly 700,000 year-on-year as of the second quarter of 2023. This number is expected to reach 2.5 million by the end of 2023.  Many of these temporary residents seek Canadian Permanent Residency (PR) through Canada’s economic immigration options. However, the number of PR spots available is limited compared to the number of temporary residents in Canada.  Canada has set an annual target of 465,000 for all immigration programs in 2023, with a target of over 500,000 by 2025. On October 13, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot Program. In this round, Sudbury considered 33 candidates, including two candidates drawn through the Francophone Stream.  The lowest score of these draws was 235 points, five points lower than in the previous draw.  Last year, Sudbury invited a total of 154 applicants. Since the program’s launch, the city has recommended around 520 individuals under the RNIP. So far, the city has considered 412 candidates in 2023. About the Rural and Northern Immigration Pilot Program The Rural and Northern Immigration Pilot is an initiative driven by the local communities. On October 6, 2023, Employment and Social Development Canada (ESDC) updated the processing times for the Labour Market Impact Assessment (LMIA) applications under various streams.  Updated LMIA application Processing times are: Based on statistics from all processing centers, the current average LMIA application processing times have increased only for the Low-wage Stream.  Global Talent Stream – 9 business days Agricultural stream – 11 business days (-1 day) Seasonal Agricultural Worker Program – 6 business days (-3 days) Permanent residence Stream – 58 business days (-5 days) In-home caregivers – 25 business days (-5 days) High wage Stream – 40 business days Low-wage Stream – 45 business days (+1 day) If you’re an employer and looking to get an LMIA or hire a foreign skilled worker for your business get an assessment with Gunness & Associates About the Labour Market Impact Assessment (LMIA) Before hiring a foreign worker, a Canadian business may be required to get a Labour Market Impact Assessment (LMIA). A positive LMIA will demonstrate that a foreign worker is required to fill the position. Additionally, it will demonstrate that no Canadian citizen or permanent resident is qualified for the position. A confirmation letter is another name for a positive LMIA. The worker can submit a work permit application after the employer receives the LMIA.   Applicants for work permits must meet the following requirements: a job offer letter,  a contract,  a copy of the LMIA, and  the LMIA number Labour Market Impact Assessment (LMIA) process with ESDC Employment and Social Development Canada (ESDC) determines whether hiring a foreign national will have a positive or neutral impact on the Canadian labor market. The effect of the specific occupation designated by the employer on the labor market is the subject of assessment by ESDC, not whether the foreign national meets the occupational requirements. On October 10, 2023, the AAIP invited 13 healthcare professionals working in the healthcare sector who scored 327 points. This year, Alberta invited 3,381 candidates and issued 8,437 nomination certificates In addition, on October 10, 2023, Alberta published an update considering the Alberta Advantage Immigration Program (AAIP) inventory. According to the new update, there were around:  2,462 Alberta Opportunity Stream applications,  668 Rural Renewal Stream applications,  212 Accelerated Tech Pathway applications,  114 Family Connection Stream applications,  167 applications from priority sectors, and  less than ten applications under the Dedicated Healthcare Pathway.  About the AAIP Nomination certificate limits The figures below are correct as of October 11, 2023. Each year, Immigration, Refugees and Citizenship Canada (IRCC) sets the maximum number of nomination certificates that the AAIP may issue. In 2023, AAIP will be able to award 9,750 nomination certificates, divided between Express Entry and non-Express Entry pathways (which could change over the year). In 2024 and 2025, nominal rises of more than 10,000 nomination allocations per year are intended. These AAIP programs are subject to change at any time and without notice. They are partly determined by changing application levels and how nomination allocations are projected to be used in 2023. AAIP application processing times Depending on the stream/pathway the processing time may vary. The following tables show the approximate volumes, processing times, and assessment dates for each AAIP stream or pathway: Alberta Opportunity Stream – Approximately 4 months. The Employment Rate in Canada

The Employment Rate in Canada Increases to 62% with 64,000 New Jobs

In September, the employment rate in Canada increased, adding 64,000 jobs. The employment rate rose by 0.1 percentage points to reach 62%. The most significant changes were seen among individuals aged 25 to 54.  Employment increased for core-aged women by 37,000 or 0.6% and for core-aged men by 32,000 or 0.5%. Youth aged 15 to 24 and individuals aged 55 and older saw little change in employment.  Two provinces experienced a decrease in employment: New Brunswick, with a decline of 2,700 workers, and Alberta, with a drop of 38,000 workers.  On the other hand, six provinces saw an increase in employment. Quebec gained 39,000 workers, British Columbia gained 26,000, Manitoba gained 8,800, Saskatchewan gained 6,000, Nova Scotia gained 3,200, and Prince Edward Island gained 2,700. Overview of the Employment Rate in Canada The employment rate in Canada increased by 64,000 (+0.3%) in September, following a 40,000 (+0.2%) gain in August. Since the beginning of the year, employment has increased by 30,000 every month on average. The unemployment rate remained steady in September, remaining at 5.5% for the third month in a row.  In September, average hourly wages increased 5.0% (+$1.63 to $34.01) year on year, following rises of 4.9% in August and 5.0% in July. Total hours worked were almost steady in September, rising 2.6% year on year The increased trend in employment continues, despite the fact that the population is growing at the fastest rate since 1957. The population aged 15 and older in the Labour Force Survey (LFS) increased by 82,000 (+0.3%) in September. The employment rate—the proportion of the population aged 15 and older who are employed—can be used to determine if employment growth is keeping up with population growth. Given the recent rate of population increase, employment improvements of around 50,000 per month are required to keep the employment rate stable.
