On November 2, 2023, Prince Edward Island conducted a new invitation round in the Labour Impact and Express Entry streams and invited 41 candidates under the Prince Edward Island Provincial Nominee Program (PEI PNP).  This draw invited candidates working in the Healthcare, Manufacturing, Food Processing, and Agriculture sectors. The province invited 2,183 candidates this year, including 2,129 candidates under the Labour Impact and Express Entry categories and 54 business candidates.  According to the schedule, the next PEI PNP draw will occur on November 16, 2023 The PEI EOI system collects important information about you in order to rank and select those who are most likely to meet the economic and labor market needs of Prince Edward Island, based on one or more of the following characteristics: Language options include English and French. Education: level and field of education and where completed; Skill and work experience level; Strategic priorities: features that address immediate labor market needs in PEI. Saskatchewan expands the SINP to include 279 new jobs

On November 1, 2023, the Government of Saskatchewan announced broadening the SINP to bolster worker retention. The expansion now allows certain work permit holders in intermediate and lower-skilled occupations to apply for permanent residency under the Existing Work Permit stream.  This change opens up PR opportunities for internationally trained workers in these sectors who meet the program’s criteria, including language requirements and a full-time job offer.  Previously, only high-skilled and designated trade workers were eligible for this program. Now, an additional 279 occupations, such as: farm laborers,  truck drivers,  retail sales, nurse aides, and  equipment operators can apply.  To qualify for the SINP expanded stream, applicants must hold: an eligible work permit,  a Labor Market Impact Assessment-Supported Work Permit,  a Francophone mobility work permit, or  a CUAET visa for recently arrived Ukrainians. “The expansion of options for newcomers in today’s announcement is very welcome,” said Ukrainian Canadian Congress of Saskatchewan President Elena Krueger. “The Ukrainian Canadian Congress of Saskatchewan due the Government of Saskatchewan for providing refuge and support to displaced Ukrainians who have arrived in our province.” Thank you also to the many Saskatchewan employers who have welcomed Ukrainian newcomers by providing training and job opportunities. Alberta held two occupation-specific AAIP new invitation draws

On November 1, 2023, the Government of Alberta published the results of the AAIP new invitation rounds in the Alberta Express Entry Stream. On October 24 and 26, 2023, the province held two draws under the Alberta Advantage Immigration Program (AAIP).  Alberta issued 22 invitations under the Dedicated Healthcare Pathway. Invited candidates had a minimum score of 326. On October 26, the AAIP invited 100 candidates under the Family connection stream. As of November 1, 2023, the province invited 3,503 Express Entry candidates to apply for a provincial nomination in the Alberta Express Entry and issued 9,028 nomination certificates. About the Alberta Nomination certificate limits The following figures are correct as of November 1, 2023. Immigration, Refugees, and Citizenship Canada (IRCC) sets the limits for nomination certificates that the AAIP can issue each year. In 2023, the AAIP will be able to issue 9,750 nomination certificates, split between Express Entry and non-Express Entry pathways (which are subject to change throughout the year), with notional increases to more than 10,000 nomination allocations per year expected in 2024 and 2025. On November 1, 2023, Immigration, Refugees and Citizenship Canada (IRCC) released Canada’s 2024-2026 Immigration Levels Plan. The new plan aims to welcome 485,000 newcomers in 2024 and 500,000 in 2025 and 2026.  According to the new plan, the Government plans:  to focus on economic growth, family reunification, and  humanitarian responses to immigration,  also increasing French-speaking permanent residents outside Quebec to 8% by 2026.  The 2024-2026 Immigration Levels Plan will focus on filling labor gaps in sectors like health, STEM, trades, transportation, and agriculture, supporting a green, digital economy, offering protection to those in need, and ensuring newcomers receive necessary support like housing and healthcare. Citizenship, Immigration, and Refugees Canada is pleased to provide information on the Government of Canada’s Immigration Levels Plan for the years 2024-2026. Following the trajectory of the 2023-2025 Plan, Canada intends to accept 485,000 new permanent residents in 2024, 500,000 in 2025, and 500,000 in 2026.  This plan prioritizes economic growth and family reunification, while also responding to humanitarian crisis and recognizing the recent surge in immigration. The Plan includes new annual and progressively increasing French-speaking permanent resident targets outside Quebec, based on the achievement of a 4.4% target of French-speaking permanent residents outside Quebec in 2022: 6% in 2024, 7% in 2025, and 8% in 2026. BC held new invitation draws and invited over 200 candidates

