The Rural and Northern Immigration Pilot may become permanent

The Rural and Northern Immigration Pilot (RNIP) has the potential to become a permanent immigration program. According to Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), the RNIP has been an enormous success, and communities that participate in the program want to bring more people in through the program.  The RNIP communities recruit skilled immigrants as part of the five-year RNIP project to fill the labor shortage in small communities with an aging population and a lack of skilled workers. Skilled immigrants are recruited through the five-year RNIP to work in smaller areas with aging populations and labor shortages. The RNIP launched as the COVID-19 pandemic was about to spread, and despite travel and public health limitations that made immigration challenging, 390 new permanent residents were accepted under the program in 2021, according to the most recent information from Immigration, Refugees and Citizenship Canada (IRCC).  Then, through the RNIP, that number increased by more than three times last year to reach 1,360 new permanent residents.  The RNIP has only collected data for the month of January so far this year, but even with that limited data, the program welcomed 510 new permanent residents.   If the RNIP maintains that many arrivals, there could be 6,120 immigrants arriving under the program this year, which is more than four times as many as there were in 2018.    Rural and Northern Immigration Pilot (RNIP) The Rural and Northern Immigration Pilot is an initiative driven by the local community. By providing a route to permanent residency for skilled foreign workers who desire to live and work in one of the participating communities, it aims to expand the advantages of economic immigration to smaller areas.   Participating communities in RNIP These are communities participating in the Rural and Northern Immigration Pilot (RNIP) North Bay, ON Sudbury, ON Timmins, ON Sault Ste. 2023 allocations for the AAIP streams

Alberta announced 2023 allocations for the AAIP streams

On March 21, 2023, Alberta announced 2023 allocations for the AAIP Streams. For 2023, the Government of Canada allocated 9,750 nominations for the AAIP. The province will issue 4,875 nominations under the Non-Express Entry streams, including 4,240 nominations for Alberta Express Entry Stream, 630 for Rural Renewal Stream, and five for Entrepreneur streams.  Additional 4,875 nominations have been allocated for the Express Entry stream and pathways, with 1,219 nominations for Family Connection and Occupation in Demand streams, 1,219 nominations for the Accelerated Tech Pathway, and 2,437 for Sector Priorities.   Details of 2023 allocations for the AAIP streams These AAIP plans are changed at any time without notification. They are influenced in part by fluctuating application volumes as well as how nomination allocations are anticipated to be used in 2023. Before applications are received, the AAIP is assessing them (approximate): February 8, 2023.   Alberta Express Entry Stream – Accelerated Tech Pathway  number of applications awaiting processing (approximate): Approximately 230. a number of allocations still available (approximate and subject to change): Approximately 699 allocations. Processing time (estimated average) is the period of time from the time an application is submitted until a decision is made: Approximately 1 month. Before applications are received, the AAIP is assessing them (approximate): March 15, 2023.   AAIP Rural Renewal Stream number of applications awaiting processing (approximate): Approximately 90. a number of allocations still available (approximate and subject to change): Approximately 523 allocations. Processing time (estimated average) is the period of time from the time an application is submitted until a decision is made: Approximately 1 month. Before applications were received, the AAIP is assessing them (approximately): on February 15, 2023.   AAIP Applications by Occupations Allocations The following occupations obtain a lot of applications for the AAIP’s worker streams. Canadian trucking industry commends Ottawa for assisting internationally trained truckers in immigrating to the country. However, they urge Immigration, Refugees, and Citizenship Canada (IRCC) to prioritize these much-needed workers further. Ontario to invest $25 million to increase the skilled immigration intake

Ontario will invest an additional $25 million for the next three years to double its skilled immigration intake along with the previously announced $15 million over three years in the Budget 2022. This initiative aims to overcome labor shortages and promote economic progress in the province.  By 2025, the province will invite a record-breaking number of 18,000 economic immigrants, doubling the previous amount. The Budget 2023 also includes an investment to expedite the processing of newcomer applications and facilitate their entry into the workforce. In addition, the allocated funds will be utilized to bolster the security and IT infrastructure of the system to accommodate present and future demand.   Ontario Premier Doug Ford Stated:  “The Ontario government is prepared to welcome more skilled immigrants to the province to help in building the highways, transit, schools, housing, and hospitals that our growing population requires. We’re doing everything we can to make sure we have the workforce to support Ontario’s development while we continue to address historic labor shortages. It’s all hands on deck.”   Opportunities for new skilled immigration intake in Ontario There are many opportunities for newcomers with the province’s choice of selecting double as many economic immigrants. Prospective immigrants with the skills and experience the province needs are the subject of the OINP. Individuals who meet the requirements may be awarded a provincial nomination by the Ontario government, after which they can submit an application to Immigration, Refugees, and Citizenship Canada for permanent residency (IRCC). The new investment in Budget 2023 will expedite the application process and make sure that newcomers to Ontario may quickly start working in their professions. The money will be used to improve security and make other IT modifications so that the system can handle future demand growth. Over the next three years, Ontario will invest $75 million into the Skills Development Fund to assist workers and job seekers in developing the skills they need to capitalize on new opportunities and advance their careers. Also, the government will contribute $224 million in 2023 and 2024 to a new capital stream of the Skills Development Fund in order to increase access to training centers and train more workers for careers in the skilled trades and other in-demand jobs. Canada experiences an increase in the number of internationally trained nurses seeking employment opportunities

