Ottawa issued more invitations under the latest all-program Express Entry draw on March 29, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued another 7,000 Invitations to Apply (ITA) to candidates under Express Entry. In this draw, IRCC continued inviting candidates under all immigration programs.  In round #245, the cut-off score was 481 points, three points fewer than in the previous all-program draw. It was the lowest all-program CRS score since December 2020. The tie-breaking rule for this round was February 14, 2023, at 07:35:00 UTC.  As of March 29, 2023, there are 234,947 profiles registered in the Express Entry pool, 5,199 fewer than the previous update. In 2023, Canada issued 37,559 ITAs through Express Entry.   Since this is the second consecutive week that IRCC has invited Express Entry candidates, the draw is surprising. Express Entry draws usually happen every 2 weeks. The 7,000 ITAs constitute the second-biggest Express Entry draw size ever after only the record-breaking CEC-only draw that took place in February 2021. New Brunswick invited new candidates to apply in Express Entry, the provincial Government of New Brunswick issued 93 Invitations to Apply (ITAs) via two Express Entry streams. Seven ITAs have been issued under the New Brunswick Employment Connection (EC) program, while 86 ITAs have been issued through the Express Entry Occupations In-Demand Connection (OIDC) program.    In addition, the province granted 51 Post-Graduate Work Permits (PGWP) for international students who graduated from the province’s Designated Learning Institutions (DLI). Applying for a Post-Graduate Work Permit (PGWP) through the NB Student Connection program is simple, as applicants do not need a job offer but must complete their studies within the last six months, live in New Brunswick, and actively look for work.   Details of New Brunswick’s new candidates to apply in Express Entry  There is a brief explanation of targeted programs for New Brunswick invitations for new candidates via Express Entry streams, and program eligibility requirements for applicants. Candidates for the EC must meet the minimum work experience, educational, and language proficiency requirements and provide proof of sufficient funds. The minimum work requirement for that program is one year of full-time, paid work (1,560 total hours), or an equivalent number of part-time hours. The job type stated on the immigration application must reflect the work experience that must fall under one of the NOC TEER categories 0, 1, 2, or 3.   Every candidate submitting a form through that New Brunswick Express Entry stream must also acquire a passing score on an English or French language proficiency test given by an agency designated by Immigration, Refugees and Citizenship Canada (IRCC). A year of full-time paid work (a total of 1,560 hours), or an equal amount of part-time hours in occupations with NOC codes in the 0, 1, or 2 categories, is the minimum amount of work experience required by the OIDC. Since this is an application for the New Brunswick Express Entry stream, it must also meet the language and educational requirements, and the applicant must demonstrate that those who plan to live in New Brunswick and have the means to do so.   No job offer is required to apply for a PGWP through the NB Student Connection program, but applicants must have finished their studies within the previous six months, live in the province, and be actively looking for employment. Graduate students in thesis-based programs are eligible to apply once their academic research has been officially submitted for evaluation. Graduates who apply through this program must also have the same degree of work experience and language proficiency that is required to apply through the other two programs, as well as intend to reside in New Brunswick.   PGWP program applicants are required to provide photocopies of at least two of the following documents showing that they completed successfully a PGWP-eligible study program in New Brunswick within the previous six months: final transcripts; diploma or certificate, or a letter of completion from the institution.   Post-Graduate Work Permits  Students who have graduated from eligible Canadian designated learning institutions (DLIs) are eligible for the Post-Graduation Work Permit (PGWP) Program, which allows them to get an open work permit and gain valuable Canadian work experience. IRCC held the first Express Entry draw of 2023 On January 11, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 5,500 Invitations to Apply (ITA) to candidates under Express Entry. In the first Express Entry draw of 2023, IRCC continued inviting candidates under all immigration programs.    In the first Express Entry draw of 2023 In round #237, the cut-off score was 507 points, 16 points more than the previous draw. The tie-breaking rule for this round was December 6, 2022, at 11:00:07 UTC. As of January 11, 2023, there are 243,255 profiles registered in the Express Entry pool, 11,040 more than the previous update. Last year, Canada issued 46,538 ITAs through Express Entry.   There was no specific program targeted by the first Express Entry draw of 2023. This means that applicants from the Federal Skilled Worker Class (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades (FSTP) were qualified to receive invitations. 2022 was a unique year for Canada’s Express Entry immigration system

2022 was a unique year for Canada’s Express Entry immigration system and an overview of Canada’s express entry system 2022. The all-program draws were on pause for the opening six months of 2022 and then resumed for five more months until a technical issue caused them to be suspended once again. Only late 2022 showed signs of the Immigration, Refugees and Citizenship Canada’s (IRCC) application backlog being reduced significantly.    After seven years of steady growth since the system’s inception in 2015, this was the first year that saw a complete halt. That being said, it is only provisional as record immigration levels have been forecasted for the coming three years and are expected to increase to 500,000 annually by 2025. Consequently, the Express Entry immigration system will likely come back with greater vigor in 2023 when Canada attempts to battle its constant labor shortage.   The backlog of Express Entry applications started to clear out in the second half of 2022. The Canadian government has committed even more funds to clear the backlogs, thus it is expected that they will decrease even more significantly in the next year.    The introduction of an updated National Occupational Classification System in 2022 was another significant development. The National Occupational Classification (NOC) System was updated during the year. The Provincial Nominee Programs have been modified to work with the new TEER system, which now assigns vocations a five-number code instead of a 4.   