Newfoundland and Labrador announced the 2022-2026 tourism strategy on December 7, 2022, Newfoundland and Labrador released the 2022-2026 tourism strategy and Vision to transform the province’s tourism landscape. In the next five years, the strategy will take a three-phased approach.    First, the 2022-2023 transition phase will ensure a steady foundation for tourism so the province can rebuild and welcome more visitors than ever before. The 2024-2026 transformation phase is a reliable and sustainable annual strategy for boosting tourism through visitation, spending, and employment growth.    Finally, in the Thrive 2026 and Beyond phase, the strategy will focus on economics and supporting tourism development that benefits people and places equally. In this phase, the province will constantly monitor and adapt to changes in the ever-changing tourism industry.   This five-year plan, also known as ” Vision 2026,” will ultimately change the tourism industry in the province. It is the result of the efforts of the Newfoundland and Labrador Tourism Board, whose members are from both private businesses and the provincial government. The board also held many partner discussions across the province.   With the support of Vision 2026, both private and government stakeholders will work to increase the province’s tourism industry’s economic contribution as well as its intercultural diversity and environmental health.   Work on the phase has already begun, with the following activities underway for the years 2022-2023: investing in the growth of air access capacity. developing a fresh strategy for tourist research and improving visitor surveys. Completing an analysis of the province’s marketing strategy and improved marketing investments for two years. Ontario invited 160 candidates under the FSSW Stream

Ontario invited 160 candidates under the French-Speaking Skilled Worker Stream On December 13, 2022, the Ontario Immigrant Nominee Program (OINP) held the 6th round of invitations in Ontario’s Express Entry French-Speaking Skilled Worker stream. In this round, OINP issued 160 Invitations to Apply to the Francophone candidates. The Comprehensive Ranking Score (CRS) range of candidates who received the Notification of Interest from the OINP was between 341-490 points. Ontario invited candidates under 35 specific NOCs. The Express Entry profiles of the candidates were created between December 13, 2021, and December 13, 2022. In 2022, Ontario invited 1,539 candidates under the FSSW stream. IRCC will implement the new TEER system NOC 2021 this week On November 16, 2022, Immigration, Refugees and Citizenship Canada (IRCC) will update the National Occupation Classification (NOC) 2021, to include the Training, Education, Experience, and Responsibilities (TEER) system. The NOC is revised every ten years to keep up with the changing Canadian labor market. This newest revision provides a new framework for classifying occupations by Employment and Social Development Canada (ESDC) and Statistics Canada. The only impact this change will have, is administrative, as there will be no changes to advertising or delivery of the immigration programs.   Some of the major changes coming with NOC 2021 are: NOC 2021 is a new categorization that reflects the knowledge and skills gained by employees through their on-the-job experience. As such, this new classification follows the difference between formal education and what people have learned through life’s real-world experiences. The NOC 2021 has been updated as compared to NOC 2016, introducing TEER levels. TEER 0 is the highest level and TEER 5 is the lowest.    TEER 0:  This category includes occupations related to the legislature and staff leadership roles, as well as senior-level occupations with significant responsibility for directing, resource allocation, and management. TEER 1:  Traditionally, this category would require a college/university degree or some prior experience in the subject matter. Some relevant work experience is listed under TEER 2. TEER 2:  The following occupations demand at least two to three years of post-secondary education or two years of apprenticeship training. However, some positions do not require formal education, such as plumbers, engineers, and carpenters. TEER3:  This category includes occupations requiring less than two years of post-secondary education, on-the-job training, training courses or work experience for more than six months. TEER4:  If a job requires a high school degree or if there is no formal education requirement, it falls under TEER 4. Applicants who have several years of experience in this category may qualify for TEER 3.   TEER5: This category is for people who don’t need any formal education to enter.     Programs that are affected by NOC 2021 Express Entry programs: CEC, FSWP, and FSTP. Provincial Nominee Program (PNP). Atlantic Immigration Program (AIP). Caregivers Programs. The Rural and Northern Immigration Pilot. Temporary Foreign Worker Program. International Mobility Program (IMP).   