Manitoba issued 322 invitations under the MPNP Latest draw On January 12, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP Latest draw). In round #165, the MPNP issued 260 LAAs in the Skilled Workers in Manitoba stream. The minimum score for the LAA in this category was 734 points, 16 points fewer than the previous draw.    In the Skilled Workers Overseas stream, Manitoba issued 20 LAAs. The lowest score in the SWO category was 713 points, 2 points more than in round #164.   In addition, Manitoba invited 42 candidates in the International Education Stream.    Manitoba has issued LAAs to 322 candidates, including 27 Express Entry candidates for this round.   Last year in 2022, MPNP invited 7,651 candidates, and 1,964 received invitations in the Express Entry.   What are the results of MPNP Latest draw? Manitoba invited 583 candidates under the MPNP and held occupation-specific selection in Skilled Workers in Manitoba stream on February 23, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). The minimum score for the LAA in this category was 693 points, 27 points fewer than the previous draw.  In the Skilled Workers Overseas stream, Manitoba issued 27 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 721 points, 12 points more than in the previous draw.  In addition, 51 invitations were issued in the International Education Stream. Ottawa online survey of Francophone temporary residents outside of Quebec On February 20, 2023, Immigration, Refugees and Citizenship Canada (IRCC) invited French-speaking or bilingual temporary residents outside of Quebec to participate in an online survey to research their application process.  The survey will allow the Government of Canada to collect feedback from newcomers on their experiences and challenges as French-speaking or bilingual temporary residents outside Quebec.  The survey is voluntary and confidential and will not affect any participants’ past, current or future applications. IRCC will use all collected data for research purposes only.   Details of Ottawa online survey of Francophone  The government understands that immigration is crucial to maintaining the vitality of minority Francophone communities around the country. French-speaking immigrants made up 3.61% of all immigrants admitted to Canada outside of Quebec in 2020, an increase from prior years, although they made up 2% of all immigrants from January to October of the following year. In order to meet the 4.4% target for the admission of immigrants who speak French by 2023, Immigration, Refugees and Citizenship Canada (IRCC) has launched a number of initiatives, including giving candidates who speak French and are bilingual extra points under the Express Entry system. As part of the temporary residence to permanent residency pathway for vital workers and recent international graduates currently in Canada, the department launched temporary dedicated streams for French-speaking and bilingual candidates in 2021. Immigration is one of many important factors that can boost the viability of Francophone minority communities across the nation, and IRCC fully supports the government’s commitment to enhancing the Official Languages Act. Francophone Mobility  The Canadian government’s Francophone Mobility Program offers work visas to French-speaking foreign nationals who intend to reside and work in a Francophone community outside of Quebec. You must have a job offer with a National Occupation Code skill level of 0, A, or B in order to qualify (NOC).    Francophone Immigration Target by 2023  By 2023, the government hopes to reach its target of 4.4% for immigrants from outside Quebec who speak French. This target, which was established in 2003 with the help of local stakeholders, reflects the percentage of the Francophone population in Canada outside of Quebec as of the 2001 Census.   While the majority of applicants come from outside the country, the changing COVID-19 status has had an impact on both the number and percentage of French-speaking admissions. Ontario invited candidates under two streams of OINP

