PEI held a new draw and invited 46 skilled candidates on March 30, 2023, Prince Edward Island conducted a new invitation round in the Labour Impact and Express Entry streams and invited 113 candidates under the Prince Edward Island Provincial Nominee Program (PEI PNP).  The PEI PNP issued a total of 1,854 invitations in 2022. This year, PEI invited 754 candidates, including 735 under the Labour Impact and Express Entry categories and 19 business candidates. Ottawa allowed temporary foreign workers to buy residential homes in Canada

The Government of Canada has recently expanded its list of foreign nationals who can purchase homes to include temporary foreign workers with at least 183 days left on their work permits. However, these individuals can only buy a maximum of one residential property due to the two-year ban that was implemented on January 1, 2023.  In addition to altering existing policies, the government has redefined the interpretation of a foreign-owned company, thereby permitting firms to have a greater proportion of foreign ownership without being deemed as international enterprises.   The restriction was then extended in early December by Ottawa to include any vulnerable individuals with temporary visas who are fleeing a conflict or those who have already filed for refugee status in Canada. Immigration Minister Sean Fraser has the ability to grant those exemptions. Canada now excludes foreign nationals and businesses who plan to purchase vacant land and develop it for residential or mixed-use, as well as temporary foreign workers with six months left on their work permits.    Housing and Diversity and Inclusion Ahmed Hussen, say the most recent exemptions to the norm are designed to provide immigrants and businesses looking to invest in Canada greater flexibility. The number of permanent residents becoming Canadian citizens has plummeted since 2001 as Canada reaches record-breaking levels of immigration, new data from Statistics Canada reveals that almost half of the recent immigrants are forgoing Canadian citizenship. Over the past two decades, Statistics Canada’s figures demonstrate a remarkable drop-off in permanent residents electing to take on Canadian citizenship – by as much as 40%.  The Institute for Canadian Citizenship has also cited these numbers to support the findings. In 2021, 45.7% of permanent residents who had been in Canada for less than ten years obtained citizenship – a notable drop from the 60 and 75.1 percent rates observed in 2016 and 2001.   Getting citizenship in the host country has many advantages for both immigrants and the local population. For instance, obtaining citizenship allows immigrants to vote, provides them the ability to influence politics, and may increase their economic opportunities. (Bratsberg, Ragan, and Nasir 2002; Hayfron 2008) Among the major Western countries, Canada has one of the highest citizenship rates (the percentage of immigrants who become citizens) (Picot and Hou 2011). Data shows that, among recent Canadian immigrants, the rate has been dropping. This research explores the extent of this downward trend, the duration, and how it varies among different immigrant groups.   The analysis’s main focus, the citizenship rate among immigrants who have resided in Canada for 5 to 9 years, fell from a high of 75.4% in 1996 to a low of 60.4% in 2016. (Chart 1 and Table 2). 7.1 percentage points between 2011 and 2016 and 5.5 percentage points between 2006 and 2011 comprised the majority of this decline, which occurred in more recent intercensal years. The declines between 1996 and 2001 as well as between 2001 and 2006 were much less significant. These are basic statistics, however different immigration groups may show different trends. The analysis focuses on the change in the citizenship rate among groups divided by family income, fluency in an official language, level of education, and source country or region to determine whether this is the case.    Permanent Residents in Canada  An immigrant to Canada who has been granted permanent residence status but is not a Canadian citizen is known as a permanent resident. People from other countries are permanent residents. While boarding a flight to Canada or traveling to Canada on any other commercial carrier, permanent residents (PRs) of Canada must have their valid PR card or permanent resident travel document (PRTD) with them.   What permanent residents in Canada can do?  You have the rights as a permanent resident to live, work, or study anywhere in Canada and get the majority of social benefits available to Canadian citizens, including health insurance, the right to protection under Canadian law, and the Canadian Charter of Rights and Freedoms by applying for citizenship. Sudbury considered 27 applications under the RNIP on March 29, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 27 candidates. The lowest score of these draws was 270 points, 25 points more than in the previous draw. Five of these candidates were drawn through the Francophone Stream.  Last year, in total, 154 applicants were invited. Sudbury has recommended at least 276 individuals under the RNIP since the program’s launch. So far, the city has considered 76 candidates in 2023.   Rural and Northern Immigration Pilot (RNIP) The Rural and Northern Immigration Pilot is a program driven by the local community. By offering a path to permanent residency for highly skilled foreign workers who want to settle and work in one of the participating communities, it aims to expand the advantages of economic immigration to smaller communities. With the commitment of bringing 500,000 new permanent residents to Canada by 2025 in mind, Budget 2023 has allocated $1.6 billion over six years and an additional $315 million ongoing.  Moreover, Immigration, Refugees, and Citizenship Canada (IRCC) will benefit from an extra budget of $50 million to reduce immigration backlogs.  To create a “stronger immigration system,” the Government of Canada has defined four key objectives: Francophone immigration, citizenship and visitor visa applicants, and asylum seekers. Canada is anticipating welcoming unprecedented numbers of immigrants over the following three years. Labor shortages are an integral factor in encouraging large-scale immigration into the country.   Remarkably, Canada has recovered from the COVID recession. Over the past year, Canada’s economy grew at the highest pace among the nations of the G7, and 830,000 more Canadians are employed currently than there were before the outbreak. Eight months in a row of declining inflation, a near-record low unemployment rate, and a record high for women aged 25 to 54 who participated in the job market, reaching 85.7% in February, all point to positive economic developments in Canada.   