Ontario plans to prohibit employers from asking for Canadian work experience in job applications

The Government of Ontario proposes legislation prohibiting employers from requiring “Canadian work experience” in job applications. Ontario’s Ministry of Labour, Immigration, Training, and Skills Development believes this will address labor shortages by allowing newcomers to secure better-suited jobs instead of settling for positions overqualified.  Ontario aims to enable internationally trained immigrants to work in their fields of study, fostering their integration and supporting the provincial workforce. Ontario’s Minister of Citizenship and Multiculturalism, Michael Ford, states this change will benefit families, communities, and businesses. Details of the Ontario plan to prohibit employers from asking for Canadian work experience Officials estimate that supporting internationally trained newcomers to work in the professions for which they studied could boost the province’s GDP by up to $100 billion over the next five years. They claimed that eliminating the requirement for Canadian experience would allow more qualified candidates to advance in the interview process. Ontario hopes to prevent employers from requiring Canadian work experience and to relax provincial immigration eligibility so that international graduates of one-year college programs can obtain permanent residence. Canadian workers anticipate a 3.6% salary raise in 2024 The proposed changes are expected to go into effect next year and will be included in legislation introduced by the provincial government early next week. More than 30 occupational and professional licensing bodies will be prohibited from using Canadian work experience requirements in licensing beginning December 1.  David Piccini, Minister of Labour, Immigration, Training, and Skills Development Stated: “For far too long, far too many people arriving in Canada have been funneled into dead-end jobs for which they are overqualified.” “We must ensure that these people can find well-paying and rewarding jobs that will contribute to addressing the labor shortage,” “When newcomers to Ontario get a meaningful chance to contribute, everyone wins.” This year, the Ontario Immigrant Nominee Program (OINP) will nominate 16,500 immigrants for permanent residence in critical sectors such as health care and the skilled trades. To ensure that the Province selects the best candidates possible, the government is also proposing changes that would increase the number of international students in Ontario who are eligible to apply to the OINP by revising eligibility requirements for hundreds of one-year college graduate certificate programs across the province. The province has also communicated to the federal government that Ontario should have significantly more say about which economic immigrants arrive in the province. According to a financial consulting firm, Normandin Beaudry study, Canadian workers may expect an average salary hike of 3.6% next year. The survey also indicates that 43% of businesses are considering an extra 1% average salary increase. These pay raises and Canada’s top-notch quality of life make it a desirable location for potential newcomers. The new plan aims to welcome 485,000 newcomers in 2024 and 500,000 in 2025 and 2026.  According to the new plan, the Government plans:  to focus on economic growth, family reunification, and  humanitarian responses to immigration,  also increasing French-speaking permanent residents outside Quebec to 8% by 2026.  The 2024-2026 Immigration Levels Plan will focus on filling labor gaps in sectors like health, STEM, trades, transportation, and agriculture, supporting a green, digital economy, offering protection to those in need, and ensuring newcomers receive necessary support like housing and healthcare. The Government of Canada supports research into Francophone immigration

On November 8, 2023, The Government of Canada supports research into Francophone immigration. The Minister of Immigration, Refugees and Citizenship Canada (IRCC), Marc Miller, announced an $85,000 grant for the Université de l’Ontario français to support the Observatoire en immigration francophone au Canada.  This initiative will establish an oversight committee to define the observatory’s mission and governance,  address Francophone immigration research concerns, and guide the Government of Canada’s efforts in this area.  A portion of the funds will go towards a survey on Francophone immigration research needs in Canada. This endeavor underscores Canada’s commitment to promoting Francophone immigration outside Quebec, enriching cultural and linguistic diversity, and bolstering local economies. The funding will enable the formation of an oversight committee composed of university and community representatives, which will assist key players in the Francophone immigration sector in their work. The mission, objectives, and governance model of the observatory will be defined and validated. The project will assess various groups’ concerns about Francophone immigration research.  This increased knowledge and understanding of the realities of Francophone immigration will allow the Canadian government to better direct its efforts in this area.  Newcomers who speak French contribute to our country’s cultural and linguistic diversity while also strengthening the economic systems of the communities where they settle. Canada is continuing to promote Francophone immigration outside of Quebec, which is a top priority for the coming years. On November 8, 2023, the City of Greater Sudbury held a new RNIP round of invitations and considered 30 candidates. The lowest score of these draws was 255 points, 20 points more than in the previous draw.  Last year, Sudbury invited a total of 154 applicants. Since the program’s launch, the city has recommended around 550 individuals under the RNIP. So far, the city has considered 442 candidates in 2023. Results of the RNIP round of invitations in 2023 On October 13, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP) Program.  