Delays in Work Permits Applications Negatively Impact Canadian Companies according to a survey conducted by the Canadian Employee Relocation Council (CERC), a non-profit organization, delays in work permits at IRCC are causing severe damage to Canadian companies. The CERC survey states that Canadian employers will require immediate access to international talent to restore the Canadian economy after the pandemic.   The survey also highlights that as vaccination rates rise and serious COVID-19 infections go down, mobility and travel will increase, as well as Canada’s capacity to manage the growing numbers of travel visa applications. Canada processes nearly half of the immigration applications within the service standards on February 21, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the data on immigration inventories and backlogs. According to the last update, there were 1,944,500 applications for permanent residence, temporary residence permits, and citizenship approvals in all IRCC inventories. According to the update, 49.8% of applications in the inventory exceeded service standards.    IRCC is dedicated to processing 80% of applications within their service standard, though some complex cases may require a comprehensive assessment. Currently, 47% of temporary residence requests – including ones for visiting, studying, or working abroad and 44% of permanent residency applications are in the backlog. Additionally, 27% of citizenship applications are also exceeding service standards.   IRCC immigration applications at a glance  It’s crucial to keep track of the applicants for programs in order to accomplish annual immigration targets and reach IRCC’s objectives. Any applications submitted for a program that has not yet been accepted are listed in an inventory. This includes both those that are processed in accordance with service standards and a backlog of applications that have been in inventories for an extended period of time. IRCC is continuously managing more than 1 million applications from our inventories. In all business areas, IRCC finalized more than 5.2 million decisions in 2022.   Visa Application Backlog Reducing  To clear the backlog of applications in inventories, IRCC is taking action. 80% of applications should be processed within service standards, according to IRCC. The GNWT joined Economic Mobility Pathways Pilot

The Government of the Northwest Territories (GNWT) joined the Economic Mobility Pathways Pilot (EMPP) to help employers tackle the issues they face in the labor market and hire skilled refugees overseas.  Through the pilot, the GNWT allows employers to access a pool of potential employees and partner with non-governmental organizations (NGOs) to hire candidates under the EMPP.  Partner NGOs help employers find eligible candidates and provide them with employment and immigration-related resources and services. NGOs will charge employers between $5,000 and $10,000 to recruit employees through the EMPP In order to provide employers with new options to address the realities of the labor market in the Northwest Territories (NWT) and Canada, the GNWT has chosen to take part in this trial. Employers will have access to a fresh pool of candidates thanks to the trial.    – R.J. In the new BC PNP draw that was held on January 17, 2023, the Government of British Columbia issued new invitations under the British Columbia Provincial Nominee Program and invited qualified Skills and Immigration candidates. In the general draw, the province invited 154 candidates. The minimum score for candidates invited to this draw was 82-105 points.    The province issued 18 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202). In the Healthcare-targeted draw, BC invited 15 candidates. Additionally, fewer than 5 invitations have been issued for other priority occupations (NOCs 31103, 32104). In total, the province invited up to 192 candidates for this draw. Canada will hold more PNP draws in the coming years

Canada will hold more PNP draws in the coming years The recently announced Immigration Levels Plan will significantly increase permanent residents arriving in Canada, the majority under the Provincial Nominee Program.  In 2022, 83,500 new permanent residents were invited to Canada through this program, but that number is set to jump 20,000 higher next year – 105,000 total – due to the recent Immigrations Level Plans changes.    Recent Immigrations Level Plans changes Highlights With targets of 465,000 permanent residents in 2023, 485,000 in 2024, and 500,000 in 2025, the government is keeping this ambition. The plan also places a strong focus on recruiting immigrants from various countries across the world, particularly rural and small-town areas.   With approximately over 60% of admissions in the economic class by 2025, there will be a long-term focus on economic growth.   Using new Express Entry features to accept immigrants with the necessary skills and talents in fields with severe labor shortages, such as STEM, healthcare, manufacturing, and building trades (Science, Technology, Engineering, and Math).   