Ontario will allocate 96% of international student applications to publicly assisted colleges and universities, with the remaining 4% going to Ontario’s language schools, private universities, and other institutions. Career colleges will not accept any applications. Applications will be assigned to institutions based on the following criteria: Prioritize programs in the following high-demand fields: skilled trades, health and human resources, STEM, hospitality, and childcare. Cannot exceed the institution’s 2023 permit levels. Finally, the ratio of international permits cannot exceed 55% (excluding high-demand areas) of the institution’s first-year domestic enrolment in 2023. According to the new announcement, the number of study permits for each institution in 2024 cannot exceed those issued in 2023, with the ratio of international permits capped at 55%. All public universities, except Algoma University, and 11 of 24 public colleges will maintain 2023 application levels. The most significant decline will be in public-private college partnerships and Conestoga College. Employers will prioritize French-language enrolment as they compete for workers with French skills. The government will work with colleges and universities to help them establish and transition to programming that meets labor market needs and contributes to Ontario’s economic growth. Most international students seeking to study in Ontario must submit a provincial letter of attestation along with their study permit application. This letter proves that the applicant was accounted for within the federal government’s maximum allocations.  “We are protecting the integrity of our province’s postsecondary education system by attracting the best and brightest international students to Ontario to study in critical economic areas,” said Jill Dunlop, Minister of Colleges and Universities. “We have been working with postsecondary institutions to ensure international students are enrolled in the programs to support a pipeline of graduates for in-demand jobs.” Ontario’s decision to prioritize international student applications in high-demand fields marks a significant step towards addressing skill shortages and enhancing economic competitiveness. This was the fourth Express Entry HCP draw held by Ontario in 2024. So far, the province has invited 8,589 candidates for this stream. Except for a few exceptions, Ontario PNP draws take place every week. The stream targeted, the number of NOIs to be issued, and the CRS score range should be disclosed beforehand. OINP Issued 2,650 PR Invitations in Recent Draws

On March 12, 2024, the Government of Ontario issued PR invitations to candidates through four draws under the Ontario Immigration Nominee Program (OINP). Through a series of targeted draws, a total of 2,650 invitations were extended to eligible candidates seeking permanent residency in Ontario.  The recent draws under the OINP showcased the province’s commitment to attracting talent across various sectors. Three distinct invitation rounds were conducted under the Employer Job Offer: International Student Stream, resulting in a substantial allocation of invitations. International Student Stream: In the first draw, 1,306 invitations were issued to eligible candidates with a score of 72 or higher in the OINP Expression of Interest (EOI) system. This emphasizes Ontario’s focus on retaining international students who contribute significantly to the province’s economy and diversity. A targeted EOI draw for 63 skilled trade occupations resulted in 649 invitations being sent to profiles scoring 66 and above. This initiative highlights Ontario’s recognition of the importance of skilled trades in its workforce development. Furthermore, a specialized EOI draw for 41 healthcare and 15 tech occupations saw 684 invitations extended to profiles with a score of 72 or higher. This underscores the province’s efforts to address specific labor market needs in vital sectors. Foreign Worker Stream: Additionally, a targeted draw was conducted for the federal Economic Mobility Pathways Project under the OINP’s Foreign Worker stream, inviting 11 candidates. This demonstrates Ontario’s commitment to facilitating pathways for skilled foreign workers to contribute to its economy and society. The issuance of 2,650 invitations under the Ontario Immigration Nominee Program marks a significant milestone in the province’s efforts to attract and retain skilled immigrants.