Ontario invited candidates under two streams of OINP. On January 24, 2023, the Government of Ontario held new draws in the Employer Job Offer: International Student Stream (EJO IS) and Employer Job Offer: Foreign Worker Stream of the Ontario Immigrant Nominee Program (OINP). The province issued 620 invitations to apply (ITAs) to eligible candidates through the EJO IS Stream.  The minimum score for this draw was 82, 8 points more than in the previous draw. Candidates who created their profiles between November 22, 2022, and January 24, 2023, were considered by OINP in this draw.   In addition, Ontario held another targeted draw of the OINP for candidates for the federal Economic Mobility Pathways Project (EMPP). In this draw, Ontario issued 2 targeted invitations to apply to candidates in the EOI pool who may be eligible for the federal EMPP under the Employer Job Offer: Foreign Worker stream. In total, OINP issued invitations to 2,278 candidates in 2023.   Streams of OINP The province’s program for economic immigration is called the Ontario Immigrant Nominee Program (OINP). Immigration, Refugees and Citizenship Canada, works with the federal government of Canada (IRCC). Foreign workers, foreign students, and individuals with the required education, training, and experience submit nomination requests to the OINP. Foreign employees both inside and outside of Canada are eligible for this stream. Before completing an online application to be nominated for permanent residence by the Ontario government, you must first register in the OINP’s Expression of Interest System and receive an invitation to apply.   Employer Job Offer: International Student Stream  International students with a job offer in a skilled occupation can apply to live and work permanently in Ontario through the Employer Job Offer: International Student stream. OINP’s new draw results under the Entrepreneur Stream on January 27, 2023, Ontario Immigration Nominee Program released the OINP new draw results under the Entrepreneur Stream. It was the first draw for business candidates of the year.    In this draw, the province invited 10 business candidates. The minimum score of this round was 137, 3 points fewer than the December 22 draw. The OINP noted that those whose Expressions of Interest were scored by January 20, 2023, were eligible for this draw.  This year, Ontario invited 2,980 candidates under all streams of the OINP.   Overview Of the Ontario Immigration Nominee Program (OINP)  The province’s program for economic immigration is called the Ontario Immigrant Nominee Program (OINP). Immigration, Refugees and Citizenship Canada, works with the government of Canada (IRCC). Canadian provinces Welcome more immigrants via PNPs, Canada expects to accept more newcomers through provincial nominee programs (PNPs) in the coming years. This year, Canada provided provinces with multi-year allocation plans for the first time. The plan includes an unprecedented 44 percent growth in PNP allocations for 2023 and offers potential numbers for 2024 and 2025. Despite the Federal Government’s decision not to release the Multi-Year Allocation Plan publicly, many provinces have taken matters into their own hands and made these allocations available on their websites. Alberta, Manitoba, Saskatchewan, and Alberta have already provided their PNP allocations for the following years.   Canada expects to accept more newcomers through provincial nominee programs (PNPs) in the coming years. This happens at a time when it is expected that over 105,000 immigrants will come to Canada through the PNP each of the next three years. In fact, according to the Immigration Levels Plan 2023–2025, 105,500 Canadian immigrants will come to the country under the PNP this year and 117,500 are expected to do so by 2025.   Details of Provinces to Welcome more immigrants via PNPs  One of the provinces that just revealed the number of nominations it anticipates this year and in the years to come is Alberta. Alberta will be able to present 9,750 nominees in 2023 as compared to 6,500 in 2022. The province expects to be able to issue 10,140 nominations in 2024 and 10,849 nominations in 2025 following it. Also revealing its allocations for 2023 is Manitoba, which claimed a 50% rise to 9,500 nominations. Saskatchewan received 7,250 nominations, the most it has ever received. According to the province, this rise will result in 18,000 newcomers, including nominees, their spouses, and dependents, this year. In 2024 and 2025, accordingly, Saskatchewan expects 8,000 and 8,500 nominees.   PNPs Multi-Year Allocation Plan  The Canadian Museum of Immigration in Halifax, Nova Scotia held a meeting of the Forum of Ministers Responsible for Immigration (FMRI) on March 10, 2022, to continue discussions on the future of immigration in Canada. The progress made in improving the capacity of Canada’s immigration system to meet economic and regional needs pleased the ministers, who focused on promoting collaborative efforts to tackle pan-Canadian immigration priorities. Ministers discussed ways to speed up the application processing process, reduce duplication, and give provinces and territories greater authority over provincial nominee programs (PNPs) as a follow-up to the July meeting. The economic immigrant selection was also a subject of discussion. The first-ever multi-year allocation plan of IRCC, which calls for an exceptional 44% increase in PNP allocations for 2023, was warmly welcomed by ministers.