Canada’s provinces are making it easier for internationally trained nurses to work in the country by shortening registration and licensure processes. Atlantic Canada’s Nova Scotia College of Nursing (NSCN) has introduced an expedited process for applicants from seven designated countries: the Philippines, India, Nigeria, the United States, the United Kingdom, Australia, and New Zealand.  The new process reduces the processing time for nurses licensed in other parts of Canada from five days to just one and for internationally trained nurses from the designated countries from months to a few weeks. Canada introduced new instructions for study permit applications

On May 9, 2023, the Government of Canada published new instructions for in-Canada study permit applications. The changes were designed to make it easier for protected persons and their families to stay in Canada and pursue their educational goals.  The new instructions allow protected persons and their family members to apply for a study permit from within Canada, regardless of whether they have already applied for in-Canada permanent residence. Previously, protected persons and their families could apply for a study permit if they were in Canada permanent residence applicants.   What is a Study Permit? Canada issued the study permit, allowing foreign nationals to participate in studies at Canadian-designated learning institutions (DLIs). To study in Canada, the majority of foreign nationals require a study permit. Before applying, make sure you have all the required documents. Applying is a must before entering Canada. A visa is not what your study authorization is. You cannot enter Canada with it. You could also require an electronic travel authorization (eTA) or a guest visa.   Study Permits Eligibility Requirements from outside of Canada To be eligible to submit an application for a study permit, you must meet the following requirements: Acceptance Letter: In order to apply for a Canadian study permit, you must have an acceptance letter from a Designated Learning Institution (DLI). Proof of Funds for financial support: You must submit documents showing that you have sufficient funds to pay for your first year’s tuition as well as the costs of living (housing, food, etc.) for you and any accompanying family members.  Supporting Documents: All applications for study permits must be submitted with an extensive list of supporting documents. Ottawa announced $65 million in funding to improve settlement services

On May 11, 2023, Immigration, Refugees and Citizenship Canada (IRCC) provided over $65 million in funding extensions to improve settlement services, service provider organizations nationwide to continue important settlement services, which include services for racialized newcomer women, pre-arrival services, and language training for newcomers in French-speaking minority communities.  With this funding, service provider organizations can deliver services to newcomers more efficiently, maximizing their economic and social integration. In addition, pre-arrival service investments support newcomers and families joining Canada’s diverse communities while strengthening Canada’s economy.   The YMCA of the National Capital Region will receive over $1.2 million as part of this funding announcement, according to Parliamentary Secretary Lalonde, so it can continue providing important pre-arrival programs to new immigrants. This funding extension will keep supporting service provider organizations in their efforts to provide services to immigrants before they enter Canada. The YMCA provides a wide range of services abroad that can be accessible both in person and online. The department currently supports six organizations that offer newcomers who choose to settle in one of these communities and speak French direct language training services. The Canadian government approved up to $5.8 million in extra funding for 10 efforts sponsored by the Racialized Newcomer Women Pilot through 2025 in December 2022. Prince Edward Island to hire internationally trained nurses in Dubai

The Prince Edward Island (PEI) officials traveled nearly 10,000 km in March to recruit nurses in Dubai, United Arab Emirates. PEI’s director of Workforce Planning, Recruitment, and Pharmaceutical Services states that over 30 nurses are expected to immigrate to the province by early 2024.  Healthcare authorities across Canada are facing severe labor shortages. In Prince Edward Island, the current job vacancy rate at Health PEI is approximately 20%. As a result of the nursing shortage on Prince Edward Island, many nurses are reluctant to accept additional shifts. In March, officials from the province’s Office of Immigration and Health P.E.I. interviewed a large number of nurses who had international education in Dubai. Rebecca Gill, P.E.I.’s acting director of health recruitment said; “The process was very impactful and very successful. They are excited to visit Prince Edward Island, contribute to our healthcare system, and change the world. They are making a significant effort, so I believe they will continue to keep going in the future.” Arrival dates will vary due to the continued immigration process, but according to Gill, the majority are anticipated to arrive by the end of this year or in the early months of 2024.   As stated by Tracy Wolbaum, executive director of human resources at the organization, Health P.E.I. is now dealing with a 20% vacancy rate for every category of staff. She stated that a good range for that amount would be five to seven percent. Additionally, there are about the same amount of full-time and part-time staff members, when there should be seven full-timers for every three part-timers. Part-time employees, according to Wolbaum, have contributed “tremendously” to the workload, but they are unable to be depended upon to agree to take on extra shifts in the same way. latest PNP-targeted Express Entry draw on May 10, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 589 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the fourth PNP-targeted draw of the year.  In round #248, the cut-off score was 691 points, 57 points fewer than in the previous PNP-targeted Express Entry draw.
