PNP candidates in Ontario Alberta and British Columbia earn the highest income

A Statistics Canada report reveals that Provincial Nominee Program (PNP) newcomers earn more in Ontario Alberta and British Columbia, whereas lower earnings are observed in Atlantic Canada, Manitoba, and Saskatchewan. The disparity is attributed to local unemployment rates and individual characteristics like education, pre-landing Canadian work experience, and language skills.  PNP candidates can earn extra money in British Columbia, Alberta, and Ontario after they move to Canada and live there for about two years. This suggests that initially in 2020, the three Canadian provinces saw an increase in the following earnings: $59,600 in Ontario $54,200 in Alberta $58,100 in British Columbia Find out! If you are eligible for the PNP The report also highlights that economic immigrants’ earnings vary based on their immigration program, with higher earnings for the Express Entry Federal Skilled Worker Program (FSWP) and Canadian Experience Class (CEC) candidates since 2005 due to education, language ability, and age. The Comprehensive Ranking System (CRS) scores for FSWP and CEC candidates were higher, indicating their potential for skilled work and higher earnings. An applicant with a high CRS score may have desirable human capital qualities when they immigrate to Canada. As a result, they have a better chance than other applicants of getting a skilled job at a higher salary. Candidates in some PNP streams, such as those aimed at entry-level and semi-skilled candidates, may not need the same degree of education or work experience to immigrate. The PNP does not use the CRS for candidates who are not already Express Entry candidates. 2023 PNP Draws  After 2015, when Immigration, Refugees and Citizenship Canada (IRCC) initially revealed the Express Entry application management system, significant modifications were noticed. The Provincial Nominee Program (PNP) The province governments of Canada manage the Provincial Nominee Program (PNP), an economic immigration route leading to permanent residence. The Immigration and Refugees Protection Act (IRPA) states that immigration is a shared responsibility of the federal and provincial governments, which makes this possible. Due to their in-demand human capital attributes, immigration candidates who best fit local labor force needs can be chosen by provincial governments thanks to the PNP. The province has nominated these individuals, strengthening the application for permanent residence when sent to the IRCC. In its yearly Immigration Levels Plan, the IRCC sets PNP immigration targets for each year. OINP held 2 draws under the Employer Job Offer Foreign Worker Stream

On January 9, 2024, the Government of Ontario held two draws in the Employer Job Offer Foreign Worker Stream (EJO FW) Stream of the Ontario Immigrant Nominee Program (OINP).  The province issued 821 targeted invitations to apply (ITAs) to tech and healthcare occupations and 630 ITAs for skilled trades workers. The minimum scores for these draws were 40 and 33, respectively.  All invitees have profiles created between January 9, 2023, and January 9, 2024. So far, the province invited 1,451 candidates under the OINP in 2024. Ontario is considering allowing one-year college graduate students to apply to the OINP

The Ontario Government plans to amend the Ontario Immigrant Nominee Program (OINP) to increase eligibility for international college graduate students. The proposed legislation focuses on revising requirements for those in one-year college graduate certificate programs, with over 900 such programs across the province.  This offers international students who previously considered moving to other provinces a better chance for permanent residency. The changes, possibly approved next week and implemented early next year, also ban Canadian work experience as a job prerequisite, facilitating more qualified candidates to progress in the interview process. Studies show that helping recently arrived immigrants with foreign training to find jobs in the fields they studied for could increase the province’s GDP by as much as $100 billion over a period of five years. Ontario receives more immigrants than any other province. Through the OINP, Ontario will nominate 16,500 immigrants this year for permanent residence in a number of key sectors, including skilled trades and healthcare. Ontario plans to prohibit employers from asking for Canadian work experience in job applications

The Government of Ontario proposes legislation prohibiting employers from requiring “Canadian work experience” in job applications. Ontario’s Ministry of Labour, Immigration, Training, and Skills Development believes this will address labor shortages by allowing newcomers to secure better-suited jobs instead of settling for positions overqualified.  Ontario aims to enable internationally trained immigrants to work in their fields of study, fostering their integration and supporting the provincial workforce. Ontario’s Minister of Citizenship and Multiculturalism, Michael Ford, states this change will benefit families, communities, and businesses. Details of the Ontario plan to prohibit employers from asking for Canadian work experience Officials estimate that supporting internationally trained newcomers to work in the professions for which they studied could boost the province’s GDP by up to $100 billion over the next five years. They claimed that eliminating the requirement for Canadian experience would allow more qualified candidates to advance in the interview process. Ontario hopes to prevent employers from requiring Canadian work experience and to relax provincial immigration eligibility so that international graduates of one-year college programs can obtain permanent residence. Canadian workers anticipate a 3.6% salary raise in 2024 The proposed changes are expected to go into effect next year and will be included in legislation introduced by the provincial government early next week. More than 30 occupational and professional licensing bodies will be prohibited from using Canadian work experience requirements in licensing beginning December 1.  David Piccini, Minister of Labour, Immigration, Training, and Skills Development Stated: “For far too long, far too many people arriving in Canada have been funneled into dead-end jobs for which they are overqualified.” “We must ensure that these people can find well-paying and rewarding jobs that will contribute to addressing the labor shortage,” “When newcomers to Ontario get a meaningful chance to contribute, everyone wins.” This year, the Ontario Immigrant Nominee Program (OINP) will nominate 16,500 immigrants for permanent residence in critical sectors such as health care and the skilled trades. To ensure that the Province selects the best candidates possible, the government is also proposing changes that would increase the number of international students in Ontario who are eligible to apply to the OINP by revising eligibility requirements for hundreds of one-year college graduate certificate programs across the province. The province has also communicated to the federal government that Ontario should have significantly more say about which economic immigrants arrive in the province. Sudbury considered 30 applications under the RNIP round of invitations

