Over the last week, IRCC held new draws and invited young foreigners invitations through the recent IEC Draw. New IEC Draws 2023   International Experience Canada (IEC) Program A number of programs known as International Experience Canada (IEC) allow young people from participating countries to visit Canada temporarily to live and work there. If an international applicant completes one of the IEC programs successfully, they will be qualified to apply for a work permit in Canada without the need for a Labour Market Impact Assessment (LMIA). With the acceptance of work permits, IEC permits temporary stay in Canada for a maximum of one year. EC work permits are authorized using a system of random draws. Not all foreign nationals who indicate interest in the program will be chosen. Success chances depend on the quota for each program and country. There are three separate programs administered by the IEC. Interested applicants should confirm the requirements for the various programs even if IEC has general standards. Ontario Entrepreneur Stream Draw

11 business candidates invited under the Ontario Entrepreneur Stream Draw

On July 28, 2023, the Ontario Immigration Nominee Program (OINP) released the new draw results under Ontario Entrepreneur Stream Draw. It was the fourth draw for business candidates of the year.  In this draw, the province issued 11 Invitations to Apply (ITAs) to business candidates.  This round’s Comprehensive Ranking System (CRS) score was between 134 and 151.  The OINP noted that those whose Expressions of Interest were scored by July 6, 2023, were eligible for this draw.  This year, Ontario invited 22,113 candidates under all streams of the OINP, including 48 entrepreneurs. It allows an entrepreneur (and up to one foreign national business partner) to be nominated for permanent residence after starting their business in Ontario.    The entrepreneur may be nominated for permanent resident status after operating an Ontario business for at least 18 months. Candidates who are interested must first submit an Expression of Interest (EOI). After completing the profile registration process, the candidate will be granted a score based on the Ontario Entrepreneur Ranking System. Candidates with the highest competitive scores will be invited to apply to the program on an official level. Sudbury received an increase in the RNIP allotment to attract and retain more skilled immigrants

The Government of Canada increased the RNIP allotment of foreign nationals allowed to immigrate to Sudbury in northern Ontario through the Rural and Northern Immigration Pilot (RNIP) by 58.4% last week to 515 from 325. The RNIP is a five-year program that recruits skilled immigrants to work in smaller communities with aging populations and labor shortages. The program directly addresses gaps and challenges, such as labor shortages, and drives economic prosperity for communities in ways that will have a generational impact.  Sudbury MP Viviane Lapointe and Sudbury Mayor Paul Lefebvre have expressed their support and appreciation for the program, noting how it benefits local employers and provides a valuable pathway for newcomers to grow their careers in Northern Ontario   About Rural and Northern Immigration Pilot (RNIP) The Rural and Northern Immigration Pilot is an initiative driven by the local communities. By offering a path to permanent residency for highly talented foreign workers who wish to live and work in one of the participating communities, it aims to expand the benefits of economic immigration to smaller communities. BC PNP Draws 2023: the Government of British Columbia issued new invitations under the British Columbia Provincial Nominee Program (BCPNP) and invited qualified Skills Immigration candidates.  In the general draw, the province invited 175 candidates. The minimum score for candidates invited to this draw was 87-109 points.  The province issued 30 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202).  In the Healthcare-targeted draw, BC invited 20 candidates who scored 60 points.  In addition, the province invited fewer than five candidates working in other priority occupations.  In total, British Columbia issued up to 230 ITAs in this draw. This year, British Columbia has already invited 6,056 candidates. IRCC increases the number of resettlement openings for human rights defenders