Canada Budget 2023 Builds Significant Development  Budget 2023 offers targeted inflation relief for 11 million Canadians and families that are most in need through the new Grocery Rebate, providing up to a total of $467 for authorized couples with children; an extra $234 for single Canadians; and an extra $225 for seniors, on average. The government also takes action to reduce credit card transaction costs for small businesses, outlaw predatory lending, and let Canadians keep more money in their own pockets. Budget 2023 provides $198.3 billion to strengthen Canada’s public health care system as a whole. The funds will be used to clear backlogs, increase access to family health services, and make sure that provinces and territories can offer the timely, excellent care that Canadians expect and deserve. The government also announces a new Canadian Dental Care Plan in Budget 2023, which will provide coverage for up to nine million Canadians and ensure that no one is forced to choose between their health and their ability to pay their monthly bills.   Canada Budget 2023 Impact on Immigration  Every year, Canada announces a budget that acts as a guide for the coming fiscal year’s spending. It has a significant impact on both natives of Canada and recent immigrants in every aspect of life.  In order to improve application intake for the Private Sponsorship of Refugees Program, the government proposes to amend the Immigration and Refugee Protection Act in Budget 2023. This will result in quicker and more predictable processing times, which will make it easier for sponsors to plan and get ready for the arrival of refugee families. Canada has set out four priorities in an effort to build a “stronger immigration system”: immigration of francophones, citizenship applications, visitors, and asylum seekers.   Francophones immigration  $123.2 million has been designated to support Francophone immigration as part of Canada’s plan to support the French language. A portion of the funds will be utilized for additional settlement support for these immigrants when they arrive in Canada as well as efforts by Canadian firms to hire French-speaking overseas workers.   Improving citizenship applications There is a need for what the government calls a “safe and efficient” immigration system since over the next three years, 1.4 million immigrants are anticipated to come to Canada. For IRCC and the Royal Canadian Mounted Police to implement biometrics, which will speed up the processing of citizenship applications, Canada is proposing $10 million over five years starting in the fiscal year 2023–2024, with $14.6 million in remaining amortization. With the help of this funding, Canada will continue to improve its immigration policies, including the introduction of online ceremonies and testing for citizenship.   Improvements for visitors in Canada Budget 2023 contains a proposal to simplify and speed up the application process for anyone wanting to visit Canada as the economy works to recover from the pandemic. Some nationals of certain nations need an Electronic Travel Authorization to enter Canada, while others need an Electronic Travel Authorization (eTA).  It proposes broadening the eTA Program’s eligibility to trustworthy, low-risk travelers from nations that require visas. This service is now available only in Brazil. With this effort, Canada could potentially become a more attractive destination for trustworthy visitors. The Canadian economy gets billions of dollars in revenue from visitors. They also improve Canada’s relations with other nations on a social and economic level.   This policy will cost $50.8 million in revenue reductions over the course of four years. The eligible countries’ details will be announced in the weeks to come.   Aids for Asylum seekers For asylum seekers who are unable to pay for legal representation, the federal government cooperates in partnership with the provinces and territories to help pay for legal aid services. Justice Canada is proposed to receive $43.5 million in 2023–2024 in the Budget 2023 to support services for immigration and refugee legal aid. Ottawa issued more invitations under the latest all-program Express Entry draw on March 29, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued another 7,000 Invitations to Apply (ITA) to candidates under Express Entry. In this draw, IRCC continued inviting candidates under all immigration programs.  In round #245, the cut-off score was 481 points, three points fewer than in the previous all-program draw. It was the lowest all-program CRS score since December 2020. The tie-breaking rule for this round was February 14, 2023, at 07:35:00 UTC.  As of March 29, 2023, there are 234,947 profiles registered in the Express Entry pool, 5,199 fewer than the previous update. In 2023, Canada issued 37,559 ITAs through Express Entry.   Since this is the second consecutive week that IRCC has invited Express Entry candidates, the draw is surprising. Express Entry draws usually happen every 2 weeks. The 7,000 ITAs constitute the second-biggest Express Entry draw size ever after only the record-breaking CEC-only draw that took place in February 2021. On March 27, 2023, The Government of Canada launched the Immigration System for the future of Canada’s immigration system. This innovative initiative seeks to understand the perspectives of various partners and stakeholders to shape a vision of how immigration can empower communities across Canada. Ontario published 2022 OINP results on March 23, 2023, the Government of Ontario introduced the 2022 nomination results of the Ontario Immigrant Nominee Program (OINP). The OINP experienced unprecedented demand in 2022, leading to the biggest number of nominations in its history.  Last year, Ontario issued 9,750 nominations under the following streams: Employer Job Offer: Foreign Worker stream – 885 Employer Job Offer: In-Demand Skills Stream – 159 Employer Job Offer: International Student Stream – 771 Ph.D. Graduate stream – 303 Master’s Graduate stream – 1,480 Ontario’s Express Entry Skilled Trades stream – 3,196 Ontario’s Express Entry Human Capital Priorities stream – 2,370 Ontario’s Express Entry French-Speaking Skilled Worker Stream – 583 Entrepreneur stream – 3 Last year, Ontario invited 21,860 candidates under the nine streams of the OINP. In 2022, the OINP issued the highest number of nominations to skilled trades workers in its history. Approximately 40% of all nominations were to individuals with work experience or a job offer in a skilled trade occupation. Oinp had a high number of nominations in Technology related occupations, approximately 25%. OINP nominated over 150 healthcare workers in 2022, including 75 nurses and personal support workers.  In 2022, OINP nominated open individuals from over 1,300 employers across all Ontario industries.