In this round, Sudbury considered 33 candidates, including two candidates drawn through the Francophone Stream.  The lowest score of these draws was 235 points, five points lower than in the previous draw.  On September 20, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 37 candidates, including two candidates drawn through the Francophone Stream. The lowest score of these draws was 235 points, 15 points more than in the previous draw.  On September 1, 2023, the City of Greater Sudbury held the new RNIP round of invitations. In this round, Sudbury considered 62 candidates.  The lowest score of these draws was 220 points, 20 points fewer than in the previous draw.  On July 31, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 54 candidates, including one drawn through the Francophone Stream. The lowest score of these draws was 240 points, ten points lower than in the previous draw.  On June 28, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 53 candidates.  The lowest score of these draws was 250 points, ten points lower than in the previous draw. On May 31, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 24 candidates.  The lowest score of these draws was 260 points, the same as in the previous draw. Last year, Sudbury invited a total of 154 applicants. On February 23, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 25 candidates. The lowest score of these draws was 245 points, five points fewer than in the previous draw.  All applicants had one eligible occupation and a wage over $20 per hour. On March 29, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 27 candidates. The lowest score of these draws was 270 points, 25 points more than in the previous draw. Five of these candidates were drawn through the Francophone Stream.  On January 26, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). On November 7, 2023, Immigration, Refugees and Citizenship Canada (IRCC) enhanced the processing of International Experience Canada work permits through expanded automation. A new tool will triage applications based on complexity and approve eligibility for routine applications, increasing efficiency and supporting the growth of the IEC. This tool, part of IRCC’s commitment to technology, undertakes most clerical tasks and directs applications to officers based on their expertise. The new tool will identify routine applications for streamlined processing, with final decisions made by an officer. The use of automated tools is part of IRCC’s commitment to responsibly using technology to build a stronger immigration system for all of our clients. The tools are examined on a regular basis by IRCC to ensure that they work as intended and that the results are consistent with applications that receive a full human review. The IEC work permit tool’s triage function handles the majority of the clerical and repetitive tasks associated with sorting applications, allowing officers to focus on assessing applications and making final decisions. The tool triages applications using rules created by experienced IRCC officers and based on the program’s legislative and regulatory criteria. Based on office capabilities and officer expertise, files are routed to officers for further processing. Using criteria developed by officers, the tool’s eligibility function identifies routine applications for streamlined processing. The file is subsequently sent to an officer who will decide whether the applicant is admissible to Canada. Applications whose eligibility is not automatically approved may still be manually approved after being reviewed by an officer. Only an IRCC officer has the authority to refuse an application; the automated tool does not refuse or recommend refusal. IRCC is committed to developing and deploying data-driven technologies responsibly, in accordance with privacy requirements and human rights protection. On November 6, 2023, Immigration, Refugees and Citizenship Canada (IRCC) expanded the Permanent Residence Portal to private refugee sponsors, with government-assisted partners to follow, offering a convenient, secure, and efficient application process.  Immediate application confirmations will eliminate email delays and expedite the application process. The Refugee Sponsorship Training Program (RSTP) helps the transition with info sessions, training, and support. Sponsors must transition to the portal by December 31, 2023. From January 1, 2024, IRCC will only accept applications via the portal or mail. Benefits of the permanent residence portal This expansion allows sponsors to submit applications and referrals in a more convenient, secure, and efficient way. They will receive immediate confirmation that they have successfully submitted an application, avoiding delays and issues associated with email submissions. Online application submissions will also improve the intake process by preventing the submission of most incomplete applications. This saves time and allows IRCC officers to focus on completing applications. To assist sponsor groups in successfully transitioning to the portal, IRCC is collaborating closely with the Refugee Sponsorship Training Program (RSTP) and other partners. RSTP has held information sessions and will provide training and other support. The IRCC website also has updated instruction guides. PEI hired hundreds of internationally trained nurses and care support workers

