Canada plans to clear the visitor visa backlog by February 2023

To reduce the visitor visa backlog, Immigration, Refugees and Citizenship Canada (IRCC) is planning to decrease the Visitor visa applications backlog.  The government is considering decisive measures by lifting some eligibility criteria for nearly half a million applications. This necessary action will significantly shorten wait times while allowing more people to visit Canada. An IRCC memo revealed two potential strategies to reduce the number of visitor visa backlog applications.    IRCC New steps To Clear Visitor Visa Backlog  An internal IRCC memo from December 2022 that’s been obtained by The Globe and Mail discusses two ways for decreasing the number of applications for visitor visas. The first approach would involve processing an estimated 195,000 applications in bulk,  while the second option considers relaxing eligibility criteria for as many as 450,000 candidates. Immigration, Refugees and Citizenship Canada is aiming to significantly reduce or remove its backlog of visitor visa applications by February and is ready to take “extreme measures” to do so, according to a draft copy from December. As of early December, a portion of the total number of applications for temporary resident visas was in the system: more than 700,000. As of the end of last year, there were more than two million immigration applications to be processed, including those for permanent residency, work permits, and study visas. British Columbia issued 173 invitations in the new BC PNP draws On December 20, 2022, British Columbia issued new invitations in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BC PNP).    In the Tech-targeted draw, BC issued 153 invitations with a minimum score of 90 points.  In the Childcare-targeted draw for early childhood educators (NOC 4214), the province invited 15 candidates.  A further 5 invitations were issued to skilled workers,  international graduates, and entry-level and semi-skilled workers scoring at least 60 points.    In total, the province invited up to 173 candidates in the new BC PNP draws. In addition, the province invited fewer than 5 candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 134.   Skilled Worker Category BC PNP The British Columbia Provincial Nominee Program (BC PNP), a Provincial Nominee Program (PNP) run by the province of British Columbia, has a variety of immigration programs, including the British Columbia Skilled Worker program. Immigration candidates who have a job offer and a high likelihood of being incorporated into the BC labor force are prioritized as BC Skilled Workers. Applicants who have been successfully nominated through the BC Skilled Worker program will be invited to submit an official application for Canadian permanent residence. For this stream, applicants are not required to have an Express Entry profile. To apply to the stream through Express Entry for fast processing, candidates must meet the eligibility requirements and must have an active Express Entry profile. Prince Edward Island invited the first candidates of 2023 under PEI PNP

On January 19, 2023, Prince Edward Island conducted a new invitation round in the Prince Edward Island Provincial Nominee Program (PEI PNP). In the first round of this year, the province issued 216 invitations to apply to skilled workers in the Labour Impact and Express Entry streams.    PEI also invited 7 candidates to the Business Work Permit Entrepreneurs stream. The lowest score for business candidates was 62 points, as it was in the December draw. Last year, PEI invited 1,854 candidates. According to the schedule, the next PEI PNP draw will occur on February 16, 2023.   Skilled Workers in PEI  If you are currently employed by an Island employer, you may be eligible to apply for a nomination for permanent residence through the Skilled Worker stream of the Prince Edward Island Provincial Nominee Program (PEI PNP).    Employers on Prince Edward Island can fill highly skilled positions that are not available on the local job market through the employer-driven Skilled Worker stream.   What are Eligibility Criteria For Skilled Workers in PEI?  For the PEI Skilled Worker Stream, you must meet the following requirements: have a work offer for a high-skilled occupation categorized as TEER category 0, 1, or 3 (link is external) from a PEI employer that is full-time, non-seasonal ; having worked at least two years at a full-time job over the last five years; have a valid work permit to be working in Canada; have legal status in the country of residence; have successfully completed a post‐secondary degree or diploma Must be between the ages of 18 and 59; Have the necessary English/French language ability to perform the job offered. having enough money to cover all immigration costs, including travel expenditures, for the applicant and their family in order to be able to settle in PEI; and demonstrate that you have a genuine desire to settle in PEI.   PEI Express Entry  Through the Prince Edward Island Provincial Nominee Program, you can apply for a PEI Express Entry nomination for permanent residence (PEI PNP). You will have a better chance of receiving an Invitation to Apply from the federal government if you are nominated through the PEI PNP.   What are Eligibility Criteria For PEI Express Entry?  You must fulfill the requirements of at least one of the Federal Economic Immigration programs in order to be nominated via PEI Express Entry: Program for Federally Skilled Workers; Federal Skilled Worker Program; Federal Skilled Trades Program; or Canadian Experience Class   Depending on whether you have a work offer in PEI or not, there are two paths to permanent residency under the PEI Express Entry Category. Candidates who reside and/or work in PEI will be prioritized.   What is the PEI Work Permit Entrepreneurs stream?  The Work Permit Stream of the Prince Edward Island Provincial Nominee Program may be able to nominate you for permanent residence if you’re thinking about moving there and want to invest in and run a business (PEI PNP).    Foreign nationals with extensive management expertise or business ownership who want to settle in PEI to begin their business and eventually become permanent residents can apply through this stream. Ottawa introduced a new update regarding the LMIA exemption codes

