On June 28, 2023, Immigration, Refugees and Citizenship Canada (IRCC) held the first Category-Based Selection Express Entry draw and issued 500 Invitations to Apply (ITA) to candidates working in healthcare occupations.  In round #252, the cut-off score was 476 points. The tie-breaking rule for this round was November 12, 2022, at 12:47:27 UTC. As of June 28, 2023, there were 220,003 profiles registered in the Express Entry pool.  On July 5, 2023, IRCC will hold another occupation-specific Express Entry draw for healthcare workers. This year, Canada issued 59,548 ITAs through the Express Entry draws.   Category-Based Selection and Healthcare Occupations Since the six new categories were made public on May 31, this is the first Category-Based Selection Express Entry draw. Canada will be allowed to send invitations to apply (ITAs) to potential employees who have specific skills, training, or language ability due to category-based selections. This will make it easier to select candidates for permanent residence who have the most in-demand skills. The following categories have been selected for 2023: Science, Technology, Engineering, and Math (STEM) occupations French-language proficiency. Healthcare occupations. Trade occupations. Transport occupations. Agriculture and agri-food occupations. Canada announced occupation-specific Express Entry draws for STEM workers

On June 28, 2023, the Government of Canada announced occupation-specific Express Entry draws for STEM workers. By prioritizing skilled newcomers in these fields, Canada aims to fill key positions and meet the demand for talent, boosting the nation’s economic growth and technological advancement.  The first STEM round for category-based selection opens the week of July 5, targeting:  data scientists,  software developers and programmers,  mathematicians,  statisticians,  actuaries, and  electrical and electronics engineers.  This announcement reinforces Canada’s commitment to attracting global talent and solidifying its position in research, development, and innovation. Canada announced the category-based selections

On June 28, 2023, the Canadian Government announced the category-based selection to invite skilled newcomers with work experience in healthcare to address this sector’s severe labor market shortages.  Statistics Canada reported an all-time high of 150,100 job vacancies in health and social assistance in the third quarter of 2022, with 38 of the 58 occupational groupings that faced shortages between 2019 and 2021 concentrated in health.  Employment and Social Development Canada’s Canadian Occupational Projection System (COPS) predicts that health care will become the largest employing sector in Canada, with over 2.5 million workers by 2031. The use of these new features for a specific round of invitations to be sent to health workers, including doctors, nurses, dentists, pharmacists, physiotherapists, and optometrists, was announced on June 28, 2023, by the honorable Sean Fraser, Minister of Immigration, Refugees, and Citizenship, and the honorable Jean-Yves Duclos, Minister of Health.  On June 28, the first round of category-based selection started and 500 healthcare workers were asked to submit. On July 5, 1,500 workers will be invited to apply in a second round. This phased strategy will guarantee the program’s successful launch. This initiative will help increase access to healthcare services for Canadians and their families by focusing on applicants with experience in the industry and by bringing in the talent the nation needs. Canada launched a new selection category under Express Entry

On May 31, 2023, the Government of Canada launched a new selection category under Express Entry, allowing IRCC to invite prospective permanent residents with specific skills, training, or language ability.  This year, invitations will focus on candidates with strong French language proficiency or experience in:  healthcare,  STEM professions,  trades,  transport,  agriculture, and  agri-food.  Category-based selection supports Canada’s commitment to welcoming skilled workers into communities nationwide.  In June 2022, Canada changed the Immigration and Refugee Protection Act to select immigrants based on key economic attributes, such as work experience and French knowledge. The minister claims that by allowing IRCC to extend more invites to eligible persons in these specific professions, Canada will be able to achieve its goal of luring in-demand workers to all of its regions. The new categories’ first draws are expected to begin later this summer.  The new categories are intended to fill open posts across Canada, in addition to increasing the use of French in communities of French descent outside of Quebec.    Why are new Express Entry categories being added? The new categories were created to fill opportunities across Canada. Immigration is viewed as a key factor in addressing the labor shortage and elevating the status of the French language in communities of French descent outside of Quebec. Fraser says, “Employers across the country are complaining loud and clear about the ongoing worker shortages. These modifications to the Express Entry process will guarantee that they have access to the qualified workers they require to develop and succeed. In addition, by increasing the number of candidates who are fluent in French, we can aid businesses that are experiencing a labor shortage and secure the survival of French-speaking communities. IRCC issued an increasingly high number of ITAs in the first quarter of 2023

A record number of Invitations to Apply (ITAs) were issued in the first quarter of 2023, making it the third-highest number to be issued in a three-month period since Express Entry was introduced.  Immigration, Refugees and Citizenship Canada (IRCC) issued 37,559 invitations, including the three largest all-program draws in history, each inviting approximately 7,000 applicants.  The number of invitations issued in 2023 was second only to the record year of 2021, contrasting starkly with 2022, which saw the least number of invitations issued for the first quarter on record. In order to meet its record goal of 465,000 new immigrants in 2023—82,880 of those will qualify in the category of Federal High Skilled Workers—IRCC needs to generate an important amount of ITAs in the first half of the year.   Number of ITAs issued in 2023 in Express Entry Draws In just three months in 2023, Canada issued 37,559 ITAs to applicants in a total of 10 Express Entry draws.