The NOC system is used by Immigration, Refugee, and Citizenship Canada (IRCC) to establish a candidate’s eligibility for Express Entry. Express Entry profiles can only currently be submitted by candidates who have NOC skill types A, B, or 0 of work experience. Jobs in TEERs 0, 1, and 3 will be eligible for Express Entry programs under the new system. It effectively means that in advance of the introduction of occupation-specific draws in early 2023, officials and employers will be better able to identify the employees they want. All of the newly added occupations, which were included in the Federal Skilled Worker Program when NOC 2021 was introduced in November 2022, are mentioned in full below: Payroll administrators; Dental assistants and dental laboratory assistants; Nurse aides, orderlies, and patient service associates; Pharmacy technical assistants and pharmacy assistants; Elementary and secondary school teacher assistants; Sheriffs and bailiffs; Correctional service officers; Bylaw enforcement and other regulatory officers; Estheticians, electrologists, and related occupations; Residential and commercial installers and servicers; Pest controllers and fumigators; Other repairers and servicers; Transport truck drivers; Bus drivers, subway operators, and other transit operators; Heavy equipment operators; and Aircraft assemblers and aircraft assembly inspectors.   Express Entry immigration system Using the Express Entry immigration system to enter the country is the process of submitting an application for skilled immigrants who wish to live permanently in Canada and contribute to its economy. The Express Entry immigration system is the fastest and most popular route for immigrants looking to start over in Canada. Every year, Canada welcomes over 110,000 skilled workers under the Express Entry immigration system. The three economic programs can be used by prospective immigrants who want to immigrate to Canada: Federal Skilled Worker Program (FSW) Federal Skilled Trades Program (FST) Canadian Experience Class (CEC).   If an applicant meets the requirements of the Express Entry immigration system, they may submit the required supporting documents and upload a profile on the IRCC website. The candidates will then receive a Comprehensive Ranking System (CRS) score, which is used to compare each candidate in the application pool. The probability of receiving an Invitation To Apply (ITA) for permanent residence rises with higher test scores.   Number of ITAs As per ministerial instructions, Express Entry applicants received 46,538 ITAs during the period of the 23 draws in 2022. These figure covers draws held between January and July just for participants in Provincial Nominee Programs (PNPs). There were 35,750 ITAs in total for just all-program draws, which started in July and continued through the rest of the year. Honorable Sean Fraser, the minister of immigration, stated in April of last year that all-program Express Entry draws would start up again in July. At the first draw, which was held on July 6, 1,500 applicants attended.   Due to the gap in drawings of the Express Entry immigration system in the first half of the year, there are fewer ITAs overall than in the past. The smallest draw occurred on July 6. Sixteen new occupations are now eligible for Express Entry On November 16, 2022, the Government of Canada expanded pathways to permanent residence in Canada for sixteen in-demand occupations. Nurse aides, long-term care aides, hospital attendants, elementary and secondary school teacher assistants, and transport truck drivers are only a few of the 16 new occupations that became eligible under Express Entry.    Immigration benefits our communities, economy, and more. To help solve the severe labor shortages across the nation, the Canadian government is trying to welcome immigrants who bring the skills required.   The announcement of the new eligible occupations was made after the implementation of the National Occupational Classification (NOC) 2021, which allows Canada to bring in foreign workers in high-demand sectors like health care, construction, and transportation.   According to the Honourable. Sean Fraser, Minister of Citizenship, Immigration, and Refugees:  “We are addressing labor shortages with every option at our disposal, especially in major industries like healthcare, construction, and transportation. These reforms will benefit Canadians who require these services as well as employers by giving them access to a more qualified workforce that will help drive our economy into a successful future. I’m excited to report that there are now more options for these in-demand workers to get permanent residency in Canada.   Occupations That Became Eligible The IRCC has added 16 jobs that are now eligible through Express Entry through the NOC update since many industries are now experiencing labor shortages around the nation. This will make it easier for many foreign workers who want to immigrate to Canada as well as some people who are currently employed in entry-level positions.  These professions consist of: Payroll administrators Dental assistants and dental laboratory assistants Nurse aides, orderlies, and patient service associates Pharmacy technical assistants and pharmacy assistants Elementary and secondary school teacher assistants Sheriffs and bailiffs Correctional service officers By-law enforcement and other regulatory officers Estheticians, electrologists, and related occupations Residential and commercial installers and servicers Pest controllers and fumigators Other repairers and servicers Transport truck drivers Bus drivers, subway operators, and other transit operators Heavy equipment operators Aircraft assemblers and aircraft assembly inspectors   NOC 2021 impact on immigrants:   One of Canada’s top ways for attracting skilled immigrants to the nation is through Express Entry. The new NOC 2021 will allow previously ineligible candidates to now to be accepted into the Express Entry pool if they meet the updated eligibility requirements.   According to the Honourable Carla Qualthrough, Minister of Workforce Development and Disability Inclusion: “NOC 2021 is good news for Canadian employers, for immigrants who are ready to work in Canada, and for a newly eligible group of employees who will now have access to the Express Entry pathway to permanent residency. In this round of invitations, no program has been specified. In round #230, the cut-off score was 516 points, 9 points fewer compared to the previous draw.  The tie-breaking rule for this round was April 16, 2022, at 18:24:41 UTC. As of August 2, 2022, there are 239,196 profiles registered in the Express Entry pool, 252 more compared to the previous update. In 2022, Canada issued 21,038 ITAs through Express Entry.