How will NOC 2021 affect Express Entry candidates? Changes to the NOC system will impact any newcomer who is waiting for an Invitation to Apply (ITA) from Immigration, Refugees, and Citizenship Canada. The NOC system is primarily structural, and most incoming immigration applicants will not be adversely affected. However, officials said that some Express Entry applicants may still be impacted. If you’re going to create an Express Entry profile, you’ll need to list the NOC codes of your previous jobs. The classification of occupations will change with the switch to NOC 2021, so you’ll need to provide your updated NOC 2021 codes on your profile. If you already have an active Express Entry profile but haven’t applied for immigration yet, don’t forget to update it as well with the new NOC codes for your prior jobs.   Previously, only individuals with a skill level of B or above were eligible for Express Entry. However, due to the new NOC 2021 classification system, TEER 3 will be enough for eligibility. IRCC extended work permits to family members of temporary foreign workers On December 2, 2022, Immigration, Refugees and Citizenship Canada (IRCC) announced new instructions for employers and temporary workers. Canada is expanding its work permit program to include family members of temporary foreign workers. This will help address labour shortages by making it easier for employers to find the needed workers.    Effective January 2023, Canada will temporarily expand work eligibility to spouses and dependent children of all ages for two years. It is estimated that this will offer working opportunities to the family members of more than 200,000 foreign workers. This initiative provides a greater chance for foreign workers who want to come to Canada and employers seeking labour solutions.   Statements of the Honourable Randy Boissonnault, Minister of Tourism and Sean Fraser, Minister of immigration, refugees and Citizenship about Labour shortages in Canada:   The Honourable Sean Fraser, Minister of Immigration, and the Honourable Randy Boissonnault, Minister of Tourism, introduced the policy on December 2nd. It aims to enhance the mental health of employees. The Ministers believe that extending family members’ eligibility for work permits will also contribute to addressing the labour shortage.    “Employers all around the country continue to identify a labour shortage as their main challenge everywhere I go. By allowing family members of over 200,000 foreign employees to work in Canada, today’s announcement will assist employers in filling their labour shortages by making work permits available to family members of all skill levels.”    “As we plan for post-pandemic growth, the number one concern facing Canada’s tourism industry is labour. Today, our government is implementing innovative, family-oriented solutions to address this problem and support the growth of our tourism partners to meet the growing demand for Canadian experiences worldwide.”   3 phase of Work Permits Eligibility The program will be implemented over the duration of three phases at the beginning of 2023 as a temporary two-year measure: Phase 1: Family members of workers entering Canada via the high-wage stream of the TFWP or the IMP will be permitted to apply for an open work permit during Phase 1 of the programme. Phase 2: Following consultations, Phase 2 plans to extend the policy to relatives of employees from the Temporary Foreign Worker Program’s low-wage stream. Phase 3: will involve discussions with stakeholders and partners in agriculture to determine whether it is practical to extend the policy to agricultural employees’ families.   The government of Canada will continue to establish policies geared at assisting employers with their staffing needs across all skill levels, and immigration will continue to play a key role in solving Canada’s labour shortages. The Tech stream of the British Columbia Provincial Nominee Program (BCPNP) is a fantastic method to attract more people to a vital industry and boost an important area of the economy.   British Columbia’s Tech program is currently the most simple option for tech employees to enter Canada, as compared to other PNPs and the Federal Government’s Global Talent Stream. In order to expedite the process of bringing employees to Canada, the BCPNP Tech stream first allows them to work while their applications for permanent residence are being processed.   The BC PNP Tech stream includes particular prerequisites for employment offers. Saskatchewan invited 468 candidates under the SINP draw

