Canada Extends PGWPs of International Graduates to work in Canada for longer on March 17, 2023, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced that international graduates with expired or expiring post-graduation work permits (PGWP) could apply for an additional work permit for up to 18 months.  Starting April 6, 2023, PGWP holders who want to stay in Canada longer and those whose PGWPs have already expired in 2023 will be eligible for a new permit. Foreign nationals who have exceeded the 90-day restoration period will also be able to restore their status and receive interim work authorization.    Foreign nationals who were eligible for the 2022 PGWP facilitative measure and whose PGWP had already expired in 2023 will also be eligible to apply for an additional 18-month work permit. Even if the 90-day restoration period ends, those who have expired work permits are able to obtain their status restored. They will additionally receive an interim work authorization while waiting for their new work permit application to be processed. In order to address Canada’s labor shortage, talented and skilled international graduates are vital, and those who are nearing the end of their PGWP are already integrating well into the Canadian labor market. The additional work permit will enable qualified candidates to continue assisting the Canadian economy, gain important work experience, and get ready to submit an application for permanent residence.   The Honourable Sean Fraser, Minister of Immigration, Refugees, and Citizenship stated:  “We have to make use of every tool in our toolbox to help employers who continue to have challenges finding the employees they need to grow. Alberta is expecting a massive rise in the AAIP over the next three years, Alberta is currently in dire need of workers to fill over 100,000 job vacancies and bolster its economy. To meet the labor shortage, the Prairie province has asked Ottawa to increase the number of immigrants it can accept through the Alberta Advantage Immigration Program (AAIP).    Danielle Smith, Premier of the province, declared that AAIP would experience a significant surge over the subsequent three years. By the end of 2025, there may be an estimated 67 percent increase in nominations. The AAIP has recently increased the immigration numbers to 9,750 nominations for 2023. Those figures are predicted to climb even higher, with 10,140 anticipated for 2024 and approximately 10,849 for 2025.   Rise in the AAIP from 6,500 to 10,849 by 2025  The Prairie province has been urging Ottawa to increase the number of immigrants it may accept through its Provincial Nominee Program (PNP), which it relates to as the AAIP, in order to meet its labor demand.  The AAIP is permitted to increase the number of nominations. In 2023, the number of nominations is set to increase to 9,750. In 2024, the number of nominations is set to increase to 10,140. In 2025, the number of nominations is set to increase to 10,849. These are significant increases over the 6,500 permitted the prior year. As well, Alberta Immigration Minister Rajan Sawhney said in a statement that “In order to grow their societies, fill labor shortages in major industries, and sustain Alberta’s economic success, the province needs more immigrants.”   Access to postsecondary education for all immigrants  Demetrios Nicolaides, the minister of advanced education for Alberta, stated: “The Rural Renewal and Rural Entrepreneur Streams demonstrate that skilled immigrants are accepted, supported, and able to thrive and grow outside of Alberta’s major cities and fill open positions all over our province.” The AAIP offers newcomers a number of options to gain permanent residence in Alberta, including temporary foreign workers, international graduates, and entrepreneurs. Ontario invited candidates under two streams of OINP on March 14, 2023, the Government of Ontario held new draws in the Employer Job Offer: International Student Stream (EJO IS) and Employer Job Offer: Foreign Worker Stream (EJO FW) of the Ontario Immigrant Nominee Program (OINP).  The province held two draws in the EJO IS Stream and issued 906 invitations to apply (ITAs) to eligible candidates working in the skilled trades, healthcare, and tech occupations. New Brunswick invited new candidates to apply in Express Entry, the provincial Government of New Brunswick issued 93 Invitations to Apply (ITAs) via two Express Entry streams. Seven ITAs have been issued under the New Brunswick Employment Connection (EC) program, while 86 ITAs have been issued through the Express Entry Occupations In-Demand Connection (OIDC) program.    