North Bay business leaders want the Rural and Northern Immigration Pilot to be permanent

The Rural and Northern Immigration Pilot (RNIP) has been successful and popular, leading the North Bay & District Chamber of Commerce (NBDCC) to call for it to become a permanent immigration program.  The RNIP has been implemented in five Northern Ontario communities, and only in North Bay, over 150 employers participated, and over 300 community recommendations for newcomers were issued. Timmins and Sudbury have also expressed their support for RNIP.  In Thunder Bay, RNIP generated $11.6 million in wages for the local economy and created 321 jobs in just one year. Thunder Bay issued 274 recommendations to qualified candidates in the RNIP  What is a Rural and Northern Immigration Pilot (RNIP)? Rural and Northern Immigration Pilot boosted the local economy of Thunder Bay

A study by the Northern Policy Institute found that last year, the RNIP helped boost Thunder Bay’s economy beyond simply assisting foreign nationals in finding jobs and settling into their communities. In one year the program offered:  229 jobs to its applicants,  generated 92 other jobs in the local economy, and  a total of $11.6 million in wages.  The RNIP is growing at a fast pace, welcoming 1,425 foreign nationals to gain permanent residence in Canada in the first half of 2023. The program’s effectiveness has led Ottawa to increase the number of foreign nationals allowed to immigrate to some of the communities in the program.  The RNIP aims to recruit skilled immigrants to work in smaller communities with aging populations and labor shortages through the five-year program, which is expected to become a permanent immigration program soon. RNIP welcomed 1,345 new permanent residents to Ontario, Manitoba, Saskatchewan, Alberta, and British Columbia last year. By the end of the first half of this year, the program has already surpassed those immigration numbers by about 6%, granting permanent residence to 1,425 foreign nationals. “I’ve seen firsthand the importance of this program throughout our region,” Sudbury MP Viviane Lapointe said. “Not only has the program directly addressed gaps and challenges such as labor shortages, but it also continues to drive economic prosperity for our communities in ways that will have a generational impact,” says the program’s director. “I’ve heard personally from employers how helpful this program has been in attracting workers, growing and expanding businesses, and creating economic opportunities in our communities.” “From my perspective, the Rural and Northern Immigration Program has been an enormous success,” stated then-Immigration Minister Sean Fraser earlier this year.   What is the Rural and Northern Immigration Pilot? The impact of global immigration on Canada, there has been a notable increase in migration to high-income countries, according to economists. Global North countries, including Canada, have seen a fast rise in their foreign-born population. Canada’s population growth rate of 2.7% in 2022 is the highest among the G7 countries and is among the top 20 countries in the world.  Canada’s population increased by more than one million people, marking the first time in the country’s history that the population has increased by such a large number in just 12 months, and it is the highest annual population growth rate recorded since 1957. Most of this growth, 95.9%, can be attributed to international workers moving to Canada. Canada’s population could double in just 26 years if this trend continues. Record-high population growth in 2022 On January 1, 2023, Canada’s population was expected to have increased by a record 1,050,110 people, raising the total to 39,566,248. This is the first year in Canadian history that saw a population increase of over one million, and it also represents the highest annual population growth rate (+2.7%) since 1957 (+3.3%).  Due to the large number of births during the post-war baby boom and the large influx of refugees after the Hungarian Revolution in 1956, the population growth rate in 1957 reached a record high. The cause of Canada’s record-high population growth in 2022 was considerably different because overseas migration was responsible for nearly all of the rise that was observed (95.9%). As it has been for many years, Canada will continue to have the highest population growth among the G7 nations in 2022. Canada would come in first with a population growth of 2.7% for the year 2022 when compared to country growth rates for 2021 from the Organisation for Economic Co-operation and Development, the most recent data available for all members. Moreover, Canada’s population growth rate of 2.7% in 2022 would rank it in the top 20 nations in the world, based on the most recent data available for other nations (as of 2021). Almost all of the African nations have faster population growth rates. Such a rate of population increase would cause the Canadian population to double in around 26 years if it remained steady in the coming years.   The impact of Temporary immigration on Canada’s growth 437,180 new immigrants were expected to enter Canada in 2022, and there is expected to be a net gain of 607,782 non-permanent residents. Both of these figures reflect greater immigration targets and a year in which Immigration, Refugees, and Citizenship Canada received more immigration applications than ever before, representing the highest levels ever recorded. The projected increases in temporary residents for 2022 are the highest for a single year for which comparable data are available. Additionally, for the first time, these gains exceed those made by immigrants during the same period. The net expected number of non-permanent residents in all provinces and territories increased year over year in 2022, with work and study permits as well as the number of asylum seekers increasing overall. Authentication mandatory for GCKey accounts

