The International Student Program

IRCC amended the International Student Program to protect international students

On October 27, 2023, Canada’s Immigration Minister, Marc Miller, announced plans to strengthen the International Student Program. From December 1, 2023, learning institutions must confirm each applicant’s acceptance directly with Immigration, Refugees, and Citizenship Canada (IRCC), preventing acceptance letter fraud and ensuring study permits are issued based on genuine acceptance letters.  For fall 2024, a “recognized institution” framework will be implemented, offering priority study permit processing to institutions providing superior services for international students.  Additionally, IRCC will reform the Post-Graduation Work Permit Program to better align with Canadian labor market needs and immigration goals. Check your eligibility to Study in Canada    Details of the Changes in the International Student Program The Most Honourable Minister of Immigration, Refugees, and Citizenship, Marc Miller, announced plans to implement a number of measures aimed at strengthening Canada’s International Student Program and better protecting genuine students from fraud. Among these measures are the following: Postsecondary designated learning institutions (DLI) will be required to confirm every applicant’s letter of acceptance directly with IRCC beginning December 1, 2023. This new, enhanced verification process is intended to protect prospective students from letter of acceptance fraud and to assist them in avoiding problems similar to those faced by some students earlier this year as a result of fraud investigations. It will also ensure that only genuine letters of acceptance are used to issue study permits. IRCC is going to establish a “recognized institution” framework in time for the fall 2024 semester to benefit post-secondary DLIs that set a higher standard for services, support, and outcomes for international students. These DLIs, for example, will benefit from priority processing of study permits for applicants who intend to attend their school. In the coming months, IRCC will complete a review of the Post-Graduation Work Permit Program criteria and begin implementing reforms that will better match it with the needs of the Canadian labor market, as well as regional and Francophone immigration goals.  The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship stated: “International students are talented, bright, and deserving of a positive experience while studying in Canada.” We will continue to improve Canada’s International Student Program by protecting students and weeding out those who exploit them. We want an international student’s time in Canada to have been beneficial to their growth and aspirations, whether they stay and work after graduation or return home.” Canada updated the eligibility requirements for  Student Direct Stream applications On August 30, 2023, the Canadian Government updated the eligibility requirements for the Student Direct Stream (SDS) language test results. The new requirements align with the Ministerial Instructions effective August 10, 2023.  The Government will accept additional academic tests from designated organizations and another test from a non-designated organization. Here’s an overview of the parts and their influences: Academic reputation (40%): is based on surveys of professionals involved in higher education teaching and research. Faculty/student ratio (20%): QS believes that institutions with low student-to-faculty ratios and small class sizes offer a more personalized and collaborative learning environment. Citations per faculty (20%): This component counts the number of times articles written by faculty members at an institution have been cited in the past five years. It indicates the institution’s credibility in the field of academic publications. Employer reputation (10%): Inquiries with employers around the world drive them to name universities. They assert the development of highly employable graduates both locally (up to 10) and globally (up to 30). International faculty/student ratio (10%): This factor evaluates the proportions of international faculty members to domestic faculty members and international students to domestic students. Data is acquired from universities and reviewed against government records where possible, with each sub-ratio receiving a 5% weight in the total rating. This number is expected to reach 2.5 million by the end of 2023.  Many of these temporary residents seek Canadian Permanent Residency (PR) through Canada’s economic immigration options. international student

McGill and Concordia Universities will continue to attract anglophone international students

Quebec’s immigration minister believes that new rules requiring more French proficiency from international students will not negatively impact universities like McGill and Concordia. Previously, under the Quebec Experience Program (PEQ), international students could easily enter Quebec by combining education with career goals.  However, in 2019, eligibility limits were imposed, causing a backlash and a reversal of the decision. McGill University and Concordia University criticized the new rules, stating that they will attract international students despite the changes in the PEQ rules.  The PEQ, a popular program for international students, changed in May to increase the French language proficiency of applicants. However, the reforms will exclude graduates from anglophone universities, even if they are fluent in French. About the Quebec Experience Program (PEQ) The province of Quebec runs a number of immigration programs, one of which is the Quebec Experience Program (program de l’expérience québécoise, or PEQ). Candidates who speak French well and have lawfully obtained work experience in Quebec should apply to PEQ. PEQ is one of Quebec’s priority immigration programs, therefore applications are handled significantly more quickly than they would be in other programs like Quebec Skilled Worker (QSW). When you submit your application for the Québec experience program, you must meet all of the selection criteria. Otherwise, your application will be rejected. The Québec experience program is divided into two streams: Temporary foreign workers Québec graduates  Join our RSS Feed    Want to know more details about “McGill and Concordia Universities will continue to attract anglophone international students” you can contact one of our immigration specialists at  Gunness & Associates.   Tel: (416) 604-2669  Email: info@immigrationmatters.info   Gunness & Associates has helped thousands of people successfully immigrate to Canada with their families. Canada extended measures for PGWP distance learning