On December 21, 2022, Saskatchewan invited 468 candidates under the SINP. In the Express Entry category, Saskatchewan issued 153 ITAs. In addition, another 315 invitations were issued to the Occupations In-Demand category candidates. The lowest score in both categories was 80 points, 2 points fewer than in the previous draw.  All invited candidates had Educational Credential Assessments. In this draw, Saskatchewan invited candidates under 109 different NOCs. In 2022, Saskatchewan has already invited 10,903 candidates.   Details of the recent SINP draw On December 21, 2022, Saskatchewan held a draw and sent 468 invitations under two categories of the International Skilled Workers stream. With the SINP, the Saskatchewan province selects its own non-Canadian applicants who want to immigrate permanently to the province. A provincial nomination is how this process is defined, and it generally means that Saskatchewan presents its nominees to the Canadian government (in specifically, IRCC) to apply for permanent residence.   One of Canada’s Provincial Nominee Programs (PNPs), the SINP has categories for workers, graduates from other countries, and additional entrepreneurs. The Saskatchewan Express Entry and Occupations In-Demand subcategories of the Saskatchewan Immigrant Nominee Program (SINP) use a special Expression of Interest (EOI) points grid to rank applicants. The International Skilled Worker category of the Saskatchewan Immigrant Nominee Program (SINP) includes a subcategory called Saskatchewan Express Entry.   According to the Express Entry Comprehensive Ranking System, qualified applicants for the Saskatchewan Express Entry subcategory get rewarded 600 points (CRS). In a subsequent Express Entry draw, this effectively guaranteed that the applicant will receive an invitation to apply (ITA) for Canadian permanent residence status.   Saskatchewan Occupations In-Demand category One of the International Skilled Worker streams of the Saskatchewan Immigrant Nominee Program (SINP), a Provincial Nominee Program (PNP) run by the government of Saskatchewan, is the Saskatchewan Occupation In-Demand stream. Canada to welcome more out-of-status construction workers in the GTA

Canada to welcome more out-of-status construction workers in the GTA on January 20, 2023, the Government of Canada announced that Immigration, Refugees and Citizenship Canada (IRCC) would create pathways for out-of-status migrants, to help Canadian employers to deal with critical labor shortages in the Greater Toronto Area (GTA). In 2019, IRCC initiated a pilot program with the Canadian Labour Congress (CLC), granting permanent residency status to 500 out-of-status workers in the construction industry.    IRCC is expanding this project by doubling its scope to 1,000 out-of-status individuals. Individuals who meet the requirements have until January 2, 2024, to apply for permanent residence and include their spouses, partners, and dependent children in their application.   This program offers construction workers and their families a pathway to permanent residency so they can stay for an extended period of time. It acknowledges the vital role that construction workers play in the development and progress of our communities.    This program is just one of several new efforts that have been implemented to address the labor shortages in Canada by ensuring that we attract and retain the workers we need to boost the economy and improve our communities.    The program encourages greater stability in the construction sector and assures that Canada’s key housing development needs are still fulfilled by skilled workers. Last year, the number of family members reunited with their loved ones in Canada through the Parents and Grandparents Program (PGP) skyrocketed - more than doubling its previous record set before the COVID-19 pandemic. According to the newest records from Immigration, Refugees and Citizenship Canada (IRCC), an impressive 27,195 new permanent residents arrived in Canada through the PGP last year or 11,740 more than in 2021, a 131.6% rise. The PGP, which relies upon Canadian relatives sponsoring the parents and grandparents of immigrants, has been gradually rebuilding its numbers following the massive reduction in immigration due to public health protocols and travel restrictions. The number of new arrivals under the PGP similarly dropped as overall immigration did, from 341,175 new permanent residents in 2019, the full year before the pandemic, to only 184,595 newcomers in 2020. In comparison to 2019, when the PGP welcomed 22,010 new permanent residents, the program only saw 10,455, or a 52.5% decrease, in the first year of the pandemic. The following year, with a then-record-breaking 406,040 new permanent residents, overall immigration roared back to life. However, despite that year's significant increase in immigration, the number of new arrivals under the PGP only increased by a modest 12.3% to 11,740 new permanent residents in 2021. The number of immigrants entering Canada through the PGP at this time is approximately two times higher than it was in 2015, when 15,490 parents and grandparents may be sponsored to immigrate. There's little chance that the PGP numbers will be even higher this year given Ottawa's significantly higher immigration targets for the upcoming years. Canada plans to welcome 1.45 million immigrants within three years  Ottawa's immigration levels plan for the years 2023–2025 sets a target of 465,000 new permanent residents for 2023. 