More Ukrainian nationals arrived in Canada under the CUAET Program

On June 13, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the number of Ukrainian newcomers arriving in Canada under the CUAET Program. According to the latest update, between January 1, 2022, and June 11, 2023, 32,670 Ukrainians arrived in Canada by land, and 201,872 Ukrainians reached by air. Between March 17, 2022, and June 3, 2023, IRCC received 1,050,954 applications under the CUAET.  In total, IRCC has approved 754,257 applications from Ukrainian nationals. From March 17, 2022, to June 3, 2023, 158,677 Ukrainian arrived in Canada under the CUAET program. Canada-Ukraine Authorization for emergency travel Program One of the many unique programs the Canadian government took to assist the people of Ukraine is the Canada-Ukraine Authorization for emergency travel (CUAET). It offers free, extended temporary status to Ukrainians and their families, enabling them to live, work, and study in Canada until it is safe for them to return home.   Before, during, and after their immigration to Canada, Ukrainians and their families continue to receive support from settlement organizations and non-governmental organizations across the country. MPNP has introduced the new Skilled Worker Webform

From now candidates have to submit all requests using the new Skilled Worker Webform. On June 13, 2023, the government of Manitoba published an update, considering a process for skilled worker requests under the Manitoba Provincial Nominee Program (MPNP). New changes are related to such processes as informing the MPNP of an intention to: change employers,  requesting a work permit support letter,  a nomination certificate extension, and  informing the MPNP of any changes to the Express Entry profile.  All complete requests received through the web form will proceed within 10 business days.   Skilled Worker Webform MPNP’s new skilled worker webform is for candidates under the skilled Worker stream and International education stream. Applicants under these streams can submit the following requests; change of employment, work permit support letters (provincial nominees only), nomination certificate extensions (provincial nominees only), and Express Entry profile updates. The new Skilled Worker Webform must be used to submit all requests. The MPNP commits to respond to every web form request within ten business days. This processing time may be exceeded by incomplete requests. Atlantic Premiers collaborate to enhance healthcare and the economy in the region

On June 12, 2023, Atlantic Premiers came together to improve healthcare and strengthen Atlantic Canada’s economy. They discussed expanding the Atlantic Registry concept to cover more health professions, reducing administrative burden, sharing information and data, and establishing an Atlantic Working Group on International Recruitment.  Premiers also discussed immigration and labor force challenges with Federal Minister of Immigration Sean Fraser. They agreed to work towards an Agreement to Improve Technical Safety, Interjurisdictional Commerce, and the Mobility of Certified Tradespeople in Atlantic Canada, enabling regulated technical tradespeople to work throughout the region more efficiently. Premiers remain dedicated to strengthening healthcare through stronger cooperation under the Atlantic Health Accord. Since it went into effect on May 1, 87 physicians have decided to join the Atlantic Physician Registry, giving them the flexibility to serve anywhere in the region. The Registry introduces Canada’s first multi-jurisdictional licensing approach.   In order to build on this success, the premiers have committed to exploring options such as expanding the Atlantic Registry concept to include more health professions, easing the administrative burden, improving information and data sharing, and developing an Atlantic Working Group on International Recruitment along with health partners. Premiers hope to improve care for Atlantic Canadians and continue constructing innovative healthcare systems through these efforts. Premiers expect further conversations around health innovation and human resources when they attend the Council of the Federation meeting in Winnipeg next month with their colleagues. The need for a new federal infrastructure program to address the effects of climate change and develop infrastructure that promotes economic growth is recognized by the premiers. The funds provided by federal programs must be adequate, dependable, and flexible enough to allow provinces to spend it in line with their own infrastructure goals. As sea levels rise, the Chignecto Isthmus, which connects New Brunswick and Nova Scotia, is at risk. Premiers emphasized that it is the Federal Government’s duty under the Constitution to uphold links between the provinces and fully fund this project. Premiers emphasized their commitment to reducing homelessness and enhancing access to affordable housing. In order to meet the need for existing provincial programming, they urged the federal government to boost flexible funds for program delivery and the region’s needs. On June 13, 2023, the Government of British Columbia issued new invitations under the second BC PNP draw of June 2023 and invited qualified Skills and Immigration candidates.  In the general draw, the province invited 170 candidates. The minimum score for candidates invited to this draw was 87-107 points.  The province issued 23 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202).  In the Healthcare-targeted draw, BC invited 18 candidates who scored 60 points.  In total, British Columbia issued 211 ITAs in this draw. This year, British Columbia has already invited 4,966 candidates. How to qualify for British Columbia PNP? To qualify for the British Columbia PNP skilled immigration stream, an applicant must: having accepted a full-time, indefinite job offer from a B.C. Businesses (the offer cannot be temporary or have a set expiry date). A skilled occupation (NOC TEER 0, 1, 2, or 3) must be the type of job performed. be capable of accomplishing the job’s responsibilities. a minimum of two years of full-time work experience (or work experience equivalent to two years of full-time work) in any skilled occupation (NOC TEER 0, 1, or 3). prove your ability to take care of yourself and your dependents. possess legal immigration status in Canada, or be eligible to do so. Meet the minimum language requirements for NOC TEER 2 or 3 occupations. have a wage offer that corresponds with the occupation’s B.C. wage rates. You need to have an IRCC Express Entry Profile Number, and a Job Seeker Validation Code, and meet the federally required minimum language criteria for being able to use the Express Entry BC option. Canada’s Economic Mobility Pathways Pilot (EMPP) offers skilled refugees and displaced people more opportunities to immigrate to Canada and continue their careers via new economic immigration pathways.  The EMPP has launched two new streams, allowing Canadian employers to access a talent pool of skilled refugees worldwide. The two new streams are for candidates with a job offer from a Canadian employer and for highly skilled refugees without job offers.  Canadian employers can recruit highly skilled refugees for different in-demand jobs through the EMPP. These new streams reduce barriers to access, and newcomers can move to Canada and start working more quickly Newcomers using the EMPP will now be able to migrate to Canada and start working here more quickly because of the implementation of efficiency enhancements learned through collaboration with partners during the launch of the initial EMPP streams. Since candidates do not need to have prior Canadian job experience to apply, these new streams additionally reduce the entry hurdles. Overview of the new economic immigration pathways A job offer from a Canadian business is required for one of the two new streams as announced on March 27, 2023, while highly skilled refugees without job offers can apply for the second stream. Alberta published the results of new occupation-specific AAIP draws