On July 25, 2023, IRCC announced expanding the global human rights defenders stream, increasing the number of resettlement spaces for human rights defenders and their families from 250 to 500.  This initiative reflects Canada’s dedication to providing a safe haven for those who risk their lives for fundamental freedoms and its proud tradition of responding to the needs of vulnerable people. Canada clearly states its commitment to supporting and protecting human rights defenders facing persecution by expanding the global refugee stream.  As part of this commitment, Canadian civil society organizations will work together in the coming months to develop a temporary protection pathway for human rights defenders in need.   Human rights defenders and the role of Canada Human rights defenders (HRDs) are active all over the world and are essential for promoting and protecting human rights on a global level. HRDs are increasingly at risk of violence, frequently the targets of threats and violations, frequently forced to leave their homes out of fear of attack and reprisal, and on occasion are not even allowed to return home. Due to their intersecting identities, members of vulnerable and marginalized groups are particularly at risk. Defenders of human rights strive to create inclusive, democratic nations that foster a peaceful, prosperous global community. Canada has a proud and lengthy history of attending to the needs of those who are vulnerable.  Canada hosted more than 47,500 refugees from more than 80 countries in 2022, making Canada the top resettlement country in the world for the fourth consecutive year. One of the first countries to provide a special, permanent pathway for HRDs was Canada.  The ministerial mandate commitment is carried out through the extension of the global refugee stream for HRDs and the engagement with civil society organizations, which demonstrates Canada’s commitment to helping and protecting HRDs in need. As part of its commitment to HRDs, Canada will also re-engage with Canadian civil society groups in the coming months about creating a temporary protection pathway for those HRDs who need it.  The Honourable Sean Fraser, Minister of Immigration, Refugees, and Citizenship stated: “Canada firmly believes that a just society’s cornerstone is the protection of human rights. On July 26, 2023, Canadian Prime Minister Justin Trudeau made significant changes to his cabinet. Marc Miller is now the new Immigration Minister of Canada, a Member of Parliament from Quebec, and former Minister of Crown-Indigenous Relations.  Sean Fraser, the previous Immigration Minister, is now Minister of Housing, Infrastructure, and Communities. Cabinet shuffles are common in Canadian politics, occurring every two years to replace poor-performing ministers, reward good work, and refresh policies and public communications. The last shuffle occurred in October 2021, after the federal election, when Fraser was appointed as the previous Immigration Minister and head of the Department of Immigration, Refugees, and Citizenship Canada (IRCC).   About the new Immigration Minister of Canada Prior to entering politics, Minister Miller worked as a practicing lawyer with a focus on international and commercial law and a specialty in mergers and acquisitions. According to the government’s website, he also served as an infantry soldier in the Canadian Armed Forces. A statement by Minister Miller in the House of Commons in 2017 was entirely delivered in Mohawk, an Indigenous language that had never before been used in the Canadian parliament since Confederation. Miller has pushed for more federal funding for the Canada Child Benefit, public transportation, and affordable housing.   The welcoming immigration policy of Canada Canada is considered to be welcoming to immigrants. Every year, it welcomes more than 400,000 new permanent residents. The Canadian Government will soon allow new citizens to take the Virtual citizenship oath without attending a mass swearing-in ceremony. This move will reduce the backlog of citizenship applications, shorten the application processing time, and make it easier for low-income working people to become citizens.  The Government has seen a surge in citizenship applications, with more than double the number of applications received in 2022 compared to 2017. The Government is hoping to process 300,000 citizenship applications this year and has made the application process online. Of the 549,290 applicants since April 2020, over 99% have completed their oath of citizenship virtually.   About the Virtual Citizenship Ceremony Most applicants who have their applications for citizenship in Canada approved are invited to a video oath ceremony (virtual citizenship ceremony). On July 25, 2023, the OINP held the fifth round of invitations in the Ontario French-speaking Skilled Worker stream. In this round, the OINP issued 95 Invitations to Apply the Francophone candidates.  The Comprehensive Ranking Score (CRS) range of candidates who received the Notification of Interest from the OINP was between 321 and 374 points.  The Express Entry profiles of the candidates were created between July 25, 2022, and July 25, 2023.  In 2023, Ontario invited 1,127 FSSW candidates. OINP Draws 2023   Ontario French-speaking Skilled Worker stream Ontario One of the Human Capital streams of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) administered by the province of Ontario, is the Ontario French-speaking Skilled Worker stream. Candidates from the Express Entry pool who exhibit bilingualism and the capacity to contribute as skilled workers to the province’s workforce are invited to apply for the French-Speaking Skilled Worker category. It allows foreign workers with the necessary education, work experience, and language skills to apply to live and work permanently in Ontario. How to be selected for the Ontario French-speaking skilled worker stream? To be successful in the Ontario French-speaking skilled worker stream, you need to: select one of the two government programs you want to be assessed against: such as the Canadian Experience Class and the Federal Skilled Workers Program. A Canadian bachelor’s, master’s, or Ph.D. degree is required, or its equivalent from another country. You must get an Educational Credential Assessment (ECA) report to demonstrate that your education is equivalent to a Canadian credential if you finished your studies outside of Canada. You must have a Canadian Language Benchmark (CLB) level of 7 or higher in either English or French in order to understand, read, write, and speak either language. Before submitting your application to this stream, you must pass an approved English or French language test to prove that you have the necessary language skills. When you migrate to Canada, you must have sufficient funds to support both yourself and any dependant family members. Will Canada’s new immigrant selection approach fix labor markets or create more gaps?

The Canadian Federal Government has recently shifted its immigration policy to recruit thousands of foreign nationals for permanent residency in Canada to fill specific high-demand jobs, primarily in healthcare, skilled trades, agriculture, transportation, and STEM fields. The government has invited almost 9,000 people to apply for permanent residency since late June, using the Express Entry system for economic immigration. The government, for instance, is looking for immigrants with experience in 35 occupations within the healthcare sector, including dentists, massage therapists, and registered nurses. While this approach is meant to ease the hiring challenges of the country, it has raised concerns among economists and policy experts who warn that today’s labor needs can change quickly, leaving the country with a surplus of workers in some fields. According to the government, the change to category-based immigrant selection, which took effect on June 28, aims to relieve the hiring challenges that have plagued many sectors over the past few years. Continue reading about category-based immigration selections.   Despite this, the government continues prioritizing certain groups and has invited 8,600 people to apply for permanent residency over five rounds. There seems to be a continually significant demand for labor in some sectors. More than 150,000 vacant positions in the health care and social assistance sectors existed as of April, a record number and about one-fifth of all open positions in Canada. These labor gaps “are just going to get worse as the population ages,” predicted Rupa Banerjee, a Canada Research Chair in immigration and economics at Toronto Metropolitan University. “Targeting those kinds of occupations has the potential to improve this mismatch” between the supply and demand of workers.