Canada extended measures for PGWP distance learning

On September 1, 2023, the Government of Canada extended measures allowing international students using the PGWP distance learning option to pursue their higher education in Canada to be eligible for the Post-Graduation Work Permit (PGWP).  PGWP distance learning measures The measures introduced on October 6, 2022, and set to expire on August 31, 2023, have been extended to December 31, 2023.  Students who start their online study program between September 1, 2022, and December 31, 2023, will be able to count the time spent studying online outside of Canada until December 31, 2023, toward the overall length of the PGWP if it does not exceed 50% of the program. For more information please connect with an Immigration Consultant.   What is the Post-Graduation Work Permit (PGWP)? Students who have graduated from eligible Canadian designated learning institutions (DLIs) are eligible for the Post-Graduation Work Permit (PGWP) Program, which enables them to get an open work permit while acquiring valuable Canadian work experience. Graduates can become eligible for permanent residence in Canada through the Canadian experience class in Express Entry by collecting skilled Canadian work experience in TEER categories 0, 1, or 3 through the PGWP Program. For international students who want to live and work in Canada after completing their program of study, a PGWP is an open work permit. PGWP holders are permitted to work for nearly any employer in Canada because it is an open work permit. The duration of the PGWP could last up to three years, depending on the length of the study program. What are the Post-graduation work permit eligibility requirements? To be eligible for a post-graduation work permit, the candidate must either have a valid temporary status or have left Canada. They must have completed a designated learning institution (DLI) course. They must also provide proof that they meet all of the following criteria: They completed an academic, vocational, or professional training program of at least 8 months duration at a recognized Canadian institution leading to a degree, diploma, or certificate. They have maintained full-time student status in Canada for the duration of each academic session of the program or programs of study that they have finished and submitted as part of their post-graduation work permit application. They have obtained a transcript and an official letter from the eligible DLI indicating that they have completed their program of study requirements. Student Direct Stream

IRCC announced a new update for Student Direct Stream applications

On August 30, 2023, the Canadian Government updated the eligibility requirements for the Student Direct Stream (SDS) language test results. The new requirements align with the Ministerial Instructions effective August 10, 2023.  The Government will accept additional academic tests from designated organizations and another test from a non-designated organization.  The update clarifies that banks may disburse the remaining funds of a guaranteed investment certificate (GIC) in any accepted arrangement with an applicant after the initial disbursement upon arrival in Canada. Although the Government recommended disbursing GIC funds in monthly or bimonthly installments, this does not affect an applicant’s SDS eligibility. What are the criteria for a guaranteed investment certificate (GIC)? The GIC must fulfill the following requirements: The bank gives the applicant a letter of attestation, the GIC certificate, the confirmation of the investment directions, or the confirmation of the investment balance after the GIC has been purchased. The applicant cannot access the funds until they arrive in Canada because the bank has an inaccessible investment account or a student account. Before delivering funds to the recipient of a study permit, the bank must verify the client’s identification upon admission into Canada. After the bank has confirmed the applicant’s identification, they are given their first disbursement. It is advised that the remaining money be distributed over a period of 10 to 12 months in monthly or biweekly installments. To get started, anybody interested in studying internationally in Canada is invited to take a free assessment.    What is the Canada Student Direct Stream? You could be able to get your study permit through the Student Direct Stream (SDS) easier depending on where you live. The majority of SDS applications are processed in 20 calendar days or less. Some applications, though, can take longer. You must provide your biometrics as soon as possible, and  complete all qualifying conditions in order to receive quicker processing. A study permit isn’t the same as a visa and does not entitle you to travel to or enter Canada on its own. You could additionally require an electronic travel authorization (eTA) or a visitor visa. If you do, your study permit will be granted along with your eTA or visit visa.  Canada Lnauches Modernized Student Visa Program Which Countries are eligible for Student Direct Stream? For those seeking to apply to study in Canada at a postsecondary designated learning institution (DLI), the Student Direct Stream (SDS) is a system that speeds up the study permit application process. Legal residents who live in the following countries may use the SDS: Antigua and Barbuda Brazil China Colombia Costa Rica India Morocco Pakistan Peru Philippines Senegal Saint Vincent and the Grenadines Trinidad and Tobago Vietnam Join our RSS Feed    Want to know more details about “IRCC announced a new update for Student Direct Stream applications” you can contact one of our immigration specialists at  Gunness & Associates.   Tel: (416) 604-2669  Email: info@immigrationmatters.info   Gunness & Associates has helped thousands of people successfully immigrate to Canada with their families. International Student Program