Increases in regional programs such as the Provincial Nominee Program, the Atlantic Immigration Program, and the Rural and Northern Immigration Pilot to address specific local labor market needs   Boosting the speed of family reunions.   Ensure that at least 4.4% of brand-new permanent residents are francophone outside of Quebec.   Support for global crises by giving refuge to individuals facing siege, especially by extending the Economic Mobility Pathways pilot.   PNP Targets will increase. Most of the new immigrants who become permanent residents are doing so through economic-class initiatives like the Provincial Nomination Programs (PNPs). By 2024, the PNP target will be 110,000, and by 2025, it will be 117,500. Therefore, one-fifth of all new permanent residents admitted in 2025 will come through the PNP. The PNP will continue to be Canada’s major program for accepting immigrants for economic class, and its targets will also increase. Canada extended the temporary policy allowing visitors to apply for work permits on February 28, 2023, the Government of Canada extended the temporary policy allowing visitors to Canada to apply for a work permit. Having a valid job offer, foreign nationals who are in Canada as visitors can apply for a work permit without leaving the country.  Visitors with a work permit within the last 12 months can also apply for an interim work authorization to continue working in Canada. This temporary public policy has been extended by an additional two years and will remain in effect until February 28, 2025. Eligibility Requirements for the temporary policy for Visitors in Canada  Eligibility requirements for visitors to apply for an employer-specific work permit are: have a valid visitor status in Canada at the time of submitting the application; intend to work for the employer and occupation specified by the LMIA or LMIA-exempt offer of employment included in their work permit application submitted under the public policy; submit an application for an employer-specific work permit before February 28, 2025; has remained status since submitting their application and intends to maintain it for the duration of the time that their work permit application is being processed in Canada. A former holder of a work permit who converted to visitor status may also be eligible for temporary work authorization if they meet the following requirements in addition to meeting the requirements for the work permit: have maintained a valid temporary resident status in Canada at the time of submitting their work permit application; held a valid work permit for the 12 months prior to the date on which they submitted their application for a work permit under this public policy, even though they are only visiting at the time; intend to apply for a work permit under the public policy and to work for the employer and in the occupation specified in the LMIA or LMIA-exempt offer of employment; have used the IRCC Web form to apply to IRCC for the interim authorization to work in accordance with this public policy; and have requested that the authorization to work be applicable while their application for a work permit is being processed. Objectives of the Temporary Policy  This temporary policy will allow eligible foreign individuals who hold valid temporary resident status as visitors to apply from inside Canada for a work permit that is supported by a job offer exempt eligible foreign nationals from the requirement that a work visa won't be granted if they don't meet certain temporary residence criteria. While a decision on their work permit application is pending, allow eligible former temporary foreign workers to work. By continuing this policy, foreign nationals who are in Canada on a visitor visa can work there without having to leave. This helps newcomers who might want to work and eventually move to Canada, as well as employers who have open positions. The most recent report on job openings from Statistics Canada reveals that there are currently more than 800,000 open positions in the country. Canada extended the temporary policy allowing visitors to apply for work permits on February 28, 2023, the Government of Canada extended the temporary policy allowing visitors to Canada to apply for a work permit. Having a valid job offer, foreign nationals who are in Canada as visitors can apply for a work permit without leaving the country.  Visitors with a work permit within the last 12 months can also apply for an interim work authorization to continue working in Canada. This temporary public policy has been extended by an additional two years and will remain in effect until February 28, 2025.   