The tie-breaking rule for this round was July 19, 2022, at 11:05:24 UTC.  As of April 12, 2023, there are 231,119 profiles registered in the Express Entry pool, 3,828 fewer than the previous update. Canada held a new PNP draw under the Express Entry system on February 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 699 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the second PNP-targeted draw of the year. In round #241, the cut-off score was 791 points.  The tie-breaking rule for this round was February 8, 2023, at 18:09:01 UTC. As of February 15, 2023, there were 240,264 profiles registered in the Express Entry pool, 849 more than the previous update. In 2023, in total, Canada issued 15,892 invitations. Details of the New PNP draw under the Express Entry  On February 15, 2023, the fifth Express Entry draw of the year was placed. 699 invitations to apply (ITA) were sent out to PNP candidates in Express Entry draw 241 with a minimum Comprehensive Ranking System (CRS) score of 791.  Only candidates in the Provincial Nominee Program were qualified for the draw. IRCC issued a record 114,431 ITAs in 2021, all to Canadian Experience Class (CEC) and PNP candidates. It beat the previous record of 107,350 set in 2020. The newest draw saw the tie-breaking rule implemented on October 10, 2021, at 1.13 pm EST. If more than one candidate had the minimum CRS score, only those who had submitted their Express Entry profiles before this date and time received invitations.  Canada holds another PNP-specific draw. This is the largest round of invitations to be held since March this year. As on June 6, 2022, there were a total of 215,316 profiles in the IRCC Express Entry pool of candidates. Of these, only 922 were in the CRS 601 to 1,200 ranges. A nomination through any of the Express Entry linked streams under the PNP (Provincial Nominee Program) is worth CRS 600 ‘extra’ points. With the CRS 600 points for PNP nomination alone, Provincial Nominee Program-specific Express Entry rounds generally tend to have a higher minimum CRS requirement. For example, the lowest CRS score required is 796 in the latest Express Entry draw. If you take into account CRS 600 points of PNP nomination, the human capital factor score would have been only 196. The new 16 occupations to be eligible for Express Entry National Occupational Classification (NOC) 2021 will come into effect in November, allowing the following 16 occupations to become eligible for Express Entry: Dental assistants and dental laboratory assistants; Payroll administrators; Nurse aides, orderlies, and patient service associates; Pharmacy technical assistants and pharmacy assistants; Elementary and secondary school teacher assistants; Sheriffs and bailiffs; Correctional service officers; By-law enforcement and other regulatory officers; Estheticians, electrologists, and related occupations; Residential and commercial installers and servicers; Pest controllers and fumigators; Transport truck drivers; Other repairers and services; Bus drivers, subway operators, and other transit operators; Heavy equipment operators; and Aircraft assemblers and aircraft assembly inspectors. IRCC is trying to resolve the IT glitch in the Express Entry draw. Following the introduction of the National Occupation Classification (NOC) 2021, Immigration, Refugees and Citizenship Canada (IRCC) has confirmed disruptions in the Express Entry system. Unfortunately, Provincial Nominee Programs candidates were also impacted by this technical glitch. IRCC has stated that they are actively investigating these issues and striving to find solutions. However, the department has yet to indicate when a resolution will be available or what the underlying problems may be. Furthermore, IRCC asserts that candidates should check for updates regularly as more information becomes accessible. According to IRCC, they are aware that clients are often instructed by the system that they do not have sufficient Canadian work experience even though they match the Minimum Entry Criteria (MEC) of the Canadian Experience Class (CEC). This error resulted in the incorrect release of some ITAs to applicants during the round of invitations on November 23rd, including several PNP candidates. Candidates for the PNP who are attempting to update their Express Entry profile to reflect the change to NOC 2021 have also been affected by the system error.   No Express Entry draw took place It is unknown if the Express Entry draw that was skipped last week on December 7 was connected to these IT issues. CIC News has contacted IRCC to learn what the system error might mean going forward for applicants and when Express Entry draws are expected to resume. All-program Express Entry draws resumed in July of this year after an 18-month break starting in December 2020. Since draws resumed, the IRCC has been inviting candidates on Wednesdays every two weeks. Candidates shared their frustration on social media after the expected draw on December 7 wasn’t held. According to IRCC ministerial guidelines, draws will take place “almost every two weeks.” There is no rule that defines how frequently or on what day draws will occur, despite though they have typically occurred on Wednesdays. The IRCC has full discretion over it. Each draw has resulted in Canada inviting more applicants. Since July, there have been eleven draws. 4,750 candidates were invited to the two most recent draws, held on November 9 and November 23.   NOC 2021 The NOC 2016 has been replaced with the NOC 2021, it was announced on November 16, 2022. To be eligible for Express Entry, work experience must fall under NOC 2016 skill classes 0, A, or B. The (TEER) system, which stands for Training, Experience, Education, and Responsibility, has been introduced by IRCC as part of NOC 2021. By replacing the outdated NOC with a new NOC and TEER system, which integrates training, education, experience, and responsibilities, Canada will be capable of achieving the following four goals (TEER). IRCC held a new all-program Express Entry draw on March 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 7,000 Invitations to Apply (ITA) to candidates under Express Entry. In this draw, IRCC continued inviting candidates under all immigration programs. In round #243, the cut-off score was 490 points, the same as in the previous all-program draw.    The tie-breaking rule for this round was February 16, 2023, at 10:33:06 UTC. As of March 15, 2023, there are 245,121 profiles registered in the Express Entry pool, 1,747 more than the previous update.  In 2023, Canada issued 23,559 ITAs through Express Entry. The country’s record immigration target for 2023 is 465,000.   Since January 18th, this was the first all-program draw that has now been conducted. Also, it broke the previous record set on January 2023 draw of 5,500 making it the largest all-program draw ever. The most recent draw pattern was likewise broken by this draw.
