The Ontario Entrepreneur Stream invited 14 business candidates

On May 12, 2023, The Ontario Entrepreneur Stream released the new draw results. It was the third draw for business candidates of the year. The province issued 14 Invitations to Apply (ITAs) to business candidates in this draw.  This round’s Comprehensive Ranking System (CRS) score was between 135 and 178. The OINP noted that those whose Expressions of Interest were scored by May 9, 2023, were eligible for this draw. It was created in line with the 2015 Ontario Immigration Act along with its regulations. This stream is for business owners from outside Canada who want to start a new business or acquire an existing business in Ontario.   Once their company has been established in Ontario, it allows an entrepreneur (and up to one foreign national business partner) an opportunity to be nominated for permanent residence.    What are the Requirements for Ontario Entrepreneur Stream? An applicant must be able to demonstrate that they have the interest, capability, and financial resources to own and actively manage an Ontario business in order to be eligible to submit an EOI for the Ontario Entrepreneur stream. Because of this, the program requires both a high level of business management experience and a significant financial net worth. Work Experience: For at least 24 of the last 60 months, you have been a business owner or a senior manager (business management) experience. IRCC approved nearly 600,000 applications under the CUAET as of March 21

IRCC approved nearly 600,000 applications under the CUAET as of March 21, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the number of Ukrainian newcomers arriving in Canada under the Canada-Ukraine authorization for emergency travel (CUAET).  According to the latest update, between January 1, 2022, and March 19, 2023, 25,518 Ukrainians arrived in Canada by land, and 165,452 Ukrainians reached by air. Between March 17, 2022, and March 16, 2023, IRCC received 943,730 applications under the CUAET. In total, IRCC has approved 616,429 applications from Ukrainian nationals.   943,730 Ukrainians submitted CUAET applications as of March 16 of this year, and 616,429 had been approved. Only 190,970, however, have made it to Canada. Ontario invited 984 candidates under two streams of OINP

On May 9, 2023, the Government of Ontario held new draws and invited 984 candidates under two streams of OINP  in the Employer Job Offer: International Student Stream (EJO IS) and Employer Job Offer: Foreign Worker Stream (EJO FW) of the Ontario Immigrant Nominee Program (OINP).  In the EJO IS Stream draw, the province issued 584 invitations to apply (ITAs) to eligible candidates working in healthcare and tech occupations. Ottawa will spend $1Billion on asylum seekers and refugees in 2023

Funding for accommodations and temporary healthcare coverage for asylum seekers and refugees in 2023 will increase significantly. It is anticipated that Immigration, Refugees and Citizenship Canada (IRCC) will spend one billion dollars in the upcoming fiscal year, including $530 million, to provide asylum seekers with short-term accommodations.  In addition, the government has announced a new plan to spend $469 million on temporary health insurance for asylum-seekers and refugees. Since 2017, IRCC has provided $551.6 million to the provinces and municipalities through its Interim Housing Assistance Program (IHAP) to reduce pressures on asylum-related housing issues. Safe Third Country Agreement (STCA) The boost in spending on accommodation and healthcare for asylum seekers and refugees came only three days after Prime Minister Justin Trudeau and US President Joe Biden signed the most recent Safe Third Country Agreement (STCA), which was done to close a loophole that had previously allowed migrants to enter Canada along its nearly 8,900 km border with America without authorization. After talks at the Summit of the Americas in Los Angeles in June of last year, Trudeau and the American president reached a deal. Canada made a commitment at the time to accept 4,000 more immigrants annually by 2028. Any migrants trying to get into Canada illegally will be returned back to the United States, according to the most recent STCA agreement signed between the two countries. Once there, individuals can legally ask for asylum in Canada. STCA exceptions for asylum seekers and refugees in 2023 If you tried for asylum (refugee status) and did not qualify for an exception set out in the Agreement, you will be sent back to the United States. The STCA has a number of exceptions that take into consideration family unity, the best interests of children, and the public interest.  Four types of exceptions include:        Family member exceptions Unaccompanied minors exception Document holder exceptions Public interest exceptions A refugee claimant must still meet all other eligibility criteria established by Canada’s immigration laws, even if they fall under one of these exceptions.   39,000 immigrants entered Canada via Roxham Road last year The STCA, which was first signed in 2004, only applied that policy to legitimate border crossings, allowing migrants to freely enter Canada through unofficial crossings like Roxham Road and stay there while they wait for hearings or decisions on their cases. According to reports, 39,000 migrants entered Canada illegally across Roxham Road last year. British Columbia invited over 150 candidates under the BCPNP