Eligibility Requirements for the temporary policy for Visitors in Canada  Eligibility requirements for visitors to apply for an employer-specific work permit are: have a valid visitor status in Canada at the time of submitting the application; intend to work for the employer and occupation specified by the LMIA or LMIA-exempt offer of employment included in their work permit application submitted under the public policy; submit an application for an employer-specific work permit before February 28, 2025; has remained status since submitting their application and intends to maintain it for the duration of the time that their work permit application is being processed in Canada. A former holder of a work permit who converted to visitor status may also be eligible for temporary work authorization if they meet the following requirements in addition to meeting the requirements for the work permit: have maintained a valid temporary resident status in Canada at the time of submitting their work permit application; held a valid work permit for the 12 months prior to the date on which they submitted their application for a work permit under this public policy, even though they are only visiting at the time; intend to apply for a work permit under the public policy and to work for the employer and in the occupation specified in the LMIA or LMIA-exempt offer of employment; have used the IRCC Web form to apply to IRCC for the interim authorization to work in accordance with this public policy; and have requested that the authorization to work be applicable while their application for a work permit is being processed.   Objectives of the Temporary Policy  This temporary policy will allow eligible foreign individuals who hold valid temporary resident status as visitors to apply from inside Canada for a work permit that is supported by a job offer exempt eligible foreign nationals from the requirement that a work visa won’t be granted if they don’t meet certain temporary residence criteria. While a decision on their work permit application is pending, allow eligible former temporary foreign workers to work.   Open Job positions in Canada Canada is facing a severe labor shortage even as the economy is expanding. By continuing this policy, foreign nationals who are in Canada on a visitor visa can work there without having to leave. This helps newcomers who might want to work and eventually move to Canada, as well as employers who have open positions. The most recent report on job openings from Statistics Canada reveals that there are currently more than 800,000 open positions in the country. Manitoba issued record LAAs in 2 Manitoba PNP

Manitoba issued LAAs to 1,279 Candidates. On December 15 and 16, 2022, Manitoba held 2 invitation rounds in the Manitoba PNP. In round #161, the MPNP issued 1,030 Letters of Advice to Apply (LAA) in the Skilled Workers Overseas stream, with a minimum score of 600. In round #162, the MPNP issued 155 LAAs in the Skilled Workers in Manitoba stream.    The minimum score to get the LAA in this category was 771 points, 4 points fewer than the previous draw. In the Skilled Workers Overseas stream, Manitoba issued 48 LAAs. The lowest score in the SWO category was 703 points, 103 points more than in round #161.    In addition, Manitoba invited 46 candidates in the International Education Stream. In total, in these draws, Manitoba has issued LAAs to 1,279 candidates, including 692 Express Entry candidates. MPNP has invited 7,355 candidates in 2022, and 1,943 received invitations in the Express Entry.   Overview of the Manitoba PNP The first PNP in Canada was the Manitoba Provincial Nominee Program (MPNP). In 1998, it was changed into a permanent immigration scheme. Based on the province’s economic and labor market needs, the program was started to aid in the development of its economy through immigration. The MPNP received 418 new immigrants in its first year. Today, the province uses the program to nominate more than 5,000 new immigrants each year. The MPNP has had huge success in Manitoba. Three immigration streams under the title of “Skilled Workers in Manitoba” are targeted at foreign nationals who already have work experience or a job offer in Manitoba and who have the skills and training required to succeed in the Manitoba labor force. Successful candidates will get an official provincial nomination from Manitoba if they qualified through the stream for skilled workers in Manitoba. Candidates become eligible to apply for Canadian permanent resident status after receiving a provincial nomination. Manitoba invited 34 candidates under the 12th draw for Ukrainian candidates

On March 20, 2023, the Government of Manitoba held the twelfth draw for Ukrainian candidates. In this draw, the province invited 34 candidates through the Manitoba Provincial Nominee Program (MPNP).  In total, the province invited 2,214 candidates in 2023, including 68 Ukrainian nationals.   Details of the 12th draw for Ukrainian candidates To be eligible in the draw for Ukrainian Candidates, applicants must be: Ukrainian citizens,  have a minimum of CLB 4 in each language band,  have connections to the province (close relatives, community ties, previous employment, or studies in Manitoba),  score at least 60 points in the EOI registration points grid, and  possess a valid language test in one of the official languages.    Manitoba For Ukraine  The province of Manitoba has welcomed more Ukrainian refugees than any other in Canada, per capita, and it continues to be a national leader in offering a complete range of settlement support and services.
