IRCC fastens the processing of spousal TRVs, helping more families reunite

Immigration, Refugees and Citizenship Canada (IRCC) have fastened the processing of spousal TRVs to just 30 days for applicants who have already applied for permanent residency in Canada. This means that applicants no longer need to wait in their home countries for IRCC to make a decision but can instead come to Canada and wait for the processing to be completed.  As a result, Canadians or permanent residents with spouses and dependents abroad can be reunited with their families faster and begin settling in their communities. However, it is essential to note that spouses and dependents on a TRV can only work or study in Canada once they are approved for permanent residence or obtain a work or study permit. Families must stay together, particularly through important life events like relocating to a new country. This is why Canada is trying to make it easier for families to reconnect and sustain themselves once they reach. This basically means that Canadians and permanent residents with spouses and dependents living overseas will be able to connect with them more quickly and start settling into their new homes.    Processing of spousal TRVs As an approach to helping families to spend more time together while they wait for their permanent residency to be approved, Honorable Minister Sean Fraser proposed faster processing of spousal temporary resident visas (TRVs) processing and considerate application processes.  In the future, the majority of these applications will be processed within a 30-day period, and applicants will get access to processing procedures suited to their circumstances as spouses and dependents. These new tools have already been used to process multiple applications. There has been a 93% approval rate among this set of applicants. Prince Edward Island conducted a new invitation round in the Latest Prince Edward Island PNP Draw. In this round of invitations, the province issued 97 invitations to apply to candidates under the Critical Worker Stream working for a PEI Employer and having the EOI score 50 points and more.  PEI also invited nine candidates to the Business Work Permit Entrepreneurs stream. The lowest score for business candidates was 80 points, two points fewer than in the June draw. This year, PEI invited 1,639 candidates. Alberta invited new candidates under the latest occupation-specific AAIP draws