In addition, the province granted 51 Post-Graduate Work Permits (PGWP) for international students who graduated from the province’s Designated Learning Institutions (DLI). Applying for a Post-Graduate Work Permit (PGWP) through the NB Student Connection program is simple, as applicants do not need a job offer but must complete their studies within the last six months, live in New Brunswick, and actively look for work.   Details of New Brunswick’s new candidates to apply in Express Entry  There is a brief explanation of targeted programs for New Brunswick invitations for new candidates via Express Entry streams, and program eligibility requirements for applicants. Candidates for the EC must meet the minimum work experience, educational, and language proficiency requirements and provide proof of sufficient funds. The minimum work requirement for that program is one year of full-time, paid work (1,560 total hours), or an equivalent number of part-time hours. The job type stated on the immigration application must reflect the work experience that must fall under one of the NOC TEER categories 0, 1, 2, or 3.   Every candidate submitting a form through that New Brunswick Express Entry stream must also acquire a passing score on an English or French language proficiency test given by an agency designated by Immigration, Refugees and Citizenship Canada (IRCC). A year of full-time paid work (a total of 1,560 hours), or an equal amount of part-time hours in occupations with NOC codes in the 0, 1, or 2 categories, is the minimum amount of work experience required by the OIDC. Since this is an application for the New Brunswick Express Entry stream, it must also meet the language and educational requirements, and the applicant must demonstrate that those who plan to live in New Brunswick and have the means to do so.   No job offer is required to apply for a PGWP through the NB Student Connection program, but applicants must have finished their studies within the previous six months, live in the province, and be actively looking for employment. Graduate students in thesis-based programs are eligible to apply once their academic research has been officially submitted for evaluation. Graduates who apply through this program must also have the same degree of work experience and language proficiency that is required to apply through the other two programs, as well as intend to reside in New Brunswick.   PGWP program applicants are required to provide photocopies of at least two of the following documents showing that they completed successfully a PGWP-eligible study program in New Brunswick within the previous six months: final transcripts; diploma or certificate, or a letter of completion from the institution.   Post-Graduate Work Permits  Students who have graduated from eligible Canadian designated learning institutions (DLIs) are eligible for the Post-Graduation Work Permit (PGWP) Program, which allows them to get an open work permit and gain valuable Canadian work experience. Manitoba issued new invitations under the MPNP occupation-specific EOI draw on March 9, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #171, the MPNP held a new occupation-specific candidate selection (sales and service support occupations) under the Skilled Workers in Manitoba stream and invited 224 applicants who scored 612 points and more.    Manitoba also issued 277 LAAs in the regular SWM draw. The minimum score for the LAA in this category was 675 points, 18 points fewer than the previous draw. In the Skilled Workers Overseas stream, MPNP  issued 43 LAAs to candidates invited under the Strategic Recruitment Initiative.    The lowest score in the SWO category was 666 points, 55 points fewer than in the previous draw. In addition, 53 invitations were issued in the International Education Stream. Ontario invited 815 tech candidates under the OINP’s Express Entry HCP draws on March 10, 2023, the Ontario Immigrant Nominee Program (OINP) conducted a new invitation draw under the Human Capital Priorities Stream. In the tech draw, the OINP issued 815 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand tech occupations.    Those candidates’ CRS Express Entry score was between 479-489 points. The OINP invited candidates under nine national occupational codes (NOC) in this draw. In 2023, Ontario issued 8,411 invitations under all streams of OINP, including 3,539 candidates under the Human Capital Priorities Stream.    NOC codes of Candidates invited under OINP’s Express Entry HCP draws Under OINP’s Express Entry HCP draws, NOIs were issued to 815 candidates with CRS scores ranging from 479 to 489. On March 9, 2023, the Ontario Immigrant Nominee Program (OINP) conducted a new invitation draw under the Human Capital Priorities Stream. In the healthcare draw, the OINP issued 822 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand occupations.    Those candidates’ CRS Express Entry score was relatively low – between 469-489 points. The OINP invited candidates under 42 national occupational codes (NOC) in this draw.  