On July 6, 2023, the Saskatchewan Immigrant Nominee Program (SINP) conducted the fourth invitation round in the Saskatchewan Entrepreneur Stream 2023 and invited 35 entrepreneurs. This round’s highest Expression of Interest (EOI) score was 125 points. The average score was 110 points. The lowest score was 105.  The province will conduct the next EOI pool selections on September 7, 2023, and November 2, 2023. According to the new update, candidates cannot change their business plans after applying to the program. They also cannot change their Business Performance Agreement after the SINP approval.  In 2023, Saskatchewan invited 4,733 candidates under all streams, including 173 entrepreneurs.   Saskatchewan Entrepreneur Stream The Saskatchewan Immigrant Nominee Program (SINP) administers the Saskatchewan Entrepreneur Stream. The experienced business owners or senior business managers who seek to live in Saskatchewan are targeted by this stream. Successful candidates may launch a new business or buy an existing one and then start their day to day management duties.  After managing a business successfully for 6 months the entrepreneur may be nominated for permanent residence status. Candidates can submit an expression of interest, after submitting a profile candidates are assigned a score based on SINP entrepreneur ranking system. From June 24 to July 7, Canada invited 3,286 young foreigners to apply for an IEC open work permit. A number of programs known as International Experience Canada (IEC) allow young people from participating countries to visit Canada temporarily to live and work there. If an international applicant completes one of the IEC programs successfully, they will be qualified to apply for a work permit in Canada without the need for a Labour Market Impact Assessment (LMIA). With the acceptance of work permits, IEC permits temporary stay in Canada for a maximum of one year. EC work permits are authorized using a system of random draws. On July 7, 2023, Immigration, Refugees and Citizenship Canada (IRCC) held the first Express Entry draw for Francophone candidates, selecting candidates for French language proficiency.  In round #256, IRCC issued 2,300 Invitations to Apply (ITA) to qualified candidates.  This round had the lowest cut-off score of 2023 – 439 points!  The tie-breaking rule for this round was January 20, 2023, at 17:18:32 UTC.  As of July 4, 2023, there were 214,529 profiles registered in the Express Entry pool.  This year 2023, Canada issued 64,548 ITAs through the Express Entry draws. There were 45, 115 candidates in the whole of 2022. Canada started conducting draws that specifically target certain candidate profiles this week. Candidates in the fields of healthcare, STEM, and French have received invitations, along with an all-program draw. On May 31, 2023, the Government of Canada launched a category-based selection for Express Entry, allowing IRCC to invite prospective permanent residents with specific skills, training, or language ability.  This year, invitations will focus on candidates with strong French language proficiency or experience in:  healthcare,  STEM professions,  trades,  transport,  agriculture, and  agri-food.  Category-based selection supports Canada’s commitment to welcoming skilled workers into communities nationwide. Given the significance of boosting the vibrancy of French-speaking minority communities across the nation, Canada’s Express Entry system has been modified to offer a quick and easy pathway for immigrants who speak French.  Canada seeks to encourage economic growth through Francophone immigration outside of Quebec while acknowledging that this enhances and develops these communities by giving priority to the invitation of French-speaking newcomers. Minister Fraser announced updated statements regarding Express Entry’s category-based selection on May 31. Canada’s Start-Up Visa program (SUV) helped more foreign nationals become permanent residents of Canada this year compared to last year, according to the latest data from Immigration, Refugees and Citizenship Canada (IRCC). In the first four months of 2023, the SUV welcomed 195 new permanent residents, an increase of 8.3% compared to the same period last year.  