Canada’s Housing Minister and former Immigration Minister, Sean Fraser, hinted that the federal government may consider changes to the country’s high immigration targets. Fraser emphasized the need to align immigration policies with the absorptive capacity of communities, including housing, healthcare, and infrastructure.  He also suggested that the government should collaborate with other levels of government and institutions to consider immigration targets carefully. Fraser specifically mentioned the need to review the temporary immigration programs to ensure that they operate sustainably and not in an “uncapped way” based solely on demand. However, before making any changes, Fraser stated that the federal government would need to consult with other levels of government, as deciding which institutions accept international students is a matter for provincial governments, as well as institutions that have “a duty to play a part in housing the people who come here.” He also emphasized that discussions about addressing the country’s housing crisis should not be limited to immigration. “It’s critical that when we look at solutions to our housing challenges, we also consider what we can do to increase supply,” the minister said. “I believe it is critical to remember that immigration remains one of Canada’s most powerful competitive advantages in the global economy.” Overview of the Canada immigration targets 2023-2025 Canada is currently aiming to accept nearly 460,000 new immigrants each year under its Immigration Levels Plan, the highest level in its history. The immigration goals of Canada are to boost the economy, reunite families, and assist refugees.  In 2022, IRCC will welcome almost 437,000 immigrants to Canada. Canada’s newcomer target for 2023 is 465,000 new permanent residents (PRs). Canada plans to admit an additional 485,000 immigrants by 2024. Another 500,000 new permanent residents are expected by 2025. In July, the number of Spousal sponsorship applications and common-law partners who immigrated to Canada remained almost the same as in June. The most recent data from Immigration, Refugees and Citizenship Canada (IRCC) indicates that 6,215 new permanent residents arrived in Canada through spousal sponsorship immigration in July, while 50,015 new permanent residents have arrived through this immigration program by the end of July.  This is an increase of 21.6 percent from the 41,145 new permanent residents who came through spousal sponsorships in the first seven months of 2022. If the trend continues, Canada is expected to welcome 85,740 new permanent residents through spousal sponsorships, a 33.7 percent increase from last year’s 64,145 immigrants who arrived through the same program. The anticipated volume of immigration under spousal sponsorship would be higher than the cap on spousal sponsorships set by Ottawa for this year. Manitoba to create an advisory council to develop an economic immigration strategy

Manitoba is developing a plan to increase economic immigration through its new Advisory Council on Economic Immigration and Settlement (ACEIS). The province is focused on addressing labor shortages, encouraging economic development, and supporting its francophone population.  Strategy of the Manitoba Advisory Council The Council recommended a strategy to attract more immigrants and business investors, streamline the Manitoba Provincial Nominee Program, and improve newcomer retention. Manitoba has already taken steps to meet these goals, including:  requesting additional MPNP allocations,  conducting targeted EOI draws, and  doubling the investment in the Newcomer Community Integration Support Program.  The ACEIS vice-chair is committed to implementing the Council’s recommendations and targeting labor market shortages in Manitoba. The province is confident its efforts will contribute to economic growth through immigration. Manitoba PNP Invitation latest draws updates Advisory Council on Economic Immigration and Settlement (ACEIS) The Government of Manitoba created the Advisory Council on Economic Immigration and Settlement (ACEIS) with the release of the Immigration Advisory Council (IAC) report in February 2023 to assist in the implementation of the report’s recommendations. The Council will pay close attention to the following as it makes recommendations on a comprehensive, multi-sector strategy for economic immigration and settlement: meeting the province’s capital region’s and other regions’ specific employment demands;  promoting economic growth outside the capital region; and  maintaining and growing Manitoba’s francophone population. On September 12, 2023, Alberta published the update considering the Alberta Advantage Immigration Program (AAIP) inventory.  According to the new update, there were around:  1,895 Alberta Opportunity Stream applications,  548 Rural Renewal Stream applications,  207 Accelerated Tech Pathway applications,  152 Family Connection Stream applications,  142 applications from priority sectors, and  less than ten applications under the Dedicated Healthcare Pathway.  Immigration, Refugees and Citizenship Canada (IRCC) allocated a quota of 9,750 nominations to Alberta for 2023 under the AAIP. This year, Alberta invited 2,859 candidates and issued 7,483 nomination certificates. BC PNP) issued 192 invites to skilled workers, international graduates, and entrepreneurs, demonstrating the province’s commitment to accepting people with varying skills and talents. The province invited 183 skilled candidates with a score of 60-88 points. BCPNP invited five candidates in the Base Category of the Entrepreneur Stream and fewer than five candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 126. The province invited 183 candidates with a score of 60-88 points.  British Columbia’s Latest Entrepreneur Draws results On September 12, 2023, British Columbia held new Entrepreneur Draws for business candidates in the British Columbia Provincial Nominee Program (BCPNP).  BCPNP invited five candidates in the Base Category of the Entrepreneur Stream. The lowest score of this round was 118 points, one point more than it was in the previous draw.  In addition, the province invited fewer than five candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 126.  The maximum points in the Entrepreneur Stream grid are 200. Candidates can get 120 points for self-declared factors such as Experience & ownership, Net Worth, Investment, etc.  Another 80 points are given for the business concept. Saskatchewan invited 23 candidates under the SINP Entrepreneur Program

