On April 10, 2023, Saskatchewan updated the Application Processing Times of various streams of the Saskatchewan Immigrant Nominee Program (SINP). Every quarter (every three months), the processing time is revised. It represents the average time required to process an application during that quarter. Each category’s time is measured in weeks. Processing times can change and are not always an accurate predictor for future applications.   SINP Application Processing Times 2023 The average time necessary to complete 80% of applications is given below. It measures from the time an application is received to when it gets processed.   According to the new data, in the first quarter of 2023,  In the International Skilled Worker category, the processing time in the Employment Offer stream was 4 weeks.  In the Occupation In-Demand and in the Express Entry streams – 17 weeks.  For the Tech Talent Pathway, the processing time was 2 weeks,  while for Hard-to-Fill Skills Pilot, it was 5 weeks.  In the Saskatchewan Experience category, the processing time in the Existing Work Permit stream, Health Professionals, and International Students stream was 2 weeks.  For the Truck Drivers’ stream, the processing time was 1 week.  The SINP has not provided any information regarding the processing times for the Hospitality Workers stream.  In the Entrepreneur and Farm category, the processing time for the Entrepreneur Applications was 5 weeks.  For the Entrepreneur Nominations, it was 3 weeks.  The province has not provided any information regarding the processing times for the Farmers’ stream.  The Job Approval Process, the authorization for an employer to hire a foreign worker through the SINP, took 9 weeks for specified workers and 21 weeks for not specified workers.   About the SINP Immigration to Saskatchewan, Canada is made possible by the Saskatchewan Immigrant Nominee Program (SINP) or Saskatchewan Provincial Nominee Program  You can apply to one of three SINP program categories: International Skilled Worker: for professionals looking for employment and a place to call home in Saskatchewan. According to recent data from Immigration, Refugees and Citizenship Canada (IRCC), 50 immigrant entrepreneurs were granted permanent residence in Canada through the Start-Up Visa program in January 2023. This is close to the number in January 2022, which was 55.  In January, Ontario welcomed 20 immigrant entrepreneurs, British Columbia accepted 15, Alberta ten, and Manitoba received five entrepreneurs through the SUV program.  Under the SUV program, candidates can first obtain a work permit supported by their designated Canadian investor before their permanent residence application is processed. Manitoba issued 566 invitations through the new MPNP draw

On April 6, 2023, Manitoba held a new invitation round in the new MPNP draw. In round #174 MPNP invited candidates in different streams. In round #174, the MPNP held a new occupation-specific candidate selection under the Skilled Workers in Manitoba (SWM) stream and invited 225 applicants who scored 615 points and above.  Manitoba also issued 226 LAAs in the regular SWM draw. The minimum score for the LAA in this category was 670 points, 2 points fewer than the previous draw.  In the Skilled Workers Overseas stream, MPNP issued 54 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 708 points, the same as it was in the previous draw.  In addition, 61 invitations were issued in the International Education Stream.  Manitoba has issued LAAs to 566 candidates, including 157 Express Entry candidates for this round.  In 2023, MPNP invited 3,346 candidates, and 516 of them received invitations in the Express Entry.   About Skilled Workers Streams in Manitoba (SWM) Based on the need of Manitoba employers, the Skilled Worker Stream is locally driven. BC invited 175 skilled candidates under the BC PNP Draw on April 4, 2023, the Government of British Columbia issued new invitations under the British Columbia Provincial Nominee Program (BC PNP) and invited qualified Skills, and Immigration candidates. In the general draw, the province invited 152 candidates. The minimum score for candidates invited to this draw was 85-106 points.    The province issued 17 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202). Alberta updated the inventory and invited new candidates under the AAIP on April 4, 2023, Immigration, Refugees and Citizenship Canada (IRCC) published a new update regarding the Alberta Advantage Immigration Program (AAIP). As of April 4, 2023, there were around 1,615 Alberta Opportunity Stream applications and 120 Expressions of Interest in the Alberta Express Entry pool.  In addition, on March 30, 2023, Alberta held a new invitation round in the Alberta Express Entry Stream and issued 150 Notifications of Interest (NOI) with a minimum score of 372. In 2023, the province invited 584 Express Entry candidates to apply for a provincial nomination in the Alberta Express Entry and issued 1,836 nomination certificates.   Alberta Advantage Immigration Program (AAIP) An economic immigration initiative called the Alberta Advantage Immigration Program (AAIP) recommends candidates for Alberta permanent residence. Candidates must have the necessary skills to fill open positions in Alberta or have plans to buy or start a business there. Also, they must be able to support their families.  The Canadian and Alberta governments administer the program. You, your spouse or common-law partner, and any dependent children may apply for permanent residence status if you are nominated through the program. For foreign workers who are living in Alberta and working there or who plan to do so, the AAIP offers three streams. Alberta Opportunity Stream Alberta Express Entry Stream Rural Renewal Stream   Alberta Express Entry Stream The Alberta Immigrant Nominee Program (AINP), a Provincial Nominee Program (PNP) administered by the province of Alberta, has a stream called Alberta Express Entry. Candidates are selected from the federal Express Entry pool and invited to submit for nomination by the province through the Alberta Express Entry stream. All Express Entry applicants will be considered; the program’s exact selection criteria are not yet publicly available. A limited number of qualified candidates may be recommended by Alberta through the Immigration, Refugees, and Citizenship (IRC) ExpressEntry Stream.    