2024 will see 485,000 new permanent residents enter, following 500,000 more in 2025. Overall, 1.45 million immigrants will arrive in Canada during the next three years. The PGP requires applicants to pay $1,050 to sponsor a parent or grandparent, and the process can take up to 39 months. The sponsors must provide biometrics after submitting their applications. The time it took to submit these biometrics is included in the processing time. After submitting an interest in sponsoring these relatives, a Canadian citizen or permanent resident will receive an invitation to apply (ITA) and will then need to send two applications to the PGP: the sponsorship application, and; the permanent residence application If those applications are accepted, the sponsor enters into an agreement that begins the day the sponsor becomes a Canadian permanent resident. Eligibility requirements to sponsor the parents and grandparents  you can sponsor your own parents and relatives If: You are invited to apply. You are at least 18 years old. You're a Canadian Permanent resident. You are a Canadian citizen, a permanent resident of Canada, or a person who has a Canadian Indian Act registered. You have sufficient money to support the people you want to support. You meet all additional requirements specified in the Immigration and Refugee Protection Act and its regulations. Immigration, Refugees and Citizenship Canada (IRCC) is still receiving proposals for new Investor streams, which aim to provide immediate economic benefit to Canada. However, according to the last issue of Lexbase, these plans all fall short of addressing the risks that are always involved with investor initiatives. Based on Canada’s prior experience with investor immigration programs and the present program integrity difficulties still faced by IRCC, the Department of Immigration decided that investing in permanent residency programs at this time is not a good idea. We are asked will IRCC launch new Investor Streams? Investors may use existing and developing channels to enter Canada, such as the Federal Start-Up Visa program or provincial initiatives for entrepreneurs. Let’s take a look at the several Entrepreneur and Investor Visa options available for those who want to immigrate to Canada.  Start-up Visa Program The Start-up Visa Program is a common Business Immigration or “Investor Visa” option that allows you to immigrate to Canada by starting a business anywhere in the country. You and your business will have to meet a set of conditions in order to be successful with your application.  Generally, your business must be creative, create jobs for Canadians, and be able to compete internationally. While you wait for your application’s authorization, you can also apply for a temporary work permit to keep you busy in Canada. Start-up Visa Program Requirements Business requirements Once a designated organization commits to your business: all applicants (up to 5 people can apply as owners) must each hold at least 10% of the voting rights attached to all outstanding shares of the business; and together with the designated organization, they must hold more than 50% of the voting rights attached to all outstanding shares of the business. Once you receive permanent residence, you must make sure that: you play an active role in the ongoing management of your business while living in Canada; the essential operations of the business must partly take place in Canada; and your business is incorporated in Canada. Language requirements You must score a minimum of Canadian Language Benchmark level 5 in speaking, reading, listening, and writing in either English or French. Settlement money Because the Canadian government doesn’t give financial support to this “investor” visa, you will have to be able to prove that you have enough money to settle yourself and your family in Canada. Letter of support You must get a letter of support from a designated organization that proves they are willing to invest in and support your start-up. These organizations include: Venture Capital Firms ($200,000 investment); Angel Investor Groups ($75,000 investment); and Business Incubators. Provincial Nominee Program Entrepreneur and Investor Visa Options PNP (The Provincial Nominee Program) gives every province and territory of Canada the power to invite applicants to come and live within their borders if they have the work experience and the right skills. Most the PNPs have at least one entrepreneur or investor visa category dedicated to people who would like to start or expand their business in Canada.