IRCC made Multi-Factor Authentication mandatory for GCKey accounts

Starting July 31, 2023, IRCC made multi-factor authentication mandatory for all GCKey accounts and representatives to prevent unauthorized access to personal information.  The new authentication must be set up for new accounts or for signing into existing accounts. It must be used each time GCKey is used to access the IRCC account but is not required if the Sign-In Partner option is selected.  The following accounts require the new IRCC multi-factor authentication:  IRCC Secure Account,  Authorized Paid Representatives Portal,  Employer Portal,  Provincial and Territorial Partner Portal,  Designated Learning Institutions Portal,  Provincial and Territorial Public Health Authority Portal, and  the Partner Portal.   What is meant by authentication for GCkey accounts? When using government websites, it is a safe way to identify a user. The authentication procedure only verifies that the credential is legitimate and in the possession of its owner while maintaining the user’s identity. The government website does not learn or validate your identity through credential authentication. It just receives a message stating that the government or your bank successfully verified your credentials (username and password). What is a GCKey? The Government of Canada has created a special electronic credential called a GCKey that can be used with online government services. You can choose a username and password for it. You must also come up with security questions. This protects your data and enables account recovery. To use online services, anyone from any country can register and generate a GCKey login and password. It is not an account. You must still register for each online account after creating a GCKey username and password in order to link them to your account profile. What can I do if I forget my username or password for GCKey? You can make a new GCKey password if you forgot your old one. Visit the GCKey sign-in page. After answering the password recovery questions you previously set up while registering for a GCKey, create a new password. You can get your GCKey username back if you forget it. Visit the GCKey sign-in page. Click on”Forgot your username?”. Submit the email address linked to your account. You’ll receive your username at that email address. You must generate a new GCKey if you misplaced your email. You can access an application by connecting it to your new account if you create a new GCKey. On July 31, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 54 candidates, including one drawn through the Francophone Stream. The lowest score of these draws was 240 points, ten points lower than in the previous draw.  Last year, Sudbury invited a total of 154 applicants. Since the program’s launch, the city has recommended at least 400 individuals under the RNIP. So far, the city has considered 230 candidates in 2023. Sudbury received an increase in the RNIP allotment to attract and retain more skilled immigrants

The Government of Canada increased the RNIP allotment of foreign nationals allowed to immigrate to Sudbury in northern Ontario through the Rural and Northern Immigration Pilot (RNIP) by 58.4% last week to 515 from 325. The RNIP is a five-year program that recruits skilled immigrants to work in smaller communities with aging populations and labor shortages. IRCC increases the number of resettlement openings for human rights defenders

On July 25, 2023, IRCC announced expanding the global human rights defenders stream, increasing the number of resettlement spaces for human rights defenders and their families from 250 to 500.  This initiative reflects Canada’s dedication to providing a safe haven for those who risk their lives for fundamental freedoms and its proud tradition of responding to the needs of vulnerable people. Canada clearly states its commitment to supporting and protecting human rights defenders facing persecution by expanding the global refugee stream.  As part of this commitment, Canadian civil society organizations will work together in the coming months to develop a temporary protection pathway for human rights defenders in need.   Human rights defenders and the role of Canada Human rights defenders (HRDs) are active all over the world and are essential for promoting and protecting human rights on a global level. HRDs are increasingly at risk of violence, frequently the targets of threats and violations, frequently forced to leave their homes out of fear of attack and reprisal, and on occasion are not even allowed to return home. Due to their intersecting identities, members of vulnerable and marginalized groups are particularly at risk. Defenders of human rights strive to create inclusive, democratic nations that foster a peaceful, prosperous global community. Canada has a proud and lengthy history of attending to the needs of those who are vulnerable.  Canada hosted more than 47,500 refugees from more than 80 countries in 2022, making Canada the top resettlement country in the world for the fourth consecutive year. One of the first countries to provide a special, permanent pathway for HRDs was Canada.  The ministerial mandate commitment is carried out through the extension of the global refugee stream for HRDs and the engagement with civil society organizations, which demonstrates Canada’s commitment to helping and protecting HRDs in need. As part of its commitment to HRDs, Canada will also re-engage with Canadian civil society groups in the coming months about creating a temporary protection pathway for those HRDs who need it.  The Honourable Sean Fraser, Minister of Immigration, Refugees, and Citizenship stated: “Canada firmly believes that a just society’s cornerstone is the protection of human rights. Canada continues to reinforce its position as a worldwide leader in advancing human rights and protecting people who uphold them as the globe suffers from a number of human rights issues. On July 26, 2023, Canadian Prime Minister Justin Trudeau made significant changes to his cabinet. Marc Miller is now the new Immigration Minister of Canada, a Member of Parliament from Quebec, and former Minister of Crown-Indigenous Relations.  Sean Fraser, the previous Immigration Minister, is now Minister of Housing, Infrastructure, and Communities.
