Canada introduced new instructions for International Mobility Program

Canada introduced new instructions for International Mobility Program on January 30, 2023, the Government of Canada introduced a new program delivery update for the International Mobility Program (IMP). The government reformatted instructions regarding the labor market impact assessment (LMIA) exemptions under work designated as per paragraph R205(c)(ii) – administrative codes C41, C42, C43, C44, and C45.    In addition, the government included dependent children of primary applicants as family members in addition to spouses and common-law partners. Furthermore, new administrative codes have been added for dependent children of high-skilled workers, family members of low-skilled workers and economic PR applicants, and academic award recipients.   Program delivery update: Public policy, competitiveness or economy IMP The following changes are important as well: The NOC 2021 language has been updated on the pages. Now, dependent children along with spouses and common-law partners are included. For dependent children of skilled workers, family members of low-skilled workers, applicants for economic PR, and recipients of academic awards, new administrative codes have been added. In accordance with subparagraph 205(c)(ii) of the Immigration and Refugee Protection Regulations, the Minister has designed the following categories that are necessary for public policy considerations relating to the competitiveness of Canada’s academic institutions or economy (IRPR). Family members of foreign nationals with TEER 0, 1, 2, or 3 authorization to work in high-skilled occupations [C41 and C46]. Family members of foreign nationals with TEER 4 or TEER 5 work in low-skilled occupations [C47 and C48]. Family members of people with work permits who are  Economic Class permanent residents or who were nominated or selected by a province [C49]. Common-law partners and spouses of study permits holders – [C42]. Doctor of Philosophy (Ph.D.) awarded to postdoctoral fellows [C44]. Academic Award recipients for research work – [C52] Medical research fellows and foreign medical (or dental) residents – [C45]   What is the International Mobility Program?  Employers can hire temporary workers under the International Mobility Program (IMP) first without completing a labor market impact assessment (LMIA). In most cases, employers will have to submit an offer of employment through the Employer Portal.   What is labor market impact assessment (LMIA)? Before hiring a foreign worker, a Canadian employer may be required to get a Labour Market Impact Assessment (LMIA).  A positive LMIA will show that a foreign worker is needed to fill the position. Additionally, it will demonstrate that no Canadian citizen or permanent resident is suitable for the position. Ontario Practice Ready Assessment Program PRA 2023

The Ontario Practice Ready Assessment Program PRA 2023, Ontario has revived its plans for a program that accelerates the recruitment of foreign-trained doctors. The self-regulating body for Ontario’s medical profession proposes a 12-week program for internationally trained physicians in Ontario in a submission submitted to the minister of health in December 2022.   Seven Canadian provinces use Practice Ready Assessment (PRA) programs to help with the licensing of internationally trained doctors who completed their training and worked independently abroad. Canadian provinces using PRA for internationally trained doctors are: Practice-Ready Assessment for BC Physicians (PRA-BC) Alberta Practice Readiness Assessment (PRA-AB) International Physician Practice Assessment for Saskatchewan (SIPPA) The International Medical Graduate Program at the University of Manitoba (PRA MB – Family Practice & PRA MB – Specialty Practice) College of Physicians of Quebec Practice Ready Assessment – Newfoundland and Labrador (PRA-NL) Practice Ready Assessment Program for Nova Scotia (NSPRAP)   As of right now, the pan-Canadian framework of the NAC is not offering practice assessments for the following provinces and territories: Ontario, Prince Edward Island, New Brunswick, Yukon, Nunavut, and the Northwest Territories.   Practice Ready Assessment Program PRA for BC Physicians (PRA-BC) British Columbia launched an assessment program for family doctors with foreign training who completed their family medicine residencies outside of Canada in 2015. Practice Ready Assessment – British Columbia (PRA-BC) is a program that offers qualified family doctors another path to BC licensure.   Alberta Practice Readiness Assessment (PRA-AB) For IMGs without any required Canadian credentials, the last step of the other path to independent practice in Alberta is a Practice Readiness Assessment (PRA-AB). An IMG must pass a two-part assessment of their clinical competence, chart management, and professionalism once registering with CPSA in order to be admitted to the Provisional Register. A Canadian medical graduate must take and pass a portion of this assessment in order to join the Provisional Register if they failed a national examination. The steps that you have to take before a PRA-AB Assessment are listed below. Once these are completed, the CPSA finds an assessor for you and sets up the assessment times. Submit a Review of Qualifications for Independent Practice Apply for the TDM exam Secure AHS sponsorship Submit your supporting documents Start the PRA-AB   International Physician Practice Assessment for Saskatchewan (SIPPA) A competency assessment program for “practice readiness” is the Saskatchewan International Physician Practice Assessment (SIPPA). SIPPA was established in operation in 2011 to make sure that doctors with foreign training who want to practice medicine in Saskatchewan have the necessary clinical knowledge and expertise to offer high-quality patient care.    