On September 27, 2023, the Government of Alberta published the results of the new occupation-specific AAIP draws in the Alberta Express Entry Stream. On September 12, 2023, the province held two draws under the Alberta Advantage Immigration Program (AAIP) and invited 300 and 16 candidates for Tourism Hospitality, and healthcare workers, respectively.  On September 14, the province issued 142 invitations under the Family Connection pathway, and on September 26, 2023, the AAIP invited 18 candidates under the Dedicated Healthcare Pathway.  As of September 27, 2023, the province invited 3,335 Express Entry candidates to apply for a provincial nomination in the Alberta Express Entry and issued 7,968 nomination certificates. About the Alberta Express Entry Stream The Alberta Express Entry Stream allows Alberta to nominate a limited number of qualifying candidates from Immigration, Refugees, and Citizenship Canada’s Express Entry system. Priorities and approaches to candidate selection in the Alberta Express Entry System are shared as a courtesy and are subject to change without notice. Those interested in the Alberta Express Entry Stream must be asked to apply. You cannot apply for a nomination in this stream unless you have been invited to apply. How candidates are selected in the Alberta Express Entry Stream? Candidates may be sent a Notification of Interest (NOI) letter or invited to submit an application if they have: Experience in a high-demand occupation and an immediate family connection in Alberta are also required. a job offer in the healthcare sector from an Alberta business license to practice in one of the authorized healthcare professions under the Designated Healthcare Pathway; expedited processing is possible. Under the Accelerated Tech Pathway, a job offer for an eligible tech occupation from an Alberta employer in an eligible tech industry is required; an initial Accelerated Tech Pathway web form is required as a first step, and faster processing applies. Experience is needed to meet labor needs in important sectors such as agriculture, construction, tourism, and hospitality. On September 28, 2023, Immigration, Refugees and Citizenship Canada (IRCC) held the first category-based Express Entry draw for agriculture and agri-food occupations and issued 600 Invitations to Apply (ITA) to candidates. In round #267, the cut-off score was the record low for 2023 – 354 points.  The tie-breaking rule for this round was June 12, 2023, at 10:23:21 UTC.  As of September 26, 2023, there were 214,000 profiles registered in the Express Entry pool.  As a candidate, you can work with an immigration specialist. Ottawa expands the use of automation tools for faster processing of work permit applications

Immigration, Refugees and Citizenship Canada (IRCC) will expand the use of automation tools to process work permit extensions and post-graduation work permits (PGWPs) more efficiently. Automated tools are part of IRCC’s commitment to properly using technology to strengthen the immigration system for the benefit of all clients. These tools are routinely examined to ensure that they function as intended and that the findings are consistent with applications that receive thorough human assessment. Only an IRCC official has the authority to refuse an application; automated tools do not refuse or recommend refusal.  Automation tools for faster processing of work permit applications These automated tools will help process applications faster for some applicants based on complexity, allowing officers to focus on assessing applications and making final decisions. The tools also assess eligibility and determine if an applicant qualifies for a work permit extension of PGWP. Applications that do not meet the automated criteria may still be approved manually by an officer.  The tools’ triage function handles the majority of the clerical and repetitive tasks associated with sorting applications, allowing officers to focus on reviewing applications and making final decisions. The tools sort applications using rules created by IRCC officers based on the program’s legal and regulatory criteria. Based on office abilities and officer experience, files are sent to the appropriate officers for further processing. The tools’ eligibility function finds routine applications for streamlined processing, hence accelerating work. When analyzing an application, the tools identify whether it is a normal case and can determine whether an applicant is qualified for a work permit extension or PGWP using IRCC officials’ developed criteria. The case is subsequently forwarded to an officer who will decide if the applicant is still allowed to Canada and make the final decision. Applications that do not have their eligibility automatically accepted may still be manually authorized after a check by an officer. IRCC is committed to creating and deploying data-driven technologies ethically, in accordance with privacy requirements and human rights protection. IRCC has conducted an algorithmic impact assessment (AIA) to ensure responsible use of these tools, considering privacy and human rights protection. The AIA classified the systems’ effect level as moderate, and several steps are in place to limit the possible risks. These precautions include an assessment for any discriminatory effects, privacy and security considerations built into the tool’s design, and the ability of officials to overturn the tool’s conclusion. Under the OINP Entrepreneur Stream, 10 business candidates were invited on September 25, 2023, as the Ontario Immigration Nominee Program (OINP) released the new draw results. It was the fifth draw for business candidates of the year.  In this draw, the province issued 10 Invitations to Apply (ITAs) to business candidates.  