In November, a 32.5% drop was observed in Start-Up Visa Program SUV entrepreneur immigration, following a rebound in October, as per data from Immigration, Refugees and Citizenship Canada (IRCC). The IRCC has set goals to welcome 5,000, 6,000, and 6,000 new residents via the SUV in 2024, 2025, and 2026 respectively.  Despite a slowdown in November, the program is expected to achieve record permanent resident admissions by the end of 2023. Until November, the SUV had facilitated the arrival of 1,145 new residents, marking a 104.5% increase from the previous year. October saw a resurgence in immigrant entrepreneurship via the Canada Start-Up Visa program, with data suggesting 1,200 new permanent residents by year’s end. In October, 200 new permanent residents arrived via SUV, a 37.9% increase from September’s 145. This rise followed a 17.1% drop from August to September.  The IRCC has significantly increased planned admissions for Start-Up Visa applicants, with numbers set to increase to 3,500, 5,000, 6,000, and 6,000 in 2023, 2024, 2025, and 2026, respectively. As of October, 1,000 new permanent residents arrived via SUV in 2021, setting the pace for possibly 1,200 by year’s end. This would be a 108.7% increase from the 575 new residents in 2020. Ontario and British Columbia are the most popular destinations for these entrepreneurs. At the end of this year’s first ten months, the program welcomed 635 new permanent residents to Ontario, and 240 new immigrants had arrived in British Columbia. In the first ten months of this year, Manitoba welcomed 95 immigrant entrepreneurs through the SUV, while Alberta had added 20 new permanent residents through the program by the end of October, signifying no change from the previous month. According to Immigration, Refugees and Citizenship Canada (IRCC), the Start-Up Visa immigration saw a slight dip in September compared to August. Still, overall numbers are significantly higher than last year. In September 2023, Canada welcomed 145 new permanent residents through the SUV, down 17.1% from 175 in August.  However, this follows a record month in August, up 30% from July. IRCC plans to increase admissions substantially for Start-Up Visa applicants. Current annual admissions of 1,000 will rise to 3,500, 5,000, 6,000, and 6,000 in 2023, 2024, 2025, and 2026, respectively. As of September, Canada had welcomed 770 new permanent residents through the SUV, potentially reaching 1,027 by year-end. This would signify a 78.6% increase over the previous year. On October 24, 2023, British Columbia held new draws for business candidates in the British Columbia through the BC PNP. BC PNP invited up to five candidates in the Base Category of the Entrepreneur Stream. The lowest score of this round was 116 points, two points fewer than it was in the previous draw.  In addition, the province invited fewer than five candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 112.  The maximum points in the Entrepreneur Stream grid are 200. Candidates can get 120 points for self-declared factors such as Experience and ownership, Net Worth, Investment, etc. Another 80 points are given for the business concept. British Columbia issued 8,557 invitations this year, including up to 84 entrepreneurs. Under the OINP Entrepreneur Stream, 10 business candidates were invited on September 25, 2023, as the Ontario Immigration Nominee Program (OINP) released the new draw results. It was the fifth draw for business candidates of the year.  In this draw, the province issued 10 Invitations to Apply (ITAs) to business candidates.  This round’s Comprehensive Ranking System (CRS) score was between 136 and 163. The OINP noted that those whose Expressions of Interest were scored by September 20, 2023, were eligible for this draw.  As a candidate, you can work with an immigration specialist. 50 candidates were invited under the Saskatchewan Entrepreneur program the first invitation round in the Entrepreneur Program 2023. On January 5, 2023, conducted by the Saskatchewan Immigrant Nominee Program (SINP).  In this round, SINP invited 50 candidates.    This round’s highest Expression of Interest (EOI) score was 130 points. The average score was 95 points. The lowest score was 80, and those applicants were invited to apply only if they scored a CLB level of 6 or higher in English or French.  The table below displays the first EOI Draw of 2023 scores and a number of invitation selections.