A provincial oversight committee with representatives from the provincial government, sakdocs/Saskatchewan Health Authority (SHA), the Saskatchewan Medical Association (SMA), and the College of Physicians and Surgeons of Saskatchewan encourages SIPPA’s activities under the direction of the College of Medicine. (CPSS).   The International Medical Graduate Program at the University of Manitoba (PRA MB – Family Practice & PRA MB – Specialty Practice) The International Medical Graduate (IMG) program at the University of Manitoba allows you to join the many other graduates currently living and working in Manitoba as family doctors or specialists. Be a part of a vibrant medical community that is improving Manitobans’ lives for the long term.   College of Physicians of Quebec To promote physician workforce mobility between Quebec and France, the Collège des médecins du Québec, France’s Conseil national de l’Ordre des médecins, and the French Minister for Health and Sports signed an agreement on the mutual recognition of physicians’ professional qualifications on November 27, 2009. (Quebec-France MRA).   An international medical graduate (clinician or Quebec-France MRA) must complete an assessment period that demonstrates their clinical competence in the context of medical practice in Quebec in order to ensure the protection of the public. This is an essential phase in the process of obtaining a restrictive permit in Quebec.   Practice Ready Assessment – Newfoundland and Labrador (PRA-NL) A candidate is put on the Education Register and assessed for readiness to practice under a provisional medical license in Newfoundland and Labrador during the 12-week Practice Ready Assessment – Newfoundland and Labrador (PRA-NL). Before submitting an application to PRA-NL, the College of Physicians and Surgeons of Newfoundland and Labrador (CPSNL) must determine that you are qualified for a Family Medicine provisional licensing. Without this eligibility, do not reapply.   Practice Ready Assessment Program for Nova Scotia (NSPRAP) The Nova Scotia Practice Ready Assessment Program (NSPRAP) is a program to assess international medical graduates (IMGs) who want to practice family medicine in Nova Scotia to make sure they have the required clinical skills and knowledge to provide high-quality patient care.  The Nova Scotia Department of Health and Wellness (DHW) provides financial assistance for NSPRAP, which operates under the direction of the Dalhousie Department of Family Medicine (DFM) in collaboration with the Nova Scotia Health Authority (NSH) and the College of Physicians and Surgeons of Nova Scotia. (CPSNS).    How can a foreign doctor get licensed in Canada? Medical graduates who meet the set criteria receive the Licentiate of the Medical Council of Canada (LMCC), a medical qualification. The LMCC is a part of the Canadian Standard, which defines the requirements doctors must meet before they may apply for a full license to independently practice medicine in Canada. It is not a license to practice medicine. Sudbury considered 24 applications under the RNIP

On January 26, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 24 candidates.  The lowest score of these draws was 250 points, 70 points more than in the previous draw. All applicants had one eligible occupation and a wage over $20 per hour. Last year, in total, 154 applicants were invited. Sudbury has recommended at least 249 individuals under the RNIP since the program’s launch.   Rural and Northern Immigration Pilot Sudbury RNIP  The Rural and Northern Immigration Pilot is an initiative driven by the local community. By providing a pathway to permanent residency for highly skilled foreign workers who wish to reside and work in one of the participating communities, it aims to expand the benefits of economic immigration to smaller communities.   Application Process and Steps RNIP  The Sudbury RNIP gets a set number of recommendations from IRCC every year to provide to candidates, permitting them to submit applications for permanent residency. A point-based system will be used to rank applications in order to most effectively accomplish the Program’s objectives and satisfy local labor market needs.  Not all candidates who meet the minimum criteria will be taken into account. Alberta invited new candidates under the AAIP on March 14, 2023, Immigration, Refugees and Citizenship Canada (IRCC) published a new update regarding the Alberta Advantage Immigration Program (AAIP). As of March 14, 2023, there were around 1,490 Alberta Opportunity Stream applications and 450 Expressions of Interest in the Alberta Express Entry pool.    In addition, on March 9, 2023, Alberta held a new invitation round in the Alberta Express Entry Stream and issued 134 Notifications of Interest (NOI) with a minimum score of 301. In 2023, the province invited 434 Express Entry candidates to apply for a provincial nomination in the Alberta Express Entry and issued 1,292 nomination certificates.   AAIP Express Entry Draws 2023  The federal Express Entry pool’s candidates are reviewed regularly by the AAIP. The AAIP draws individuals from a candidate pool and asks them to submit a completed application to the AAIP based on the information regarding their profile that is easily accessible in the portal.  The best alternative path to the federal Express Entry System is through the Alberta-Express Entry stream. British Columbia invited up to 193 high-skilled candidates under the BC PNP