This round’s Comprehensive Ranking System (CRS) score was between 136 and 163. The minimum wage increases in six Canadian provinces on October 1, 2023. British Columbia and Quebec have already raised their minimum wages this year, while the federal minimum wage went up on April 1. The minimum wage is the lowest wage rate set by provinces and applies to all employees. Employees in Canada are required to be paid a minimum wage. When the provincial minimum wage exceeds the federal minimum wage, the employee must be paid the higher of the two. The minimum wage rate is the basic amount per hour that an employer must pay in a region. An employee must be paid at least the minimum wage in order to be hired. An employer may not pay less than the minimum wage. What are Minimum wage increases in six Canadian provinces? These anticipated minimum wage increases will take effect on October 1, 2023, and will be as follows: Ontario  Ontario’s new minimum wage will be $16.55 from $15.50 per hour, the hourly minimum wage is presently $14.15. On October 1, 2023, the minimum wage will rise to $15.30. One and a half times the employee’s regular rate serves as the minimum overtime wage. After 8 hours in a single day or 40 hours in a single week, overtime is paid. Some exceptions may apply.  Manitoba Manitoba’s will be $15.30 from $14.15, the hourly minimum wage is presently $14.15. On October 1, 2023, the minimum wage will rise to $15.30. One and a half times the employee’s regular rate serves as the minimum overtime wage. After 8 hours in a single day or 40 hours in a single week, overtime is paid. Some exceptions may apply.  Nova Scotia Nova Scotia’s will be $15 from $14.50, the hourly minimum wage is presently $14.50. On October 1, 2023, the minimum wage will rise to $15 per hour. For any hours beyond 48 worked in a week, the minimum overtime rate is half of the employee’s hourly wage. Some exceptions may apply. Saskatchewan Saskatchewan’s will be $14 from $13.00, For hours worked above 40 in a week, the minimum overtime rate is one and a half times the employee’s usual pay. When an employee works more than their allowed 8 hours in a day, they get paid overtime. If an employee who is scheduled to work 10 hours a day works more than that, they are paid overtime. Some exceptions may apply.  Newfoundland and Labrador Newfoundland and Labrador’s will be $15 from $14.50, the hourly minimum wage is currently $14.50. On October 1, 2023, the minimum wage will be raised to $15 per hour.  For any hours worked over 40 in a week, the minimum overtime wage rate is half of the minimum wage. Some exceptions may apply. Prince Edward Island Prince Edward Island’s (PEI) will be $15 from $14.50, the hourly minimum wage is currently $14.50. On October 1, 2023, the minimum wage will increase to $15 per hour. For hours worked beyond 48 in a week, the minimum overtime wage rate is half of the employee’s typical pay. Some exceptions may apply. As of September 22, Canada has issued 119,104 invitations to IEC candidates in 2023. Canada plans to welcome 90,000 newcomers this year through the International Experience Canada (IEC) program.  While more than 100,000 candidates have been invited, it should be noted that not all candidates will apply, and not all applicants will be accepted. In 2024, Iceland will be added to the list of IEC participating countries. Canada and Iceland signed a reciprocal agreement on August 4, which allows young adults aged 18-30 to work and travel between the two countries.  Finland will also join as a participating country in 2024, and South Korean youth will be eligible to participate in the Young Professionals and International Co-Op programs. Overview of the Canada and Iceland New Youth Mobility Agreements On August 4, 2023, the Canadian Government announced a new Youth Mobility Agreement with Iceland, allowing Canadian and Icelandic youth aged 18 to 30 to work and travel in each other’s country for up to 12 months.  The governments of Canada and Iceland will implement the new arrangement in 2024 after meeting all requirements. The new arrangement strengthens the ties between the two countries while providing Canadian youth with more international travel and work options. It also helps develop life skills, improves future job prospects, and invests in the potential of their youth, leading to a stronger, more interconnected global community. A large number of Icelandic immigrants and their descendants outside of Iceland reside in Canada. 101,990 people with Icelandic ancestry live in Canada, according to the 2021 Census.  Up to 120 youths per year from Canada and Iceland will be able to work and visit each other’s countries according to the agreement between the two nations.     What are the eligibility requirements for IEC candidates in 2023? IEC Candidates in 2023 wishing to apply for the IEC must: Be a citizen or passport holder of one of the 36 partner countries with which Canada has Youth Mobility Agreements They must have a valid passport for the duration of their visit to Canada At the time of application, the applicant must be between the ages of 18-29, 18-30, or 18-35 (all-inclusive, depending on nationality) When you arrive in Canada, you should have the equivalent of $2,500 CAD They must be able to obtain health insurance for the duration of their stay Be admitted to Canada; Have a round-trip ticket or the financial means to acquire a departure ticket at the end of their authorized stay in Canada (before departure); You must not be accompanied by dependents, and  you must pay the appropriate fees. On September 21, 2023, Prince Edward Island held a new draw and invited 153 candidates in the PEI PNP streams such as Labour Impact and Express Entry streams. Another four invitations were sent to Business Impact Category candidates. The lowest score for the business candidates was 80. In total, PEI issued 157 invitations in this round.  When will be the next PEI PNP Draw? The next draw is scheduled for October 5, 2023. Since the beginning of 2023, the PEI PNP issued 2,018 invitations. Among them, 52 invitations were under the Business Impact Category, and 1,966 were under the Labour Impact and Express Entry categories.
