On August 31, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #192, the MPNP held a new draw under the Skilled Worker in Manitoba (SWM) stream and issued 288 LAAs to eligible candidates (127 to Express Entry candidates).  The lowest score in the SWM category was 600 points, 46 points fewer than in the previous draw. The province implemented region-specific selection in this draw and invited candidates who intended to reside outside Winnipeg. In 2023, MPNP invited 10,611 candidates, and 2,814 received invitations in the Express Entry. As a candidate, you can work with an immigration specialist. Skilled Worker in Manitoba Stream The Skilled Worker in Manitoba (SWM) stream recommends candidates who have a strong connection with the province through ongoing employment and enough skills in official languages, as well as the necessary skills, education, training, work, and experience to quickly and sustainably contribute to the Manitoba economy and the community as a whole. The Manitoba Provincial Nominee Programme for Skilled Workers is mostly a locally driven program that is managed with Manitoba employers’ requirements in mind. The workers selected by MPNP are all highly skilled, internationally trained, and experienced workers who have a specific skill set required by the local labor market.  All of the selected applicants are then nominated for and/or invited to apply for Canadian Permanent Resident visas, which will enable them to work and settle in Manitoba, Canada. Deferred Action for Childhood Arrivals (DACA) is a program that protects and provides work authorization to immigrants brought to the US as children. Over 570,000 Dreamers are currently protected by DACA and are productive members of the American economy.  However, the program is in legal limbo as Congress has failed to authorize permanent protection, and Republican states are suing to terminate it.  Canada is actively recruiting immigrants with US work experience or education and could also attract DACA recipients, highly educated and qualified workers.  Canada’s Express Entry system could be a viable option for Dreamers, who would be competitive candidates. If Canada poaches Dreamers, the US will face significant economic losses as Canada reaps the benefits of highly productive US-trained immigrants. IRCC announced a new update for Student Direct Stream applications

On August 30, 2023, the Canadian Government updated the eligibility requirements for the Student Direct Stream (SDS) language test results. The new requirements align with the Ministerial Instructions effective August 10, 2023.  The Government will accept additional academic tests from designated organizations and another test from a non-designated organization.  The update clarifies that banks may disburse the remaining funds of a guaranteed investment certificate (GIC) in any accepted arrangement with an applicant after the initial disbursement upon arrival in Canada. Although the Government recommended disbursing GIC funds in monthly or bimonthly installments, this does not affect an applicant’s SDS eligibility. What are the criteria for a guaranteed investment certificate (GIC)? The GIC must fulfill the following requirements: The bank gives the applicant a letter of attestation, the GIC certificate, the confirmation of the investment directions, or the confirmation of the investment balance after the GIC has been purchased. The applicant cannot access the funds until they arrive in Canada because the bank has an inaccessible investment account or a student account. Before delivering funds to the recipient of a study permit, the bank must verify the client’s identification upon admission into Canada. After the bank has confirmed the applicant’s identification, they are given their first disbursement. It is advised that the remaining money be distributed over a period of 10 to 12 months in monthly or biweekly installments. On August 30, 2023, 772  invitations to apply (ITAs) were issued to new candidates under the OINP Masters Graduate stream in the Expression of Interest system pool. Candidates who received an invitation had a minimum score of 44 points, 4 points fewer than in the previous draw.  The profiles of selected candidates were created between November 22, 2022, and August 30, 2023.  In total, this year, Ontario invited 32,019 candidates under the OINP streams, including 2,971 Masters Graduate stream candidates. Alberta invited candidates in the Alberta express entry stream and under the Alberta Family connection pathway. On August 29, 2023, the Government of Alberta published the results of the new invitation rounds in the Alberta Express Entry Stream. The province held a new draw under the Alberta Advantage Immigration Program (AAIP).  On August 24, 2023, Alberta invited 168 candidates with Alberta job offers in the Family Connection pathway. The minimum score for this draw was 302, 13 points fewer than in the previous draw.  