Fraser responded to reports concerning international student fraud

On June 13, 2023, Sean Fraser, Minister of Immigration, made a statement concerning the reports of international student fraud.  He said international students who are not found to be involved in immigration-related fraud will not be deported. Fraser said he directed the issuance of temporary resident permits (TRP) to foreign students who came to Canada intending to study and were unaware of the use of forged documents.  The minister’s statement came after a group of Indian students in Canada was threatened with deportation for allegedly submitting fraudulent letters of acceptance. He urged applicants to make sure they do proper research and access the official website before applying for a study permit.   The honorable Minister’s Statement regarding International student fraud The following statement has been issued by the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship (IRCC):  “I understand that those affected by fraudulent individuals consider this situation upsetting and I want to encourage them that their well-being is of the highest priority. As a result, I’ve already put together a team of my officials and asked them to collaborate closely with the Canada Border Services Agency (CBSA) to identify the victims of fraud, or those students who came to Canada to study and actually did so.” “Let me be clear: International students who aren’t found to have committed fraud will not be deported. I have discretionary authority under the Immigration Refugee Protection Act, which I think I should use in this instance. I have thus given officers instructions to issue a Temporary Resident Permit to an international student if the facts of a particular case indicate that the individual came to Canada with the intention to study and were unaware that they were using fraudulent documentation.  This will guarantee that those with good intentions students and graduates can stay in Canada and prevent them from being subject to the usual 5-year ban on re-entering Canada that usually results from misrepresentation. Preliminary Temporary Resident Permits will be provided if needed to stop imminent deportation for anyone under assessment while this process ends.” “To better detect and combat fraud and uphold the integrity of our immigration programs, Immigration, Refugees and Citizenship Canada (IRCC) has been working together even more closely with designated learning institutions (DLIs), the provinces and territories, and organizations that represent Canadian colleges and universities. This is in line with my instructions to officials.” “The Government of Canada is not focused on penalizing anyone who may have been affected by the fraud; rather, it concentrates on discovering those who are responsible for the fraudulent action. “We are committed to offering an honest and open pathway to Canada because we comprehend the immense value that international students make to our nation. All applicants must make sure they do their research, have an acceptance letter from a DLI, and visit the official website to find out about all of our programs before applying for a study permit. We encourage you to come forward and report fraud if you think you have been misled by fraudulent experts. option for international students

Canada is a highly attractive option for international students

According to a recent study by IDP Education, Canada is a highly attractive option for international students, with over 25% of survey respondents selecting it over other major destination countries like the United States, Australia, and the United Kingdom. Post-study work is a key factor for 63% of students globally, with 72% saying they would apply for a work visa after graduation.  The availability of post-study work visas is a major consideration for 61% of students intending to study in Canada, with even higher percentages for Nigerian, Vietnamese, and Ghanaian students. 63% of the 20,000 students whose completed part in the survey believe working after graduation is the primary determinant of where they decided to pursue their education, and 72% mentioned they would apply for a work visa after they graduated.   The survey showed that 61% of students who intended to study in Canada gave the availability of the post-study work visa significant consideration, with the exception of both the largest markets of India and China. This increased to 63% for students from Nigeria, 75% for students from Vietnam, and 58% for students from Ghana. Christine Wach, IDP Connect’s director of client partnerships for North America, is quoted in the report. Students “see Canada as a welcoming, affordable, and safe place to study with good job opportunities available upon graduation,” the researcher stated, using the survey findings.” In addition, the study found that 53% of students place a high priority on job opportunities after graduation when selecting a location. Other research findings showed that 43% of students were seeking part-time job options while studying, and 61% of students claimed that receiving a high-quality education played a role when making their choice. During the academic year, foreign students studying in Canada are permitted to work up to 20 hours per week without requiring a work permit. If students return to full-time study the following semester, they are allowed to work full-time during the winter and summer holidays. According to the study, 81% of respondents were either already working or intended to work part-time while they were in university. The Conference Board released a report of PNP slots for international students