On June 12, 2023, the Government of Alberta published the results of the new invitation rounds in the Alberta Express Entry Stream. The province has held seven AAIP draws since April: May 9, 2023 – 8 candidates under the Designated Healthcare Pathway (minimum score: 307) May 9, 2023 – 175 candidates with Alberta job offer in the tourism and hospitality sector (minimum score: 444) May 11, 2023 – 119 candidates under the Family connection pathway (minimum score: 311) May 23, 2023 – 5 candidates under the Designated Healthcare Pathway (minimum score: 401) May 30, 2023 – 20 candidates with Alberta job offer in the agriculture sector (minimum score: 342) June 1, 2023 – 117 candidates under the Family connection pathway (minimum score: 304) June 8, 2023 – 150 candidates with Alberta job offer in the agriculture sector (minimum score: 382) As of June 12, 2023, the province invited 1,431 Express Entry candidates to apply for a provincial nomination in the Alberta Express Entry and issued 4,583 nomination certificates.   Alberta invited 405 candidates by Express Entry in new AAIP draws in April Through the Express Entry-linked stream of the Alberta Advantage Immigration Programme, Alberta held various draws in April. In five draws held during the month, 405 invites were sent out in a number of categories. Alberta Express Entry draws held in April are: 53 invites were sent out to applicants with Alberta job offers on April 5 via the Designated Healthcare Pathway. A score of 351 was required by the Comprehensive Ranking System. On April 18, 68 further invitations were sent to applicants in the agricultural sector who had received a job offer. The minimum score was 307. A minimum score of 302 was necessary to receive one of the 152 invitations in the April 20 draw for candidates with a family connection and qualifications and experience in a key occupation in demand. With a minimum score of 301, 124 invitations were sent out to construction workers on April 24. Additionally, on April 25, eight more invites were sent to applicants who had received job offers and scored at least 316 under the Designated Healthcare Pathway. Canadian parents will be able to pass Canadian citizenship to their children born abroad