IRCC will modernize the International Student Program

Immigration, Refugees and Citizenship Canada (IRCC) will modernize its International Student Program by implementing a Trusted Institution Framework by 2024. This framework will create a two-tiered structure with post-secondary institutions being assessed against criteria to show that they are reliable partners.  Institutions that meet the requirements will receive benefits such as expedited application processing. DLIs must provide additional data to the government, including: retention rates,  on-time program completion rates,  revenues from international tuition,  institutional spending on international student support services,  housing availability, and  teacher-student ratios.  The government will establish the initial Trusted Institution destinations in the spring of 2024 and may consider caps on the number of international students due to rapid growth in application volumes. If Trusted Institutions meet specific criteria, the IRCC has proposed that they may benefit from streamlined and accelerated processing for their applicants. The entire implications of this designation, however, have yet to be completely clarified. Currently, any Canadian institution that accepts international students must be designated as a Designated Learning Institution (DLI) and approved by their respective provincial or territorial government, and international students must have an acceptance letter from a DLI in order to apply for a Canadian study permit. The Trusted Institution architecture will be supported by two types of data. Some data, such as study permit approval rates, country of origin, and post-graduation student outcomes, such as transfers to post-graduate employment permits or other IRCC programs, will be drawn from IRCC records as well as other Government of Canada sources. DLIs will also be required to participate in a novel reporting effort, which involves submitting additional information to IRCC. To get started, anybody interested in studying internationally in Canada is invited to take a free assessment.    The Canadian International Student Program Apply to study in Canada through the International Student Program, update your study permit, or find out about work while studying or after graduation. Because of its combination of top-tier academic opportunities and low living costs, Canada stands out as an outstanding place for pursuing higher education. The number of international students applying to Canadian universities has grown significantly in recent years. The government has acknowledged that there will be an estimated 753,000 international students with study permits for Canada by 2023. Many Canadian universities provide a wide range of programs, including engineering, medicine, business, tourism, liberal arts, and more, for students to continue their studies in Canada in 2023. Temporary residents in Canada

Temporary residents in Canada are typically young and employed

Temporary residents in Canada are primarily from India and China and tend to be younger and employed. According to Statistics Canada, the labor force participation rate for the Canadian population is 63.4%, аnd it is 74.2% for temporary residents.  Last year, nearly one million temporary residents participated in the census, making up 2.5% of Canada’s population. Temporary foreign workers with work permits make up Canada’s largest chunk of non-permanent residents. International students and asylum claimants also make up a significant portion.  The remaining 8.7% were other types of non-permanent residents, including those in Canada under Parent and Grandparent (PGP) Super Visas. Non-permanent residents (NPRs) made for 2.5% of Canada’s population in 2021 as the census counted about 1 million of them. The majority of those one million, or NPRs, had a work permit. In 2021, 14.2% of NPRs also had a study permit in addition to their job permit, while 40.1% of NPRs had a work permit solely. In addition, NPRs with a study permit comprised 21.9% of all NPRs. 15.1% of NPRs were applications for refugee protection. In the 2021 Census, young adults between the ages of 20 and 34 made up 6 out of 10 NPRs. Comparatively, young adults made up 18.4% of the rest of Canada’s population compared to 37.3% of recent immigrants. The fact that most NPRs have work permits and study permits, which are often held by people between the ages of 20 and 34, might be responsible for their young age.   Temporary residents in Canada A foreign national who is legally permitted to enter Canada temporarily is known as a temporary resident. When it is decided that a foreign national meets the legal requirements to enter and/or remain in Canada as a visitor, student, worker, or holder of a temporary resident permit, that person is said to have temporary resident status. The only foreign nationals who are legally residing in Canada are temporary residents.