The Conference Board released a report recommending boosting PNP slots for international students. The Conference Board of Canada has announced that Canada could see an increase in international student immigration if the provinces could nominate more students through Provincial Nominee Programs (PNP). The most common way that former international students become permanent residents is through the PNP. By increasing the number of PNP slots for international students, Canada can make it easier for them to stay and help retain talent in the country.    According to Report After School: According to the Conference Board of Canada’s report After School: Keeping International Students in Province, Canadian provinces also need to improve their settlement services for international students seeking permanent residence in Canada. “Provincial governments should make an early investment in the success of overseas students to aid in their career and community link growth, which will ultimately promote retention.” “The time after graduation can be uncertain. Without access to government-supported settlement services, international students are managing the transition to the labor market and the immigration system, according to the Conference Board of Canada” “By ensuring that international students receive help from their post-secondary institution and from provincially supported settlement services, provinces can increase retention”   Rankings of Canadian Universities Canada’s colleges and universities are known for their excellent global reputation. Canada published temporary public policy details allowing students to work more than 20 hours per week

Canada published temporary public policy details allowing students to work more than 20 hours per week On November 22, 2022, the Canadian Government released the instructions for the temporary public policy that lifts the work limitation of study permit holders. International students that were allowed to work without a work permit for no more than 20 hours during regular academic sessions can do so under this public policy.    The policy came into effect on November 15, 2022, and will expire on December 31, 2023. Canada introduced this policy to allow international students to gain valuable work experience in Canada and solve the labor shortage problem in Canada.   Background of Consideration The Canadian economy is experiencing a labor shortage which might affect one million jobs, according to employers. In order to temporarily meet these labor market requirements, allowing international students to work more than 20 hours per week while enrolled in classes will be beneficial.   Public policy Considerations This public policy will enable eligible foreign nationals who are studying full-time in Canada and who either hold a study permit or have applied to renew their study permit and are authorized to study under Section 189 of the Regulations to work off-campus without a work permit for even more than 20 hours per week throughout regular academic sessions between November 15, 2022, and December 31, 2023. (or until this public policy is revoked, whichever comes first). The foreign national’s study permit application must have been received by IRCC on or before October 7, 2022, in order to qualify for this public policy.   It is hereby established that there are significant public policy factors supporting the granting of exemptions from the Regulations’ requirements to foreign nationals who meet the set standards in accordance with section 25.2 of the Act.   Eligibility Requirements Delegated officers may issue an exemption from the regulations’ requirements based on public policy considerations if International Students:   holds a study permit that is currently valid, and the application for that permit was submitted to IRCC on or before October 7, 2022; submitted a renewal application for their study visa before it expired in accordance with subsection 217(1) of the Regulations, and the IRCC received the such application on or before October 7, 2022; in accordance with section 189 of the Regulations, is permitted to study without study permission; is enrolled full-time at a designated learning institution; and is enrolled in an academic, vocational, or professional training program at the post-secondary level that is offered in Quebec, in each case with a duration of at least six months and leading to a degree, diploma, or certificate.   This program gives many overseas students greater chances to gain valuable work experience in Canada, which will boost the labor pool available to support Canada’s post-pandemic growth.   The majority of international post-secondary students have the right to work both on and off campus, and this freedom is expressly stated on their study permits. In the past, almost half of Canadian post-secondary international students reported working while attending classes.   To find out more details about “Canada published temporary public policy details allowing students to work more than 20 hours per week”  you can contact one of our immigration specialists at  Gunness & Associates.   Tel: (416) 604-2669  Email: info@immigrationmatters.info   Gunness & Associates has helped thousands of people successfully immigrate to Canada with their families. work full-time in Canada 2023

International students can work full-time in Canada until the end of 2023

International students can work full-time in Canada until the end of 2023 Currently, international students in Canada can work full-time during the academic year. Last month, Immigration Refugees and Citizenship Canada (IRCC) announced this temporary measure allowing international students to work more than 20 hours a week between November 15, 2022, and December 31, 2023.  IRCC introduced this measure to help with Canada’s severe labor shortages in retail, hospitality, food services, etc. Around 500,000 international students already in Canada are expected to work more hours with no restrictions on the type of employment. International students in Canada with a study permit were typically limited to working 20 hours per week.. However, those limits have been temporarily removed by the IRCC, so students can work as many hours as they like until at least the end of 2023.   This statement has been welcomed by the higher education community. Current international students are also happy about it because it gives them more possibilities and significantly more flexible work hours. Many people are hoping that the Canadian government would make this decision permanent even though it is being referred to as a trial project.   Eligibility for Working Hours in Canada You are allowed to work while studying in Canada if you:   carry a present study permit; are enrolled full-time in a recognized educational institution. have enrolled in classes and continue to keep a satisfactory academic status as defined by your institution; are enrolled in a bachelor’s course that is at least six months or a professional training program that results in a diploma or certificate;  and hold a Social Security Number (SIN)   This program gives many overseas students greater chances to gain valuable work experience in Canada, which will boost the labor pool available to support Canada’s post-pandemic growth.   The majority of international post-secondary students have the right to work both on and off campus, and this freedom is expressly stated on their study permits. In the past, almost half of Canadian post-secondary international students reported working while attending classes.   To find out more details about “International students can work full-time in Canada until the end of 2023″  you can contact one of our immigration specialists at  Gunness & Associates.   Tel: (416) 604-2669  Email: info@immigrationmatters.info   Gunness & Associates has helped thousands of people successfully immigrate to Canada with their families. IRCC