On July 21, 2023, the Government of Alberta published the results of the new invitation rounds under the latest occupation-specific AAIP draws. The province held two draws under the Alberta Advantage Immigration Program (AAIP).  On July 11, 2023, Alberta invited 150 candidates with Alberta job offer in the tourism and hospitality sector. The CRS score for the applicant with the lowest rank taken into consideration in this draw was 435. Therefore, every other candidate taken into consideration for this draw had a CRS score higher than 435.  On July 13, 2023, the AAIP invited 142 candidates under the Family Connection pathway. These 142 applicants fit the criteria of the principal occupation and family link. Overall the number of invitations and the CRS score was less. The candidate with the lowest CRS score only had a 302 overall. As of July 21, 2023, the province invited 2,012 Express Entry candidates to apply for a provincial nomination in the Alberta Express Entry and issued 6,003 nomination certificates.   Results of the latest occupation-specific AAIP draws On July 11 and 13, 2023, Alberta held the latest occupation-specific AAIP draws of the Alberta Advantage Immigration Program. In total, Alberta submitted 292 Notifications of Interest (NOIs) to apply for provincial nomination in each of these draws. Candidates who scored between 302 and 435 on the CRS were invited to apply. According to the report, the working-age population would have to grow by 2.2% annually through 2040 to maintain the same old-age dependency ratio as in 2022. To return to the average ratio between 1990 and 2015, the same group would have to grow by 4.5% each year.  While the potential increase in immigration levels has sparked debate over whether the country can handle more newcomers, proponents argue that the labor market can absorb more workers and more working-age Canadians are needed to support the tax base. Last year, Canada’s population grew by over one million people, the fastest rate since 1957. With one million vacant jobs across the country, the country is experiencing a labor shortage, and that’s why immigration objectives are increasing. Canada has one of the oldest populations in the world, and its low birth rate leads to a labor shortage. According to Statistics Canada, the nation’s birth rate dropped to a record low of 1.4 children per woman in 2020. This would have to rise to 2.1 in order to maintain Canada’s population without immigration.   Immigrants Contributing to Canada’s Economy The economy of Canada is boosted by immigrants. According to Statistics Canada, immigrants play a significant role in all sectors of the Canadian economy. The number of people working (sometimes referred to as the labor force) and paying taxes to support public services, such as health care, is one indicator of how strong the Canadian economy is. The labor force in Canada is expanding annually due to immigration. While funding for public services is essential, embracing immigrants can aid employers in filling open positions with skilled candidates. This is a result of Canadians living longer lives and having fewer kids. Fewer people are enrolling in schools, and more individuals are retiring. As a result, there aren’t many current and future workers who were born in Canada. Not only do immigrants fill labor shortages and pay taxes, but they also spend money on goods, housing, and transportation, which helps the Canadian economy. Canada’s Immigration Levels Plan 2023-2025 According to the Canadian government’s immigration levels plan for 2023–2025, 1.45 million new permanent residents from all immigration categories are expected to arrive in Canada over the next three years. On July 20, 2023, Manitoba held a new invitation round in the MPNP. In round #186, the MPNP held a new draw under the Skilled Workers Overseas stream and issued 595 LAAs to eligible candidates (340 to Express Entry candidates). The lowest score in the SWO category was 611 points, 163 points fewer than in the previous draw.  In general, the MPNP invites candidates under three streams: Skilled workers in Manitoba, SWO, and the International Education Stream.  In this round of invitations, Manitoba held an SWO-only draw.  In 2023, MPNP invited 8,433 candidates, and 2,360 of them received invitations in the Express Entry.   What is the Skilled Workers Overseas stream? If you want to be considered for the Skilled Worker Overseas (SWO) path, you must show that you have a strong connection with Manitoba by Having the assistance of family or friends (Manitoba assistance), having completed your study or worked in the province previously (Manitoba Experience), or having received an invitation to apply directly from the MPNP as part of a strategic recruitment initiative (Manitoba Invitation). You must receive at least 60 points based on the following five factors in addition to having a link to Manitoba: language proficiency, age, work experience, education, and adaptability. International Education Stream Three paths of the Manitoba Provincial Nominee Program (MPNP), a Provincial Nominee Program (PNP) run by the government of Manitoba, are included in the Manitoba International Education Stream (IES). On July 20, 2023, the Ontario Immigrant Nominee Program (OINP) conducted two new invitation draws under the Human Capital Priorities Stream. In the tech drawing, the OINP issued 902 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand occupations.  In the healthcare draw, Ontario issued 159 targeted NOIs. Invited candidates’ CRS Express Entry score was between 458 and 462 points.  In total, the OINP invited 1,061 candidates in the two Express Entry Human Capital Priorities Stream draws. Ottawa announced millions in funding for support asylum seekers