On November 8, 2023, the City of Greater Sudbury held a new RNIP round of invitations and considered 30 candidates. The lowest score of these draws was 255 points, 20 points more than in the previous draw.  Last year, Sudbury invited a total of 154 applicants. Since the program’s launch, the city has recommended around 550 individuals under the RNIP. So far, the city has considered 442 candidates in 2023. Results of the RNIP round of invitations in 2023 On October 13, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP) Program.  In this round, Sudbury considered 33 candidates, including two candidates drawn through the Francophone Stream.  The lowest score of these draws was 235 points, five points lower than in the previous draw.  On September 20, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 37 candidates, including two candidates drawn through the Francophone Stream. The lowest score of these draws was 235 points, 15 points more than in the previous draw.  On September 1, 2023, the City of Greater Sudbury held the new RNIP round of invitations. In this round, Sudbury considered 62 candidates.  The lowest score of these draws was 220 points, 20 points fewer than in the previous draw.  On July 31, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 54 candidates, including one drawn through the Francophone Stream. The lowest score of these draws was 240 points, ten points lower than in the previous draw.  On June 28, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 53 candidates.  The lowest score of these draws was 250 points, ten points lower than in the previous draw. On May 31, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 24 candidates.  The lowest score of these draws was 260 points, the same as in the previous draw. Last year, Sudbury invited a total of 154 applicants. On February 23, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 25 candidates. The lowest score of these draws was 245 points, five points fewer than in the previous draw.  All applicants had one eligible occupation and a wage over $20 per hour. On March 29, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 27 candidates. The lowest score of these draws was 270 points, 25 points more than in the previous draw. Five of these candidates were drawn through the Francophone Stream.  On January 26, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). Ontario invited 1,117 Masters Graduate and PhD Graduate streams candidates

On October 30, 2023, the Ontario Immigration Nominee Program (OINP) issued 1,051 invitations to apply (ITAs) for the Masters Graduate stream. The minimum score of this round was 43 points, two points more than it was in the previous draw.  In addition, Ontario also invited 66 candidates under the PhD Graduate Stream. The minimum score for this draw was 42 points. The profiles of selected candidates were created between November 22, 2022, and October 30, 2023. In total, this year, the province invited 35,813 candidates through the OINP. Canadian immigrants have a stronger sense of belonging in Ontario and Atlantic Canada