IRCC is Committed to Attracting and Retaining International Students

IRCC is Committed to Attracting and Retaining International Students The Canadian House of Commons Standing Committee on Citizenship and Immigration’s (CIMM) report outlines measures for the attraction, recruitment, and retention of international students in Canada. Immigration Refugees and Citizenship Canada (IRCC) recently released their official response to the report.   In order to address the unfavorable and precarious circumstances that international students encounter in Canada, CIMM previously issued IRCC a paper titled “Differential Treatment in Recruitment and Acceptance Rates of Foreign Students in Quebec and in the Rest of Canada.” The IRCC response addresses existing measures and makes fresh recommendations to lessen vulnerabilities, assisting foreign students with their application, academic program, and settling in Canada.   Regarding foreign students, the report focused on three primary goals: attracting foreign students to Canada to study; the International Student Program’s fairness; and enhancing communication and customer service for international students during the immigration and study permit processes.   The IRCC’s response highlighted steps that may be taken and are already in place to help with these three goals, covering each one separately in an effort to decrease vulnerabilities and support international students when they apply for study permits, enroll in courses, and settle in Canada.   Attracting International Students   The government has acknowledged that, between 2022 and 2023, there will be an estimated 753,000 international students with study permits, while also acknowledging the ICMM’s concern that, despite the increases, applications from some populations and countries are not given enough load by the department.   In return, IRCC agreed to: Examining the possibility of expanding the Student Direct Stream (SDS) to particular Francophone, Asian, and African nations. For applicants from 14 countries, the SDS is an expedited stream for obtaining a study permit; the Ministry of Immigration, Francisation and Integration (MIFI) and the Immigration and Refugee Council (IRCC) should create a working group to look into the rates of study permit refusal (generally, and for French-speaking African students in particular) headed for Quebec; maintaining and reconsidering the scope of the Nigeria Student Express (NSE) study permit stream, which was created to assist students applying from Nigeria; and Examine the best ways to encourage international students, especially those with the qualifications, experience, and language proficiency required for success in   Ensuring Equity in the Program for International Students   In their initial report to IRCC, the CIMM suggested a number of areas where potential actions to improve equity in the foreign student program and application processes may be taken. As a result, IRCC has promised to evaluate procedures and guarantee equity across the International Student Program (ISP) by   continuing to ask about accessibility, ethnicity, and gender in the yearly voluntary client experience survey to find out more about the particular problems that clients face based on their demographics; Create a framework for disaggregated data and analytics (DDAF). Disaggregated data is data that has been filtered to better understand the specific connections it has based on characteristics; for instance, to better understand how a certain set of individuals is impacted by a certain policy or phenomenon; examining the patterns and factors that affect social well-being among immigration generations with a focus on racial diversity; Review the procedure for choosing international students, and judge students according to standards that are more in line with their prospective value; and strengthening communication and customer service   Improving Interactions with Overseas Students   Most CIMM recommendations emphasized the value of providing clients and stakeholders with accurate information, especially about processing times and grounds for rejection. The IRCC has addressed these concerns by:   to increase processing efficiency and to make monthly backlog data available. Additionally, 1,250 additional processing workers will be employed by the end of 2022. The IRCC has committed to working with Designated Learning Institutions (DLIs) to collect information on the enrollment and status of international students. The DLIs instantly send the IRCC the data pieces. In order to promote transparency and understanding, the government expressed a desire to maintain initiatives like the 2022 pilot program, which required immigration officers to release their decision notes along with a select group of temporary residence visa (TRV) applicants early in the decision-making process.   To find out more details about the “IRCC commitment to attracting and retaining international students”, you can contact one of our immigration specialists at  Gunness & Associates.   Tel: (416) 604-2669  Email: info@immigrationmatters.info    Gunness & Associates has helped thousands of people successfully immigrate to Canada with their families.
