The Yukon increased the number of allocations under the Yukon Nominee Program

On March 16, 2023, the Government of Yukon announced that the territory increased the number of allocations under the Provincial Nominee Program (YNP) for 2023, allowing more foreign workers to immigrate to the Yukon.  By increasing the Yukon’s nominee allocations from 300 to 430 for 2023, the YNP assists employers in filling essential positions with foreign nationals who wish to become permanent residents of the territory.  For the second time since its launch in 2007, the Yukon Nominee Program reached its full capacity of 300 spaces by 2022 and aims to accept even more immigrants this year.   The Yukon government is committed to assisting employers throughout the territory with their labor demands. Economic immigration is a vital strategy for attracting workers and developing a workforce that supports investment and economic growth while meeting the demands of Yukon businesses.     Premier and Minister of Economic Development Ranj Pillai stated:  ‘The Yukon’s nominee allocation has increased in a welcome way as a result of productive conversations with our federal partners regarding the feedback we got from the business community.  With this increase, we will be able to support our business even more and encourage more prospective Canadians to settle down in the Yukon.”   Yukon Nominee Program  Applications for nomination candidates from within and outside of Canada are considered by the Yukon Nomination Program. Ottawa published ministerial instructions amendments after the NOC 2021 introduction

On March 16, 2023, the Government of Canada published ministerial instructions amendments after the NOC 2021 change. On September 23, 2022, the government expanded the geographic boundaries for participating communities to allow more employers to participate in the Rural and Northern Immigration Pilot (RNIP) Program, increased the application deadline to August 2024, expanded the job offer range available to candidates with specific work experience, and decreased the number of settlement funds applicants were required to have.  The recent Ministerial Instructions will not affect applications received by a community before September 23, 2022.   The Ministerial Instructions were amended on September 23, 2022, to:  Expand the geographic boundaries of seven of the eleven participating communities to make room for the participation of more businesses. North Bay (Ontario), Sudbury (Ontario), Timmins (Ontario), Thunder Bay (Ontario), Moose Jaw (Saskatchewan), West Kootenay (British Columbia), and Vernon (British Columbia) are the communities expanding their boundaries. Make sure that all applications for permanent residence are received by August 2024, increasing the time communities can participate from the original 3 years to February 2024. The NOC 2021 has been updated by introducing TEER levels. TEER 0 is the highest level and TEER 5 is the lowest.  What has changed? The current four-digit codification system has been replaced with a brand-new five-digit system.  There is now a five-tiered hierarchy for occupational categories that includes broad occupational categories, major groups, sub-major groups, minority groups, and unit groups at each tier of disaggregation. IRCC is trying to resolve the IT glitch in the Express Entry draw

IRCC is trying to resolve the IT glitch in the Express Entry draw. Following the introduction of the National Occupation Classification (NOC) 2021, Immigration, Refugees and Citizenship Canada (IRCC) has confirmed disruptions in the Express Entry system. Unfortunately, Provincial Nominee Programs candidates were also impacted by this technical glitch. IRCC has stated that they are actively investigating these issues and striving to find solutions. However, the department has yet to indicate when a resolution will be available or what the underlying problems may be. Furthermore, IRCC asserts that candidates should check for updates regularly as more information becomes accessible. According to IRCC, they are aware that clients are often instructed by the system that they do not have sufficient Canadian work experience even though they match the Minimum Entry Criteria (MEC) of the Canadian Experience Class (CEC). This error resulted in the incorrect release of some ITAs to applicants during the round of invitations on November 23rd, including several PNP candidates. Candidates for the PNP who are attempting to update their Express Entry profile to reflect the change to NOC 2021 have also been affected by the system error.   No Express Entry draw took place It is unknown if the Express Entry draw that was skipped last week on December 7 was connected to these IT issues. CIC News has contacted IRCC to learn what the system error might mean going forward for applicants and when Express Entry draws are expected to resume. All-program Express Entry draws resumed in July of this year after an 18-month break starting in December 2020. Since draws resumed, the IRCC has been inviting candidates on Wednesdays every two weeks. Candidates shared their frustration on social media after the expected draw on December 7 wasn’t held. According to IRCC ministerial guidelines, draws will take place “almost every two weeks.” There is no rule that defines how frequently or on what day draws will occur, despite though they have typically occurred on Wednesdays. The IRCC has full discretion over it. Each draw has resulted in Canada inviting more applicants. Since July, there have been eleven draws. 4,750 candidates were invited to the two most recent draws, held on November 9 and November 23.   NOC 2021 The NOC 2016 has been replaced with the NOC 2021, it was announced on November 16, 2022. To be eligible for Express Entry, work experience must fall under NOC 2016 skill classes 0, A, or B. The (TEER) system, which stands for Training, Experience, Education, and Responsibility, has been introduced by IRCC as part of NOC 2021. By replacing the outdated NOC with a new NOC and TEER system, which integrates training, education, experience, and responsibilities, Canada will be capable of achieving the following four goals (TEER). Canada expands employment opportunities for racialized newcomer women pilot