Prince Edward Island recruited over 500 internationally trained nurses and care support workers to address staffing shortages and improve patient care. Collaborative efforts by Health PEI, the Recruitment and Retention Secretariat, and the Public Service Commission have streamlined hiring processes.  Since January 2023, the province has hired 547 staff in various roles, with 147 of them being new graduates. A new online portal simplifies applications for registered nursing positions, attracting both local and international applicants.  Health PEI has hired 547 people in permanent, temporary, or casual positions since January 2023, including:  There are nine nurse practitioners. There are 201 registered nurses. There are 72 licensed practical nurses. There are 265 resident care, personal care, and home support workers. Recruitment missions in Dubai and Singapore have resulted in 57 employment offers, with a second Dubai mission planned for 2024. Health PEI has also created numerous new positions and continues to build an internal talent acquisition team to support recruitment. The new External Registered Nurse Application Portal allows qualified registered nurses to apply to multiple vacant nursing positions using a single application process, resulting in a better applicant experience and a shorter time to fill for externally posted positions. Those who are eligible to apply for externally posted positions via the online portal are:  Individuals who are currently registered to practice as registered nurses in Canada,   who will be registered to practice as registered nurses in Canada within the next 6 months, or  who will graduate from a recognized Bachelor of Nursing Program within the next 6 months. Since the online portal’s launch in May, 70 people have applied, including 45 internationally educated nurses, and all are at various stages of the hiring process.  Earlier this year, during a recruitment mission in Dubai, Health PEI hired 26 internationally educated nurses.  A recruitment mission to Singapore in October generated 31 job offers. These people are in various stages of immigration and will begin arriving in the province early next year. Plans are in place to support the timely and seamless integration of internationally educated nurses into the workforce.  A second recruitment mission to Dubai is being planned for early 2024 as part of an effort to hire 200 internationally educated nurses into the public health care system to help fill vacancies across the province.  Health PEI has also created hundreds of new positions and career opportunities for nurses and care support workers over the past 12 months to support new and expanding programs and services for Islanders such as patient medical homes. On November 3, 2023, the Provincial Government of Nova Scotia invited candidates to participate in the Healthcare Professionals Immigration Pilot (HPIP). Candidates who want to continue this process should contact the Nova Scotia Department of Health and Wellness.  Only those who receive a valid job offer from the Nova Scotia Health Authority may immigrate to Nova Scotia as a healthcare professional through the Atlantic Immigration Program (AIP) or the Nova Scotia Nominee Program (NSNP) Skilled Worker Stream.  Applicants who participate in the Healthcare Professionals Immigration Pilot and receive a nomination under the Skilled Worker stream or an endorsement under the Atlantic Immigration Program are not granted 600 points under the Express Entry system.  The Healthcare Professionals Immigration Pilot exclusively employs non-Express Entry immigration pathways. Atlantic Immigration Program (AIP) The Atlantic Immigration Program is a federal immigration program that helps employers fill labor shortages by attracting skilled foreign workers and international graduates. The following are the requirements for the Atlantic Immigration Program: Job offer from an Atlantic Immigration Program-designated organization. A valid passport and legal status in the country of residence are required. A Canadian high school diploma or the equivalent from another country with an educational credential assessment is required. A minimum CLB 5 in either official language is required for the language test. A reference letter demonstrating one year of work experience in a healthcare-related role. The desire to live and work in Nova Scotia forever. Nova Scotia Nominee Program The Skilled Worker Stream of the Nova Scotia Nominee Program assists employers in attracting foreign workers and recently graduated international students whose skills are of interest in Nova Scotia. An employer may only hire foreign workers to fill positions that cannot be filled by permanent residents or Canadian citizens. The following are the requirements for the Nova Scotia Nominee Program: Skilled Worker Stream: A job offer from an employer in Nova Scotia. A valid passport and legal status in the country of residence are required. Proof of completion of secondary school in your home country. In the new Manitoba invitation round, the Manitoba Provincial Nominee Program (MPNP) invited skilled candidates and Ukrainian nationals on November 2, 2023. In round #198, the MPNP issued invitations in the Skilled Workers in Manitoba stream, the Skilled Workers Overseas stream, and the International Education Stream. Details of the new Manitoba invitation round In the new Manitoba invitation round #198, the MPNP issued 204 LAAs in the Skilled Workers in Manitoba stream.  The minimum score for the LAA in the Skilled Workers in Manitoba stream was 785 points, 156 points more than the previous draw.  In the Skilled Workers Overseas stream, Manitoba issued 65 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 708 points, 107 points more than in the previous draw.  In addition, 131 invitations were issued in the International Education Stream. Manitoba has issued LAAs to 400 candidates, including 60 express-entry candidates for this round.  The next day, November 3, 2023, the Government of Manitoba held the 19th draw for Ukrainian candidates and invited 36 candidates under the MPNP.  In total, the province invited 13,881 candidates in 2023, including 295 Ukrainian nationals. About the Expression of Interest (EOI) system The Manitoba Provincial Nominee Program (MPNP) conducts regular draws through its Expression of Interest (EOI) system to invite individuals in the EOI pool to apply to the MPNP. The Expression of Interest (EOI) ranking system applies to the Skilled Worker and International Education Stream pathways.  The Business Investor Streams also have their own process for submitting an EOI. Submitting an EOI is the initial step toward obtaining permanent residency in Manitoba through the Manitoba Provincial Nominee Program (MPNP). An EOI is not a formal application, it’s a profile. Anyone interested in applying to the MPNP must first submit an Expression of Interest (EOI).