If this trend continues, the program could welcome roughly the same number of new permanent residents as last year, around 575. However, the number of new permanent residents arriving through the SUV fell in April, with only 35 new arrivals compared to 50 in March. British Columbia and Ontario have been the most popular destinations for immigrant entrepreneurs arriving under the SUV this year In the first four months of this year, British Columbia’s West Coast province received 85 new permanent residents via the SUV, an increase of 6.3% from 80 for the same period in 2022. In the first four months of this year, Ontario, the largest province in Canada, welcomed 70 new permanent residents through that immigration program, a decrease of 17.6% from 85 over the same time frame last year. On July 6, 2023, Immigration, Refugees and Citizenship Canada (IRCC) held the second occupation-specific Express Entry draw and issued 1500 Invitations to Apply (ITA) to candidates working in healthcare occupations.  In round #255, the cut-off score was 463 points, 13 points fewer than in the previous healthcare-targeted Express Entry draw.  The tie-breaking rule for this round was June 19, 2023, at 06:41:05 UTC.  As of July 4, 2023, there were 214,529 profiles registered in the Express Entry pool. This year, Canada issued 62,248 ITAs through the Express Entry draws. The second consecutive week of targeted healthcare draws occurs at the end of June as well as the first week of July. The first targeted Express Entry draw was held by IRCC on June 28th, issuing 500 ITAs to healthcare workers with a minimum CRS score of 476. Another 500 ITAs were issued to STEM workers in the Express Entry pool who had a minimum CRS score of 486, as a result of IRCC’s first targeted STEM draw on July 4. On July 6, 2023, the Ontario Immigrant Nominee Program (OINP) conducted a new invitation draw under the Ontario Human Capital Priorities Stream. In the latest tech draw, the OINP issued 748 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand tech occupations.  Those candidates’ CRS Express Entry score was between 479-485 points. The OINP invited candidates under nine national occupational codes (NOC) in this draw. In 2023, Ontario issued 20,946 invitations under all streams of OINP, including 8,499 candidates under the Human Capital Priorities Stream. On July 4, 2023, the Government of Alberta published the results of the new AAIP draws in the Alberta Express Entry Stream. The province held two draws under the Alberta Advantage Immigration Program (AAIP).  On June 29, 2023, Alberta invited 65 candidates working in the construction sector. On July 4, the province issued 12 invitations under the Designated Healthcare Pathway. New BC PNP Draw issued 137 invitations in the Skilled Worker–International Graduate categories

On July 5, 2023, British Columbia issued new invitations in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BCPNP).  In the Tech-targeted draw, BC issued 97 invitations with a minimum score of 90 points.  In the Childcare-targeted draw for early childhood educators (NOC 42202), the province invited 23 candidates who scored 60 points.  In the Healthcare-targeted draw, the province issued 17 invitations.  In total, the province invited 137 candidates with a score of 60-90 points. Canada invited 700 candidates in the new all-program Express Entry draw

On July 4, 2023, IRCC issued 700 Invitations to Apply (ITA) to candidates under the new all-program Express Entry draw. In this draw, IRCC invited candidates under all immigration programs.  In round #253, the cut-off score was 511 points, 25 points more than in the previous all-program draw. The tie-breaking rule for this round was July 1, 2023, at 09:31:32 UTC.  As of July 4, 2023, there are 214,529 profiles registered in the Express Entry pool, 5,474 fewer than in the previous update. In 2023, Canada issued 60,248 ITAs through the seventeenth Express Entry draws. The cutoff is determined based on the date and time that candidates submitted their Express Entry profiles if more than one candidate gets the lowest score. The CRS score of 511 is the highest ever recorded in a 2023 all-program draw. This was the month of July’s initial invitation round. IRCC had earlier announced that it would invite 1,500 Healthcare workers via the category-based selection on July 5, 2023, thus the Express Entry draw on July 4th comes as a surprise as well.   Express Entry Category-based Draws The Government of Canada launched a category-based selection for Express Entry, allowing IRCC to invite prospective permanent residents with specific skills, training, or language ability.  This year, invitations will focus on candidates with strong French language proficiency or experience in:  healthcare,  STEM professions,  trades,  transport,  agriculture, and  agri-food.  Category-based selection supports Canada’s commitment to welcoming skilled workers into communities nationwide.