As of August 29, 2023, the province invited 2,841 Express Entry candidates to apply for a provincial nomination in the Alberta Express Entry and issued 7,121 nomination certificates. A limited number of qualifying applicants may be nominated by Alberta through the Express Entry system of Immigration, Refugees, and Citizenship Canada under the Alberta Express Entry Stream. The Alberta Express Entry System’s priorities and methods of selecting applicants are provided as a courtesy and are subject to change at any time. The Alberta Express Entry Stream has to extend invitations to applicants.  Depending on the Alberta Express Entry Stream selection factors or pathways under which you received a notification of interest letter or an invitation to apply to the AAIP, the selection, notification, and eligibility requirements may vary. The following priorities will impact whether the AAIP sends letters of notification of interest or invites candidates in 2023: Family connection and primary occupation in demand Dedicated Healthcare Pathway Accelerated Tech Pathway Priority sectors (Agriculture, construction, tourism, and hospitality) About the Alberta Family Connection pathway According to the Alberta Family Connection pathway, Alberta can select candidates and send them a Notification of Interest letter in their federal Express Entry profile based on the profile information that is currently accessible on the federal Express Entry profile. AAIP will conduct draws for at least 25% of the Alberta Express Entry Stream certificates of nomination available, primarily based on criteria such as the principal applicant having a parent, child, or sibling who resides in Alberta and who is at least 18 years old and a Canadian citizen or permanent resident.  The eligibility of family members and relatives is determined by their relationship to the main applicant (the main applicant’s in-laws are not eligible). Only connections or relationships that are verifiable and apparent through essential supporting documents with the substantial applicant (parent, child, or sibling) and satisfy the AAIP definition are considered eligible.  Additionally, the supporting Canadian citizen or permanent resident must be at least 18 years old and be a resident of Alberta. The Rural and Northern Immigration Pilot (RNIP) has been successful and popular, leading the North Bay & District Chamber of Commerce (NBDCC) to call for it to become a permanent immigration program.  The RNIP has been implemented in five Northern Ontario communities, and only in North Bay, over 150 employers participated, and over 300 community recommendations for newcomers were issued. 155 new BC PNP skilled candidates and tech professionals were invited on August 29, 2023. British Columbia issued new invitations in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BCPNP). To be eligible for an ITA, invited candidates needed CRS scores ranging from 60 to 88. This was British Columbia’s fifth Skills Immigration draw in August. The previous round of invitations was held on August 22nd, and ITAs were awarded to 230 Skilled Workers and International Graduates with a minimum score of 60.  As a candidate, you can work with an immigration specialist. The city approved the applications of 274 candidates whose evaluations scored as low as 49%. Last year, the community recommended a total of 377 candidates.  The Thunder Bay CEDC will prioritize applicants for the recommendation who are most likely to settle and contribute to the local economy. Over 32,000 new tech workers came to Canada in the past year according to the Technology Councils of North America (TECNA) and Canada’s Tech Network (CTN) has released a report on the migration of tech workers and jobs in Canada.  The report found that Between April 2022 and March 2023 over 32,000 new tech workers came to Canada in the past year, mainly from India and Nigeria. Mississauga, Montreal, and Waterloo were the top cities for tech talent, with Ontario having the most tech workers.  According to the report, smaller provinces like Saskatchewan Newfoundland, and Labrador are seeing rapid growth, with Windsor having the highest increase in tech workers. According to a recent report from The Technology Councils of North America (TECNA) and Canada’s Tech Network (CTN), India accounted for the greatest cohort of global tech industry workers who migrated to Canada between April 2022 and March 2023. According to the survey, 15,097 of the more than 32,000 tech professionals came from India, followed by 1,808 from Nigeria, due in part to Canada’s immigration-friendly national policy and labor cost advantage. Mississauga, home to roughly 1,000 IT companies and over 300,000 IT employees, and Montreal, where tech ecosystems grew by around 31% between 2015 and 2020, were among the top Canadian destinations to attract talent. Over the last week, Immigration, Refugees and Citizenship Canada (IRCC) held new draws in the IEC Rounds of Invitations. From August 19 to August 25, Canada invited 1,004 young foreigners to apply for an IEC open work permit. As of August 25, 28,056 candidates registered in the pool, awaiting the invitation.  Overview of candidates invited in the recent IEC Rounds of Invitations In this round, in the new IEC Draws, 1,004 ITAs were sent out to candidates.