On October 31, 2023, the Government of British Columbia held new invitation draws under the British Columbia Provincial Nominee Program (BCPNP) and issued invitations to apply to qualified Skills Immigration registrants.  Targeted ITAs have also been issued to qualified candidates in  healthcare,  childcare, and  other priority occupations.  In the general draw, the province invited 133 candidates. The minimum score for candidates invited to this draw was 91-113 points.  BC issued 48 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202).  In the Healthcare-targeted draw, BC British Columbia invited 22 candidates who scored 60 points.  In addition, fewer than five invitations have been issued for other priority occupations (NOCs 31103, 32104).  In total, British Columbia issued up to 208 ITAs in this draw. This year, British Columbia has already invited 8,765 candidates. Invitations to apply for the Skills Immigration streams may be targeted based on one or more of the following criteria: Education – level, and field of education and where it was completed. Eligible professional designations in B.C. Language skills. Occupation. Duration and skill level of work experience. Wage and/or skill level of job offer. Intent to live, work, and settle in a specific region. Strategic priorities – factors that address specific labor. market needs in B.C. or support government pilot projects and initiatives. Requirements for the skilled workers in BC PNP To be eligible for this stream, you must: have accepted a full-time, indefinite job offer from a B.C. employer (the job offer cannot be temporary or have a set end date).  A skilled occupation (NOC TEER 0, 1, 2, or 3) is required. be qualified to perform the duties of the job. have two years of full-time (or full-time equivalent) experience in any skilled occupation (NOC TEER 0, 1, 2, or 3). Demonstrate your ability to support yourself and your dependents. have legal immigration status in Canada for NOC TEER 2 or 3 occupations, and meet minimum language requirements. have a wage offer that is in line with B.C. wage rates for the occupation. On October 31, 2023, Immigration Minister Marc Miller presented the report “An Immigration System for Canada’s Future.” This report outlines plans to bolster the immigration system of Canada to support economic growth and keep Canada appealing.  Details of an Immigration System for Canada’s Future The Honourable An Immigration System for Canada’s Future, a report laying out a pathway to strengthen our immigration system for people, ensure immigration continues to contribute to Canada’s economic growth and help businesses and communities thrive, was released today by Marc Miller, Minister of Immigration, Refugees, and Citizenship. To maintain our status as a strong multicultural country and a popular destination, our future immigration system must be agile and responsive to the needs of both our country and newcomers. The report identifies actions to transform Canada’s immigration system that have been informed by meetings with a diverse range of partners and stakeholders. Some changes are already in effect, while others are in progress. The report suggests several enhancements, such as: Positioning the immigration system to respond quickly, equitably, and sustainably to growing global humanitarian crises. Creating a new Francophone Immigration Policy to boost the vitality of Francophone minority communities while maintaining and boosting the demographic weight of French linguistic minority communities in Canada. Improving the International Student Program by collaborating with provinces and territories on a Recognized Institutions Framework so that post-secondary institutions with high standards in key areas such as integrity and student support can benefit from faster study permit processing. Housing, health care, and infrastructure planning, as well as other essential amenities, are being incorporated into Canada’s immigration levels planning in close collaboration with provinces, territories, and municipalities. Creating an advisory body of newcomers with immigration experience to help inform program and policy improvements, as well as service delivery. creating a Chief International Talent Officer position to more effectively align immigration programs and pathways with the labor market, including industry and sector strategies. Ottawa extended the pilot program, allowing more families to reunite Foreign nationals applying for Canadian immigration must declare and examine all family members, even if they are not accompanying them. Failing to report non-accompanying members may lead to a sponsorship ban under specific regulations.  To address this, a temporary pilot project was introduced on May 31, 2019, and extended until September 10, 2023, to facilitate further analysis and potential regulation changes.  On October 30, 2023, the Government of Canada extended the pilot program exempting certain family class and the spouse or common-law partners in Canada class permanent residence applicants from paragraph R117(9)(d) or R125(1)(d) of the Immigration and Refugee Protection Regulations (IRPR). About the pilot program exempting certain family class and the spouse or common-law partners in Canada Foreign nationals who want to come to Canada have to register and have all of their family members (spouse or common-law partner, and children) examined, even if they are not accompanying the principal applicant. Failure to have a non-accompanying family member examined results in a lifelong exclusion from promoting that person under the family or spouse or common-law partner in Canada (SCLPC) classes, according to paragraphs R117(9)(d) or R125(1)(d) of the Immigration and Refugee Protection Regulations (IRPR). To address potential concerns about the impact of this provision on families, the Government of Canada announced a two-year pilot project through a temporary public policy to facilitate the immigration of certain sponsored foreign nationals who are excluded under paragraph R117(9)(d) or R125(1)(d). This public policy was announced by the Minister of Immigration, Refugees, and Citizenship on May 31, 2019, and was originally scheduled to be in effect from September 9, 2019, to September 9, the year 2020. It was later extended for an additional three years and was started on September 10, 2023, to allow for more time to conduct additional analysis and pursue potential regulatory changes. On October 30, 2023, the Ontario Immigration Nominee Program (OINP) issued 1,051 invitations to apply (ITAs) for the Masters Graduate stream. The minimum score of this round was 43 points, two points more than it was in the previous draw.  