Sense of belonging to a country, especially as immigrants, has long been used to measure social integration and national identification in Canada. The 2020 General Social Survey (GSS) conducted by Statistics Canada provides insight into the provinces and territories where immigrants feel a strong sense of belonging.  According to the survey, immigrants in Ontario and the Atlantic-Canadian provinces (Nova Scotia, Prince Edward Island, Newfoundland and Labrador, and New Brunswick) reported a powerful sense of belonging to Canada. On the other hand, immigrants in British Columbia and Alberta reported a lower sense of belonging. What factors affect the sense of belonging of Canadian immigrants? In large part, post-migration experiences that give immigrants favorable feedback from their surroundings, such as whether they feel accepted in this country and whether they believe they have strong possibilities for success, influence how immigrants feel like they belong in Canada. The results of this survey also imply that the following other factors may have an effect on the “cross-provincial variation” in immigrants’ sense of belonging: Socio-Demographics of Immigrants Each Region’s Immigrant Composition Acceptance Feelings/Instances of Discrimination Context and structural factors Socio-Demographics of Immigrants The number of years since immigration, the person’s age at the time of immigration, their immigration admission category, and the population group they are emigrating into are sociodemographic characteristics that may affect an immigrant’s sense of belonging in Canada. The socio-demographic makeup of the immigrant population in each province varies as a result of long-term variations in immigrants’ patterns of settlement. These compositional changes may have an impact on the diversity in immigrants’ sense of belonging to Canada among provinces. Each Region’s Immigrant Composition “Immigrant composition” refers to a different set of factors that are in play. Recent immigrants make up a varied proportion of the total population in each Canadian province. According to a survey from 2021, for instance, “the share of recent immigrants ranged from 14% of immigrants in British Columbia and Ontario to 30% (or more) of immigrants residing in Saskatchewan and the Atlantic provinces.” According to this survey, a region’s immigrant population may have an impact on immigrants’ feelings of belonging in Canada because these feelings are typically “weaker among recent immigrants than among longer-term immigrants.” This suggests that immigrants’ sense of belonging to Canada grows over time, according to the survey’s authors. In light of this, the regional average for immigrants’ sense of belonging may be stronger in those provinces where they have lived for a long-term duration. Acceptance Feelings/Instances of Discrimination  Diverse opinions on inclusion and exclusion may result from the diversity of different ethnic groups within the immigrant population and their variance in size across different regions. The likelihood that an immigrant would have a strong sense of belonging in their selected province is significantly influenced by discrimination. While some immigrants experience exclusion, others are welcomed by their community. Context and structural factors When it comes to “structural factors,” such as employment, educational possibilities, economic diversity, etc., there are significant regional differences across Canada. Each of these has an impact on how newcomers integrate and acculturate.  Additionally, socioeconomic conditions are another name for structural factors in the territories and provinces.    The 2020 General Social Survey (GSS) results Last but not least, the information from StatsCan’s 2020 GSS shows some significant variation in the perceived sense of belonging among immigrants in Canada, which might be partly attributable to the factors mentioned above. The % “predicted probability of immigrants reporting a very strong sense of belonging to Canada by province of residence” is shown in the table below. Province  Percentage  Atlantic Canada  63.85 Ontario  63.19 Manitoba  58.89 Quebec  58.52 Alberta  55.85 Saskatchewan  53.79 British Columbia  52.77 In general, immigrants believe a high sense of belonging to Canada when living in Ontario and the Atlantic provinces (PEI, NS, NL, and NB), although this feeling was reduced among immigrants in British Columbia and Alberta. It’s interesting to note that the immigrant makeup of Alberta plays a significant role in the disparity between immigrants who live there and those who reside in Ontario in terms of their sense of belonging to Canada. Candidates invited in the OINP Human Capital Priorities Stream

On September 26, 2023, the Ontario Immigrant Nominee Program (OINP) conducted an invitation draw under the OINP Human Capital Priorities Stream. The OINP issued 1,696 targeted Notifications of Interest (NOIs) to candidates with work experience in healthcare occupations.  Invited candidates’ CRS Express Entry score was between 350 and 462 points. This year, the province has invited 14,091 candidates through twelve Express Entry Human Capital Priorities Stream draws. In 2023, Ontario issued 34,696 invitations under all streams of OINP.  Invited Healthcare Occupations Candidates who had a comprehensive ranking system (CRS) score of 350-462 and work experience in the following national occupational classification (NOC) codes were notified. In your Express Entry profile, you must list your work experience in one of the following NOCs as your major NOC: NOC 31102 – General practitioners and family physicians NOC 31300 – Nursing coordinators and supervisors NOC 31301 – Registered nurses and registered psychiatric nurses NOC 32101 – Licensed practical nurses NOC 33102 – Nurse aides, orderlies, and patient service associates About the OINP Human Capital Priorities Stream The Express Entry Human Capital Priorities immigration stream in Ontario is part of the Ontario Immigrant Nominee Program (OINP). It allows foreign workers with the necessary skilled work experience, language abilities, and education to apply to live and work permanently in Ontario. Before you can apply online to be nominated for permanent residence by the Ontario government, you must have a valid profile in the Immigration, Refugees, and Citizenship Canada’s (IRCC’s) Express Entry system and receive a Notification of Interest from Ontario. Under the OINP Entrepreneur Stream, 10 business candidates were invited on September 25, 2023, as the Ontario Immigration Nominee Program (OINP) released the new draw results. It was the fifth draw for business candidates of the year.  In this draw, the province issued 10 Invitations to Apply (ITAs) to business candidates.  This round’s Comprehensive Ranking System (CRS) score was between 136 and 163. The OINP noted that those whose Expressions of Interest were scored by September 20, 2023, were eligible for this draw.  As a candidate, you can work with an immigration specialist. 608 candidates invited in the OINP Masters Graduate and PhD Graduate streams

On September 19, 2023, the OINP Masters Graduate and Ph.D. Graduate streams issued 537 invitations to apply (ITAs). The minimum score of this round was 41 points, three points fewer than it was in the previous draw.  In addition, on September 19, 2023, Ontario also invited 71 candidates under the PhD Graduate Stream. The minimum score for this draw was 40 points.  The profiles of selected candidates were created between November 22, 2022, and September 19, 2023.  As a candidate, you can work with an immigration specialist. What are the average application processing times for the OINP? On September 19, 2023, Ontario updated the average processing time in the Ontario Immigrant Nominee Program (OINP).