On September 7, 2023, the Saskatchewan Immigrant Nominee Program (SINP) conducted the fifth invitation round in the SINP Entrepreneur Program 2023 and invited 23 entrepreneurs.  This round’s highest Expression of Interest (EOI) score was 140 points. The average score was 115 points. The lowest score was 105.  The province will conduct the following EOI pool selections on November 2, 2023.  According to the new update, candidates cannot change their business plans after applying to the program. They also cannot change their Business Performance Agreement after the SINP approval. In 2023, Saskatchewan invited 5,398 candidates under all streams, including 196 entrepreneurs. What is the SINP Entrepreneur Program? The Saskatchewan Immigrant Nominee Program (SINP) administers the SINP Entrepreneur Program. Experienced business owners or senior business managers who seek to live in Saskatchewan are targeted by this stream. Successful candidates may launch a new business or buy an existing one and then start their day-to-day management duties.  After managing a business successfully for 6 months the entrepreneur may be nominated for permanent residence status. Candidates can submit an expression of interest, after submitting a profile candidates are assigned a score based on the SINP entrepreneur ranking system. The candidates with the most competitive score are invited to submit an application for the Saskatchewan Entrepreneur Program. What is the process for the Entrepreneur category? The Saskatchewan Entrepreneur program uses an Expression of Interest (EOI) system. Candidates who meet the minimum stream requirements can create an account and submit an EOI using the SINP Portal. There are four stages to take: Submission of an Expression of Interest (EOI) to the SINP. Selection of Expressions of Interest and Invitation to Submit an Application The EOI of a candidate is selected based on points. Those with the most points are selected at the end of each draw. The number selected is determined by the program’s requirements. Applications are processed in the order they are received once candidates are asked to apply. Establishment of a business. Nomination.   What are the SINP Application Processing Times for 2023? In the second quarter of 2023, SINP application processing times are given as: In the International Skilled Worker category, the processing time in the Employment Offer stream was three weeks; in the Occupation In-Demand stream, it was 21 weeks; and in the Express Entry stream – 23 weeks.  The processing time for the Tech Talent Pathway was two weeks, while for the Hard-to-Fill Skills Pilot, it was four weeks.  In the Saskatchewan Experience category, the processing time for all streams (the Existing Work Permit stream, Health Professionals, International Students, Truck Drivers, and Hospitality Workers streams) was one week.  In the Entrepreneur and Farm category, the processing time for the Entrepreneur Applications was nine weeks, while for the Entrepreneur Nominations, it was one week.  For the Farmer’s stream, it was 18 weeks.  The Job Approval Process, the authorization for an employer to hire a foreign worker through the SINP, took 15 weeks for specified workers and 26 weeks for not specified workers. Canada is committed to helping families reunite through the Parents and Grandparents Program (PGP). Immigration, Refugees and Citizenship Canada (IRCC) will accept up to 15,000 sponsorship applications this year and will send invitations to apply to 24,200 interested potential sponsors starting on October 10, 2023.  Due to the number of remaining PGP applications from previous years, IRCC will randomly select potential sponsors from the 2020 pool. Those not invited may consider applying for a super visa, which allows visits of up to 5 years at a time and can be extended for up to 2 years. Anyone who submitted an interest to sponsor a form in 2020 but did not get an invitation to apply in 2021 or 2022 is asked to check the email address they gave on the form in 2020. Those requested to apply as part of the 2023 intake will continue to use the Permanent Residence Portal or the Representative Permanent Residence Portal, both of which allow electronic submission of applications. Parents and Grandparents Program Eligibility Requirements To be qualified to sponsor your family members for Canadian PR (Permanent Residency), such as parents or grandparents, you must be: at least 18 years old. Have sufficient funds to assist the family you decide to sponsor. Also, provide acceptable evidence of income for the previous three years that meets the IRCC’s financial requirements.   What is Canada’s super visa? A super visa allows you to see your children or grandchildren for up to 5 years. It is a visa that allows repeated entries for a duration of up to ten years. Eligibility requirements for a super visa are as: be the parent or grandparent of a Canadian citizen or permanent resident. have a signed letter from your kid or grandchild inviting you to Canada, including an agreement of financial assistance for the duration of your stay, the name and number of persons in this person’s residence, and a copy of this person’s Canadian citizenship or permanent residency certificate. have confirmation of private medical insurance from a Canadian or foreign insurance carrier recognized by the Minister of Immigration, Refugees, and Citizenship You should also From outside of Canada, apply for a super visa.