In addition, Ontario also invited 66 candidates under the PhD Graduate Stream. The minimum score for this draw was 42 points. The profiles of selected candidates were created between November 22, 2022, and October 30, 2023. In total, this year, the province invited 35,813 candidates through the OINP. On October 27, 2023, Canada’s Immigration Minister, Marc Miller, announced plans to strengthen the International Student Program. From December 1, 2023, learning institutions must confirm each applicant’s acceptance directly with Immigration, Refugees, and Citizenship Canada (IRCC), preventing acceptance letter fraud and ensuring study permits are issued based on genuine acceptance letters.  For fall 2024, a “recognized institution” framework will be implemented, offering priority study permit processing to institutions providing superior services for international students.  Additionally, IRCC will reform the Post-Graduation Work Permit Program to better align with Canadian labor market needs and immigration goals. Check your eligibility to Study in Canada    Details of the Changes in the International Student Program The Most Honourable Minister of Immigration, Refugees, and Citizenship, Marc Miller, announced plans to implement a number of measures aimed at strengthening Canada’s International Student Program and better protecting genuine students from fraud. Among these measures are the following: Postsecondary designated learning institutions (DLI) will be required to confirm every applicant’s letter of acceptance directly with IRCC beginning December 1, 2023. This new, enhanced verification process is intended to protect prospective students from letter of acceptance fraud and to assist them in avoiding problems similar to those faced by some students earlier this year as a result of fraud investigations. It will also ensure that only genuine letters of acceptance are used to issue study permits. IRCC is going to establish a “recognized institution” framework in time for the fall 2024 semester to benefit post-secondary DLIs that set a higher standard for services, support, and outcomes for international students. These DLIs, for example, will benefit from priority processing of study permits for applicants who intend to attend their school. In the coming months, IRCC will complete a review of the Post-Graduation Work Permit Program criteria and begin implementing reforms that will better match it with the needs of the Canadian labor market, as well as regional and Francophone immigration goals.  The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship stated: “International students are talented, bright, and deserving of a positive experience while studying in Canada.” We will continue to improve Canada’s International Student Program by protecting students and weeding out those who exploit them. We want an international student’s time in Canada to have been beneficial to their growth and aspirations, whether they stay and work after graduation or return home.” Canada updated the eligibility requirements for  Student Direct Stream applications On August 30, 2023, the Canadian Government updated the eligibility requirements for the Student Direct Stream (SDS) language test results. The new requirements align with the Ministerial Instructions effective August 10, 2023.  The Government will accept additional academic tests from designated organizations and another test from a non-designated organization. On October 27, 2023, the Government of Canada announced that IRCC closed the International Experience Canada program season 2023. Those who received an invitation to apply (ITA) will be able to complete and submit their work permit applications. Profiles of those who have not received an ITA for the 2023 IEC season will be removed from the IEC pool. Those applicants can create a new profile when the pools reopen for the 2024 season. If you have not yet received an ITA for the 2023 season, Your profile will be removed from consideration. When the pools reopen for the 2024 season, you can create a new profile. Your account and GCkey remain active. You do not need to set up a new account or obtain a new GC key. How do the IEC Pools work? In most cases, your profile will remain in the pool until: you are invited to apply for a work permit IRCC needs to remove all profiles from the pool(s) at the end of the season or you will not be eligible for IEC. You can only have one IEC profile active at any given time. You may, however, be eligible for more than one IEC pool. When you finish your profile, IRCC will notify you of the pools that are available to you. You can send your information to any of the available pools. You might be able to submit your profile to the Working Holiday and Young Professionals pools, for example. Overview of the International Experience Canada program  season 2023 90,000 newcomers from over 30 eligible countries were allowed to enter the IEC 2023 season at the beginning of this IEC season 2023, with additional quotas being added as needed. In all three categories, over 130,000 individuals from qualified countries received invitations to the IEC 2023 season. With a quota of 61,770 youngsters from more than 33 eligible countries for 2023, this is the largest category in the IEC. This year, 8,235 closed work permit invitations were sent out under the Young Professionals category, compared to just 4,573 under the International Co-op (Internship), the least common category.