Canada expands employment opportunities for racialized newcomer women pilot on March 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) announced support and services to help racialized newcomer women find jobs in Canada. The Government of Canada has allocated $1.1 million to the YWCA of Metro Vancouver to support the Tech Connect program for newcomer women under the Racialized Newcomer Women Pilot.  The Racialized Newcomer Women Pilot was formed with work placements, mentorship opportunities, and gender-specific employment counseling services to support the career progression and workplace access of racialized newcomer women. By allocating funding to projects such as Tech Connect, Canada’s government reveals its dedication to boosting a successful transition for racialized female immigrants.   Internationally trained professionals with IT backgrounds who are racialized newcomer women in the Greater Vancouver Area are helped by Tech Connect in their preparations. It allows them access to professional networks and training that will help them to understand the unique workplace culture in Canada’s IT industry and find jobs more quickly and easily that match their qualifications, training, and experience.  Through work placements, mentorship, and women-only employment counseling, the Racialized Newcomer Women Pilot was created to enhance racialized newcomer women’s access to the labor market and advancement. Providing funding to programs like Tech Connect proves that the Canadian government is still dedicated to helping racialized newcomer women advance in their careers and find meaningful work in Canada.   The Racialized Newcomer Women Pilot provided funding for a number of settlement programs, including the YWCA of Metro Vancouver. The Canadian government is expected to announce funding for numerous organizations across the country in the upcoming months.   Marie-France Lalonde, Parliamentary Secretary to the Minister of Immigration, Refugees and Citizenship stated:  “Getting into the workforce creates big challenges for racialized newcomer women. Programs like Tech Connect are making an important contribution to the combat of racial and gender discrimination by giving opportunities for women to achieve great things. I’m honored that the Canadian government can cooperate with us on this initiative.   Erin Seeley, Chief Executive Officer, of YWCA Metro Vancouver stated: We are delighted that Immigration, Refugees and Citizenship Canada has extended the YWCA Tech Connect employment program for an additional two years. Processing times in Canadian passport offices have returned to pre-pandemic levels

Processing times in Canadian passport offices have returned to pre-pandemic levels. Minister of Families, Children, and Social Development Karina Gould has proudly announced that the backlog with passport processing has been nearly cleared, as 98 percent of the application backlog has been processed.    Subsequently, turnaround times in all passport offices are back to their normal pre-pandemic levels. According to a press release from Gould’s office, Service Canada has already issued more than two million passports since April 2022 – with an estimated additional one and a half million expected to be released by the end of this fiscal year.   Less than a week after the first statement, Passport Canada announced that it had finally achieved pre-pandemic processing times — a regular 20 business days for those who applied by mail or Service Canada locations, and 10 business days for those who applied in person.   Canadian passport application backlog  As the COVID-19 travel restrictions for Canada were relaxed, there was an increase in travel and a surge in demand for new passports. As a result, massive queues at Service Canada offices this summer as people tried to beat the rush to apply for, renew, or pick up the essential piece of travel documents led some to cancel plans and suffer travel hassles. Because of the delays, the federal government’s ability to provide services to Canadians had been questioned. According to the current process, Minister of Families, Children and Social Development Karina Gould stated on Tuesday, those who applied for passports after October 3, 2022, faced pre-pandemic processing times, while additional staff continues to work on the smaller number of unfinished “complex” applications from the months prior to actually due to issues with eligibility, security, or child custody.   Applicants can now request their application to be expedited without having to provide proof of imminent travel. For individuals who applied before October 3, the wait time to receive their passports still varies.   Once again regretting the “difficult situation,” Minister of Families, Children, and Social Development Karina Gould thanked Canadians for their “admirable patience” and assured them that they should be able to obtain their passports on time if everything is correct with their application.   For the near future, according to Gould, ESDC will keep hiring the extra staff it recruited to manage the surge in applications because she predicts that the number of applicants will remain high and that the government will keep processing more than 3.5 million passports this year. IRCC held a new all-program Express Entry draw

IRCC held a new all-program Express Entry draw on March 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 7,000 Invitations to Apply (ITA) to candidates under Express Entry. In this draw, IRCC continued inviting candidates under all immigration programs. In round #243, the cut-off score was 490 points, the same as in the previous all-program draw.    The tie-breaking rule for this round was February 16, 2023, at 10:33:06 UTC. As of March 15, 2023, there are 245,121 profiles registered in the Express Entry pool, 1,747 more than the previous update.  In 2023, Canada issued 23,559 ITAs through Express Entry. The country’s record immigration target for 2023 is 465,000.   Since January 18th, this was the first all-program draw that has now been conducted. Also, it broke the previous record set on January 2023 draw of 5,500 making it the largest all-program draw ever. The most recent draw pattern was likewise broken by this draw.