On May 9, 2023, British Columbia issued new invitations to candidates under the BCPNP in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BC PNP).  In the Tech-targeted draw, BC issued 93 invitations with a minimum score of 90 points. In the Childcare-targeted draw for early childhood educators (NOC 42202), the province invited 34 candidates who scored 60 points.  In the Healthcare-targeted draw, the province issued 23 invitations too.  Additionally, fewer than five invitations have been issued for other priority occupations (NOCs 31103, 32104).  The province invited up to 155 candidates with a score of 60-90 points. Including this draw, in 2023, British Columbia has already issued 4,050 invitations.   Overview of the BC PNP The Immigration Programs Branch of the Government of British Columbia oversees the BC Provincial Nominee Program (BC PNP), an economic immigration scheme. The province can choose and nominate foreign workers, students, and entrepreneurs through the program in order to promote government initiatives, fill labor market gaps, and expand the province’s economy. On April 20, 2023, Prince Edward Island conducted a new invitation round in the Prince Edward Island PNP draw (PEI PNP). In the sixth round of this year, the province issued 180 invitations to apply to skilled workers in the Labour Impact and Express Entry streams.  PEI also invited nine candidates to the Business Work Permit Entrepreneurs stream. The lowest score for business candidates was 72 points, 20 points more than in the March draw.  This year, PEI invited 943 candidates. Saskatchewan invited over a thousand candidates under the new SINP draw

On April 20, 2023, Saskatchewan conducted new rounds of invitations under the new SINP draw. In the Express Entry category, Saskatchewan issued 623 ITAs. Another 444 invitations were issued to the Occupations In-Demand category candidates. The lowest score in both categories was 69, 13 points fewer than in the previous draws.  All invited candidates had Educational Credential Assessments. In this draw, Saskatchewan invited 1,067 candidates under 38 different NOCs. Latest OINP draw invited a record number of candidates

On May 5, 2023, the Ontario Immigrant Nominee Program (OINP) conducted the latest OINP draw under the Human Capital Priorities Stream. In the latest tech draw, the OINP issued 1,863 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand tech occupations.  Those candidates’ CRS Express Entry score was between 475-482 points. The OINP invited candidates under nine national occupational codes (NOC) in this draw. In 2023, Ontario issued 13,740 invitations under all streams of OINP, including 5,402 candidates under the Human Capital Priorities Stream. The draw took place to select candidates who had created profiles for the Express Entry System of Immigration, Refugees, and Citizenship Canada (IRCC) between May 5, 2022, and May 5, 2023.   Invited Occupations in the Latest OINP draw In the latest OINP draw the invited candidates had to have work experience, in particular, National Occupation Classification (NOC) categories, such as: 20012 – Computer and information systems managers. 21211 – Data Scientists. 21223 – Database analysts and data administrators. 21230 – Computer systems developers and programmers. 21231 – Software engineers and designers. 21232 – Software developers and programmers. 21233 – Web designers. 21234 – Web developers and programmers. 21311 – Computer engineers (except software engineers and designers).   What are the Eligibility requirements for the Ontario Human Capital Priorities Stream? The following requirements must be met by applicants in order in order to be eligible for the Ontario Human Capital Priorities Stream (HCPS): have an active Express Entry profile for the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC).  have a Canadian bachelor’s, master’s, or doctorate degree, or an Education Credential Assessment (ECA) of a foreign degree that is equivalent. IRCC announced the Agri-Food Pilot Program extension

On May 8, 2023, Immigration, Refugees and Citizenship Canada (IRCC) announced the Agri-Food Pilot Program extension until May 14, 2025. The annual occupational caps have also been removed to allow more candidates to apply.  Changes to the pilot will be introduced in stages by the end of the year, which include: expanding open work permit access to family members of all participants,  allowing unions to attest to a candidate’s work experience,  providing an option for applicants to meet job offers or education requirements, and accepting work experience gained under an open work permit for vulnerable workers.   The government is aware of the importance of strengthening the labor market needs of the agri-food industry and connecting Canada’s food supply system. The ability of Canadian farmers and food processors to hire and retain a qualified workforce is a key component in their success. Sean Fraser, the minister of immigration, refugees, and citizenship, said about this measure: “In order for planting, harvesting, and food processing activities to continue throughout the year, our farmers and food processors depend on the regular entrance of foreign workers. They need our continuous support in order to attract and keep these talented workers. We can be confident that our food security, economy, and living standards for Canadians across the country will continue to grow and prosper as long as we extend the Agri-Food Pilot and help these sectors find the workers they need.”    Eligibility Requirements for Agri-food Pilot Program The following eligibility requirements must be met by applicants in order to be eligible for the Agri-food pilot program: Work experience: 12 months of full-time, continuous employment in a Canadian occupation that qualifies under the Temporary Foreign Worker Program, such as processing meat products, caring for livestock, growing mushrooms, or managing greenhouse vegetables; Job Offer: Have a full-time, permanent work offer from a Canadian employer in one of the eligible industries or occupations outside of Quebec; Language: English or French proficiency at the Canadian Language Benchmark level 4 is necessary; Education: High school diploma or its equivalent in Canada.   What is the Agri-food Pilot Program? For agricultural workers in Canada, the Agri-Food pilot program offers a path to permanent residence.