In 2023, Ontario issued 7,596 invitations under all streams of OINP, including 2,724 candidates under the Human Capital Priorities Stream.   OINP issued 822 notifications of interest in healthcare draw  With a CRS score range of 469-489 and experience in targeted healthcare occupations, Ontario has invited a total of 822 immigration candidates in this draw for the OINP- Human Capital Priorities (HCP) Stream. Additionally, candidates must have worked in a specific National Occupation Classification (NOC) classification. Not all professions accepted invitations. On March 9, 2023, the Government of Canada announced a new permanent residence pathway for Afghan extended family members of former language and cultural advisors who helped Canada in Afghanistan. The application process is open for the mentioned Afghan nationals under a new temporary public policy.    To be eligible, candidates must have been employed by National Defence in Afghanistan between 2001 and 2021 and currently live in Canada, as the declaration confirming their residence is part of the application process.  In addition, all eligible applicants must meet security, criminality, and medical admissibility requirements.   The country conditions in which applicants actually live, our ability to process their application (including steps to complete security screening and collect biometrics), and whether applicants have the required travel documents all are factors that will affect how quickly approved applicants arrive in Canada. The Canadian government is still firm in its commitment to welcome at least 40,000 refugees and Afghans who require protection. International graduates use PGWP as a path to obtain permanent residency in Canada for international students who have graduated from an approved Canadian Designated Learning Institution (DLI), the Post-Graduation Work Permit Program (PGWP) provides a fantastic opportunity to stay in Canada, work and establish their lives.    According to Statistics Canada, approximately 75 percent of PGWP holders acquire permanent residency within five years after they receive the permit. Undoubtedly, gaining work experience through a PGWP immensely benefits future permanent residents, as many permanent residence pathways reward additional points to individuals with Canadian work experience. In fact, the total number of PGWP holders in Canada has increased every year, according to a review of PGWP holders by annual graduation cohort. The research found that 29% of graduates from the cohort 2008 retained their PGWP after five years. For the graduating class of 2009, that number increased by an additional 5%, and it has since been steadily rising. Five years after their graduation, 52% of the cohort of 2013’s graduates had gained a PGWP. Statistics indicate a 528% increase in the total number of PGWP holders between 2008 and 2018 further demonstrating the PGWP’s growth (from 10,300 to 64,700).   PGWP holders’ median earnings increased between 2008 and 2018 The median average “earnings for valid [PGWP] holders with positive T4 earnings” for the 2018 tax year was $26,800. That figure was only $14,500 in 2008. (in 2018 dollars). In 2008, the lowest province median income for PGWP holders was $10,600. (Quebec). The province of Alberta reported the highest earnings in 2008, with PGWP holders earning a median annual salary of $24,000.  In 2018, those figures climbed to $23,200 (in Québec) and $32,000 (in Alberta).   What is a Post-Graduation Work Permit (PGWP)?  Students who have graduated from eligible Canadian designated learning institutions (DLIs) are eligible for the Post-Graduation Work Permit (PGWP) Program, which allows them to get an open work permit and acquire valuable Canadian work experience. Graduates are more likely to be accepted into the Canadian experience class of Express Entry if they have skilled Canadian work experience in categories 0, 1, or 3 of the Training, Education, Experience, and Responsibilities (TEER) system.   Post-graduation work permit (PGWP) validity and application Work Market Impact Assessments are not required for the Post-graduation work permit (PGWP). They are considered to be open and have the C43 code. As with all open work permits, graduates can work after graduation with a post-graduation permit. work full-time work part-time be self-employed Depending on how long the study program was, a post-graduation work permit may be issued for a minimum of 8 months or a maximum of 3 years. Officers may consider the length of the study program in Canada when determining the length of a post-graduation work permit and confirm it with supporting documents.   Regular breaks should be counted towards the overall time required for the post-graduation work permit, such as regular winter and summer breaks.