British Columbia invited up to 193 high-skilled candidates under the BC PNP On December 6, 2022, the Government of British Columbia issued new invitations under the British Columbia Provincial Nominee Program (BCPNP) and invited qualified Skills Immigration candidates and Tech workers. In the Tech-targeted draw, BC issued 144 invitations with a minimum score of 95 points.    The province invited 32 candidates in the Childcare-targeted draw for early childhood educators (NOC 42202). A further 12 invitations were issued to skilled workers, international graduates, and entry-level and semi-skilled workers scoring at least 60 points in a draw targeting Healthcare workers. Additionally, fewer than 5 invitations have been issued for other priority occupations (NOCs 31103, 32104). In total, the province invited up to 193 candidates. In 2022, British Columbia already issued 8,618 invitations in total, and 7,466 of them were issued for BC PNP Tech candidates.    The BCPNP draw that took place on December 6, 2022, as well as the required minimum score and streams, are shown in the table below. MPNP announced expression of interest system notices: On December 2, 2022, the Manitoba Provincial Nominee Program (MPNP) published Expression of Interest system notices. Every year, Immigration, Refugees and Citizenship Canada (IRCC) allocates a quota of nominations to the MPNP.  The MPNP uses these nominations to issue Letters of Advice to Apply (LAA) through Expression of Interest draws.    However, the MPNP can only approve as many applications for a specific year as nominations are available. For example, in 2022, the MPNP can approve 6,367 applications. As of now, the Federal Government has yet to announce a quota of nominations for 2023.   Expression of Interest system notices All applicants for the Skilled Workers Stream are required to create an Expression of Interest (EOI) profile. Immigration, Refugees and Citizenship Canada (IRCC) provide a certain number of nominations to the Manitoba Provincial Nominee Program (MPNP) each year (IRCC). To use the complete allocation of nominations through the EOI draws, the MPNP invites an equal number of applications to be filed. In a given year, the MPNP can only accept as many applications as there are accessible nominations. The MPNP can accept 6,367 applicants for 2022. For 2023, the distribution of nominations has not yet been published. In accordance with the highest ranking points at the time of a specific EOI draw and priority per stream, the MPNP sends Letters of Advice to Apply (LAAs). Boasting a higher ratio than any of its G7 counterparts, Canada holds the top spot among countries with the most significant number of university graduates. The G7 nations – France, Germany, Italy, Japan, the United Kingdom, and the United States all pale in comparison to Canada’s remarkable educational success rate.    Canada stood above all other G7 countries, with 57.5% of its population aged 25 to 64 possessing college or university credentials. In comparison, the United States had 50.3%, the United Kingdom maintained 50.1%, France 40.7%, Italy 20.0%, Germany 31.1%, and Japan 55.6%.   G7’s most-educated country Statistics Canada reports that Canada has the highest percentage of citizens with college or university degrees of any G7 nation. With the influx of highly educated immigrants and the high rate of young adults completing degrees, the population of highly educated locals is growing. The significance of a highly educated workforce for Canada’s continuing economic growth was also highlighted in the study from Statistics Canada. Newfoundland and Labrador to recruit nurses from India On November 3, 2022, the Government of Newfoundland and Labrador announced that the province will recruit internationally-educated registered nurses from India to fill vacancies.  In the next few weeks, a preliminary group of Provincial Government officials will head to southwestern India to establish a recruitment desk in Bengaluru, located in Karnataka.  Once there, they will be assisted by a representative from the College of Registered Nurses to oversee licensure. The team will also work to increase awareness of Newfoundland and Labrador as appealing immigration destinations for nurses and nursing students through presentations and meetings. The provincial government is leading a mission to India to find globally trained registered nurses who can fill openings in Newfoundland and Labrador, according to Dr. Andrew Furey, the premier of Newfoundland and Labrador. The mission is an addition to other existing national and international efforts to attract medical personnel. The Honourable Tom Osborne, Minister of Health and Community Services, the Honourable Gerry Byrne, Minister of Immigration, Population Growth, and Skills, Lynn Power, Executive Director of the College of Registered Nurses of Newfoundland and Labrador, and representatives from two regional health authorities were present for the announcement. In the upcoming weeks, a team of provincial government representatives will go to southwest India with the intention of establishing a recruitment desk in Bengaluru, which is situated in the state of Karnataka. A member of the College of Registered Nurses of Newfoundland and Labrador will join them and be responsible for regulating licensure. Because many nurses in the area undergo training that is comparable to that received by registered nurses in Newfoundland and Labrador, the state of Karnataka has been chosen. The area was also picked due to the concentration of prominent nursing schools there. Families of immigrants motivate their children to continue their education and earn advanced degrees more frequently.   At every age, significantly more immigrant taxpayers reported post-secondary tuition fees than did the average Canadian. By the time they hit 30+ years of age – at which point most university students are in post-graduate programs – more than a third of immigrant taxpayers, 33.7 percent, reported post-secondary tuition fees on their income tax reports compared to barely over a quarter, 27.2 percent, of all Canadians.   Immigrant children earning potential  The survey also indicates that immigrant children have a higher earning potential than their Canadian-born counterparts since more immigrant children are completing post-secondary education. The median income for 25-year-olds in Canada as a whole was $29,710, whereas the median income for 25-year-olds who moved to Canada as children were $30,300.