Ottawa introduced a new update regarding the LMIA exemption codes on December 16, 2022, the Government of Canada introduced a new program delivery update regarding the labor market impact assessment (LMIA) exemption codes under the International Mobility Program (IMP).    According to the update, the government added new LMIA-exemption codes to GCMS and the Employer Portal and changed individual country free trade agreement codes. Some LMIA-exemption codes also have now newly created codes for the different categories. In addition, exemption codes have been amended on the instruction pages, and where further updates are in process, a flag has been added to alert the immigration officers.   LMIA exemption codes The Immigration and Refugee Protection Regulations (IRPR) Sections 204 to 208 give the regulatory authority to grant a work permit to an individual who is exempted from the need for a labor market effects assessment (LMIA).  Immigration, Refugees and Citizenship Canada (IRCC) has policies that define certain conditions as compliant with sections 204 through 208 of the IRPR. In order to record the different eligibility requirements or criteria for those individual conditions, the Department has created LMIA exemption streams (through special administrative codes). There is a list of LMIA exemption codes. A25.2 Public policies R204: International agreements or arrangements R205: Canadian interests R206: No other means of support R207: Permanent residence applicants in Canada R207.1: Vulnerable workers R208: Humanitarian reasons International Mobility Workers Unit (IMWU): port of entry (POE) assistance   The International Mobility Program (IMP) Employers in Canada are able to hire foreign workers on temporary work visas according to the International Mobility Program (IMP), which excludes the need for a Labour Market Impact Assessment (LMIA). This could have a lot of benefits for both employers and employees, who would like a simpler, quicker hiring process. The International Mobility Program promotes Canada’s broader economic and cultural goals, in contrast to the Temporary Foreign Worker Program, which issues work permits based on the state of the labor market in particular conditions. The following positions are exempt from the LMIA requirement: Provide Canada-wide advantages in terms of its economy, culture, or other competitive factors, and give Canadian citizens and permanent residents benefit in return. The following types of workers are eligible for the International Mobility Program (IMP): Those who enter Canada in accordance with trade agreements like the Comprehensive Economic Trade Agreement (CETA) or the Canada-United States-Mexico Agreement (CUSMA) (CETA). Those entering Canada on an open work permit. Those entering Canada as intra-company transferees.   The foreign national will only be qualified to apply for their own work permit after completing these three processes. IRCC invited 5,500 candidates in the Express Entry draw of 2023. On January 18, 2023, IRCC held an unexpected the Express Entry draw of 2023, making it the second in two consecutive weeks. Express Entry draw #238 issued 5,500 Invitations to Apply (ITA) to all-program candidates under Express Entry. In round #238, the cut-off score was 490 points, 17 points fewer than the previous draw! The tie-breaking rule for this round was November 24, 2022, at 21:14:59 UTC.    As of January 18, 2023, there are 240,013 profiles registered in the Express Entry pool, 3,242 fewer than the previous update. In 2023, Canada issued 11,000 ITAs through Express Entry, and this is the quickest Express Entry start ever since the system was launched.   There was no particular program targeted by the draw of January 18, 2023. This means that candidates from the Federal Skilled Worker Class (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades (FSTP) were eligible to receive invitations. A minimum Comprehensive Ranking System (CRS) score of 490 points was also required for invited candidates. The difference from the previous draw is 17 points.   Details of the Express Entry draw of 2023 As the second Express Entry round of invitations in the same week, the draw was surprising. On January 11, the IRCC had just conducted a draw for which it had also invited 5,500 candidates. The CRS cut-off score decreased by 17 points between draws, falling to 507 for last week’s draw.    The score for this draw was originally published by IRCC as 507, but it has now been revised to the accurate 490. The first draw since November 23, 2022, was held last week. Every two weeks on Wednesdays, Express Entry draws often actually occur. Saskatchewan invited up to 500 candidates under the SINP

On March 23, 2023, Saskatchewan conducted new rounds of invitations in the Saskatchewan Immigrant Nominee Program (SINP). In the Express Entry category, Saskatchewan issued 184 ITAs. Another 312 invitations were issued to the Occupations In-Demand category candidates.    The lowest score in both categories was 82, two points fewer than in the previous draws. All invited candidates had Educational Credential Assessments. It displays how long it usually takes to finish an application throughout that quarter. For each category, the duration is indicated in weeks. Processing times are not always a reliable indicator for upcoming applications because they may fluctuate. An application’s processing time is calculated starting from the time it is first received. Anomalies are removed from averages, and typically comprise the fastest and slowest 10% of applications, accordingly.   The latest SINP Application Processing time was updated on January 4, 2022, Saskatchewan updated the  SINP application processing times of various streams of the Saskatchewan Immigrant Nominee Program. IRCC invited 7,000 candidates in the new all-program Express Entry draw

On March 23, 2023, IRCC issued 7,000 Invitations to Apply (ITA) to candidates under the new all-program Express Entry draw. In this draw, IRCC continued inviting candidates under all immigration programs. In round #244, the cut-off score was 484 points, six points fewer than in the previous all-program draw.  It was the lowest all-program CRS score since December 2020. The tie-breaking rule for this round was May 19, 2022, at 06:48:41 UTC. As of March 22, 2023, there are 240,146 profiles registered in the Express Entry pool, 4,975 fewer than the previous update. In 2023, Canada issued 30,559 ITAs through Express Entry.   Candidates for Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and Canadian Experience Class received a total of 7,000 ITAs (CEC).