On July 18, 2023, the Federal Government announced increased support for asylum seekers in Canada due to the rising number of people claiming asylum. The Minister of Immigration, Refugees and Citizenship Canada (IRCC), Sean Fraser, announced a one-time injection of approximately $212 million in funding into the Interim Housing Assistance Program (IHAP) until March 31, 2024.  This includes roughly $97 million in new allotment for the City of Toronto. The IHAP provides funding on a cost-sharing basis to provinces and municipalities for interim housing for asylum claimants.  Additionally, IRCC has been working with the most impacted provinces and territories to increase the amount of temporary housing, including over 3,800 hotel rooms in six provinces to provide temporary housing to asylum claimants. This was in addition to the $700 million that had already been provided through the program, including over $215 million for the City of Toronto, it was added. In a statement The Minister of Immigration, Refugees and Citizenship Canada (IRCC), Sean Fraser said:  “The most vulnerable people in the world who seek our protection will continue to get support from Canada. Today, we devoted extra funds to make sure that communities like Toronto have the ability to provide asylum seekers escaping conflict, persecution, and violence with a roof over their heads as well.”   What is Interim Housing Assistance Program (IHAP)? The Interim Housing Assistance Program (IHAP) collaborates on a cost-sharing basis with local governments and provinces to give asylum seekers temporary shelter. IHAP intends to keep the Government’s promise because its primary goal will be to give financial assistance to the provinces and, if necessary, municipal governments in the event that a cost-sharing agreement is not reached with the provinces, in order to deal with the extraordinary interim housing pressures brought on by an increase in the number of asylum seekers entering Canada.   What is the difference between Asylum Seekers and Refugees? A person who left their country and is looking for protection from persecution and serious violations of human rights in another country, but who has not yet received official recognition as a refugee and is awaiting a judgment on their asylum claim, is said to be an asylum seeker. Asylum-seeking is a human right. If a claimant has committed a serious crime, made a previous claim in Canada, submitted a claim in another country with which Canada shares immigration information, or received protection in another nation, their application may be refused. Once granted, asylum seekers are permitted to remain while the federal government determines whether they meet the requirements for refugee status.  They might have access to social services, education, health care, temporary housing, and legal aid in the interim.  Who is a refugee? A hearing before the Immigration and Refugee Board must determine that the applicant cannot return home because they fulfill one of two requirements:  a “well-founded fear of persecution” because of their race, beliefs, or other factor. having been “ongoingly denied” essential human rights or having been “seriously affected” by war. Refugees are permitted to remain in Canada, where they can apply to become permanent residents and eventually citizens. BC invited around 172 candidates under the BC PNP draw of July

On July 18, 2023, British Columbia held the third BC PNP draw of July and issued new invitations in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BC PNP).  In the Tech-targeted draw, BC issued 112 invitations with a minimum score of 88 points.  In the Childcare-targeted draw for early childhood educators (NOC 42202), the province invited 39 candidates who scored 60 points.  In the Healthcare-targeted draw, the province issued 16 invitations.  Additionally, fewer than five invitations have been issued for other priority occupations (NOCs 31103, 32104). The province invited up to 172 candidates with a score of 60-90 points.  Including this draw, in 2023, British Columbia has already issued 5,826 invitations. Ontario invests $2.6 million in job training for newcomers

Ontario is investing $2.6M in job training programs for over 300 newcomers, including Afghan and Ukrainian refugees, to help them find good jobs in Canada. The province is also cracking down on temporary help agencies, exploiting foreign workers by paying them less than minimum wage and withholding their passports.  The new law will require these agencies to get a license by Jan 1, 2024, and those who violate workers’ rights will face fines ranging from $100,000 to $200,000. Ontario’s Immigration Minister, Monte McNaughton, believes everyone must collaborate to build the Canadian dream. To help immigrants who have received international education in the fields in which they intend to work, the Ontario government is taking the lead in Canada with first-in-Canada changes. Women’s Services for Newcomers In Toronto, 230 immigrant women will receive advice on careers, job readiness instruction, and a paid internship as part of a $1,522,396 project.  For the purpose of training 60 Afghan and Ukrainian newcomers who are unemployed or underemployed for employment in Ontario’s manufacturing sector, UTIMUS is giving away $833,626. Throughout 2023, UTIMUS is offering training in four cohorts.  For their initiative, which will hire and train 15 newcomers at the Refugee Services and Furniture Bank for eight to ten weeks and help them find longer-term work prospects, Matthew House Ottawa is receiving $137,850. Training is offered till March 2024.  To give 30 Ukrainian artists the skills and exposure they need to land work with regional businesses in the arts industry, Toronto Artscape Inc. is receiving $123,190. Training for Artscape will start on September 6, 2023.    Monte McNaughton, Minister of Labour, Immigration, Training, and Skills Development stated:  “Ontario is the first Canadian authority to ban discriminatory Canadian work experience requirements, allowing immigrants to work in the fields they have studied for. To build the Canadian dream, we need everyone on board. The province will continue to receive excellent jobs and opportunities due to the efforts of our government.