The Canadian Citizenship Act has undergone changes approved by a committee of MPs, allowing individuals born abroad to adopt their Canadian parent’s citizenship. This decision was made despite objections from Conservatives.  In 2009, the Conservative government modified the law to prohibit Canadian parents born abroad from passing down their citizenship unless their child was also born in Canada.  The NDP has proposed a new amendment, which would grant citizenship to the child if the Canadian parent spent at least three years in Canada, proving their eligibility. The new rule was added to a private member’s bill at the House of Commons immigration committee, which has the support of the Liberal Party. Since its launch in 1947, the Canadian Citizenship Act has experienced numerous updates. For several decades, as long as foreign-born descendants had registered with the government by a specific age, the Act permitted Canadian parents to pass on citizenship to their children born outside of Canada to limitless generations. For Canadians born overseas, the government implemented a second-generation cutoff in 2009. The change, according to the then-immigration minister Diane Finley, was made to prevent “Canadians of convenience” by requiring that citizens have a genuine connection to Canada.   What are the requirements for Canadian citizenship? You must be a permanent resident, have resided in Canada for three of the previous five years, have submitted your taxes, and pass a test on your rights, responsibilities, and understanding of Canada in order to become a citizen. SINP invited 500 skilled workers in new EOI Draw

On June 8, 2023, Saskatchewan conducted new rounds of invitations in the Saskatchewan Immigrant Nominee Program (SINP). In the Saskatchewan new EOI Draw of June 2023 the Express Entry category, Saskatchewan issued 232 ITAs.  Another 268 invitations were issued to the Occupations In-Demand category candidates.  The lowest score in both categories was 69, two points more than in the previous draws. All invited candidates had Educational Credential Assessments.  In this draw, Saskatchewan invited 500 candidates under 18 different NOCs. In 2023, Saskatchewan invited 4,698 skilled immigrants and entrepreneurs in eight draws under the SINP. On June 8, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 4,800 Invitations to Apply (ITA) to candidates under Express Entry draw round 250. In this draw, IRCC continued inviting candidates under all immigration programs.  In round #250, the cut-off score was 486 points, two points fewer than in the previous all-program draw. The tie-breaking rule for this round was May 19, 2023, at 14:04:00 UTC.  As of June 8, 2023, there are 222,166 profiles registered in the Express Entry pool, 4,676 fewer than in the previous update. In 2023, Canada issued 54,748 ITAs through fourteen Express Entry draws. Overview of the Latest Express Entry draw round #250 The IRCC issued 4,800 Invitations to Apply (ITAs) for Canadian PR visas in this latest Express entry draw #250 to applicants who received a CRS (Comprehensive Ranking System) score of 486 points or above across all categories. In this particular draw, there is exactly the same number of ITAs, however, the CRS score fell slightly by two points, from 488 to 486. More Afghan refugees arrive in Canada

On June 6, 2023, the Government of Canada made a new update regarding the Afghan refugees arriving in the country. The last update shows Canada has accepted 360 Afghan refugees since May 30, 2023.  As of now, Canada has welcomed a total of 32,745 Afghan refugees. Canada received 18,695 Afghans and their families’ applications under the Special Immigration Measures Program for Afghans who had assisted the Government of Canada in Afghanistan.  10,435 Afghans arrived in Canada under that program, and 17,040 Afghan nationals came under the Humanitarian program. In addition, Canada admitted 1,850 applicants under the pathway for extended family members of former interpreters. The Canadian government is making every effort to quickly and safely rehouse at least 40,000 Afghan refugees in Canada. In order to protect some of Afghanistan’s most vulnerable citizens and to represent the profound and enduring relationship that exists with Afghans, Canada has developed a number of specific programs and policies. Special measures for Afghan applications Canada is actively looking into measures to make it easier for Afghans to apply for jobs locally as well as globally due to the ongoing situation in Afghanistan. With the goal to resettle 18,000 people, the Special Immigration Measures Program was established. You must meet the following requirements in order to be eligible: You’re a citizen of Afghanistan. During your employment, you had a close and/or long-lasting relationship with the Canadian government. You or eligible members of your family had been in Afghanistan on or after July 22, 2021. You are not prohibited from entering Canada. Govt of Canada making efforts to Host Afghan Refugees According to the Canadian government, it is committed to meeting its goal of accepting at least 40,000 Afghan refugees by the end of the year. Since Ottawa mentioned in August 2021 that it would accept thousands of Afghans whose lives would be in danger under the new Taliban regime, more than 30,600 Afghans have been relocated to Canada. By the end of 2023, Canada “is firm in its commitment to resettle at least 40,000 Afghan nationals, which remains one of the largest programs in the world,” the spokesperson for Immigration, Refugees and Citizenship Canada (IRCC) told VOA. More than 10,000 individuals who worked in Afghanistan for Canadian organizations and initiatives have been resettled, and more than 16,000 individuals have been admitted, mostly women and civil society workers under humanitarian considerations.