The AAIP made changes to immigration pathways On April 3, 2023, the AAIP made changes to immigration pathways to allow more in-demand workers and entrepreneurs to become permanent residents and immigrate to the province.  According to the announcement, the AAIP will use up to 30 percent of available Express Entry allocations for the Dedicated Healthcare Pathway, allowing healthcare workers with an Alberta job offer to immigrate to the province.  Additionally, Alberta reduced the minimum investment requirements for the AAIP Rural Entrepreneur Stream from $200,000 to $100,000 and removed the Settlement. New Brunswick immigration allocations increased by 67%  in 2023, the Federal Government allocated 5,500 certificates to the province, which is a 67% increase from 2022. This includes 1,084 additional spaces for the New Brunswick Provincial Nominee Program and 1,116 additional allocations for the Atlantic Immigration Program compared to 2022.  The government plans to increase the allocations further in 2024 and 2025. Moreover, the provincial government has announced a renewed Canada-New Brunswick Immigration Agreement through Opportunities NB. The newly updated immigration agreement allows the province to select eligible immigrants for permanent residency and prioritize highly skilled workers for faster processing through the Provincial Nominee Program with Immigration, Refugees, and Citizenship Canada.   According to Dunn, the government has set the target that by 2023, 32% of provincial nominations will be given to immigrants that speak French. The province also announced that it had renewed its immigration agreement with Ottawa.  According to the updated agreement, New Brunswick can use the Provincial Nominee Program to target highly qualified workers for accelerated processing and nominate suitable immigrants for permanent resident status.   Arlene Dunn, the minister responsible for Immigration and for Opportunities NB stated:  “We are thrilled with this increase because immigrants contribute to the development of stronger, more diverse, and vibrant communities,”  “A strong partnership with the federal government is essential to our sustained success on this matter because immigration is a shared jurisdiction. They have my gratitude for their continuous support and collaboration.” According to Dunn, the new allocation will promote demographic and economic growth. She claimed that the updated agreement provides a thorough structure that details the province-led components of immigration to the province.    Federal Immigration, Refugees, and Citizenship Minister Sean Fraser Stated:  The Canada-New Brunswick Immigration Agreement is crucial for addressing ongoing immigration problems like labor market demands and slow population growth. On April 4, 2023, Ontario Immigration Nominee Program (OINP) issued a total of 889 invitations under the three OINP streams. Ontario Immigration Nominee Program issued 752 invitations to apply (ITAs) for the Master’s Graduate stream. The minimum score of this round was 52 points, 8 points more than it was in the previous draw.  On April 4, 2023, Ontario also invited 131 candidates under the Ph.D. Graduate Stream. The minimum score for this draw was 48 points. On March 30, 2023, British Columbia held a new draw for business candidates in the British Columbia Provincial Nominee Program (BC PNP). The province invited seven candidates in the Base Category of the Entrepreneur Stream. The lowest score of this round was 115 points, one point fewer than the previous draw.    The maximum number of possible points in the Entrepreneur Stream grid is 200. 120 points candidates can get for self-declared factors such as Experience & Ownership, Net Worth, Investment, etc. Another 80 points are given for the business concept. This year, the province invited up to 29 entrepreneurs under the BCPNP.   BC PNP Entrepreneur Immigration Entrepreneur Immigration (EI) is an option for international entrepreneurs who want to immigrate to British Columbia (B.C.) to establish businesses that support innovation and economic growth in the province. On April 3, 2023, the AAIP made changes to immigration pathways to allow more in-demand workers and entrepreneurs to become permanent residents and immigrate to the province.  According to the announcement, the AAIP will use up to 30 percent of available Express Entry allocations for the Dedicated Healthcare Pathway, allowing healthcare workers with an Alberta job offer to immigrate to the province.    Additionally, Alberta reduced the minimum investment requirements for the AAIP Rural Entrepreneur Stream from $200,000 to $100,000 and removed the Settlement Organization Endorsement Letter Requirement for the AAIP Rural Renewal Stream.  Most importantly, the AAIP will participate in the Economic Mobility Pathways Pilot (EMPP) to help refugees immigrate to the province through existing economic programs.    In order to attract and retain workers, Alberta is streamlining the application process for the rural renewal stream. The Rural Renewal Stream will enable rural towns to attract, hire, and accept newcomers based on local requirements by doing away with the need for a letter from a settlement agency. Finally, Alberta provided a new AAIP phone line as an additional option to contact the AAIP.    Alberta Advantage Immigration Program  An economic immigration program named the Alberta Advantage Immigration Program (AAIP) suggests individuals for Alberta permanent citizenship. Candidates must have the necessary skills to fill open positions in Alberta or have plans to buy or launch a business there. In addition, they must be able to support their families. The Canadian and Albertan governments manage the program. You, your spouse or common-law partner, and any dependent children can apply for permanent residence status if you are nominated through the program.
