Service Canada opened new 10-day passport service locations

Service Canada announced the opening of seven new 10-day passport service locations across the country, making it easier and more convenient for Canadians to obtain their passports promptly.  These locations include Prince George in British Columbia, Lac-Megantic, Gaspe, Saint-Georges, Sainte-Agathe-des-Monts in Quebec, and Timmins and Dryden in Ontario. This move by the Canadian Government reflects its commitment to improving the passport application process and ensuring Canadians have access to essential travel documents for those who need to travel urgently or for work. Service Canada currently offers 20 Service Canada Centres across the country where Canadians can apply for a passport and receive it by mail in 10 business days (mail time not included), due to the updating of these new locations. This reduces wait times at passport offices and enables Canadians to receive service closer to home. If a Canadian requires their passport in less than ten working days, they must go to a passport office that offers express or urgent pick-up services and pay extra for those services.   There are no backlogs, passport processing times are back to the pre-pandemic levels, and Service Canada is consistently exceeding its delivery goals for a majority of applications. Although the public service labor disruption earlier in the spring had a small impact on passport processing, all service delays were quickly remedied. Nearly all passports are once again being delivered by Service Canada within the 10- and 20-day targets, with about 98% of passports being provided within service standards regardless of the mode of intake. The team at the passport office has been working to enhance service offerings over the past few months, and they are now ready to handle the first round of passport renewals for people who got 10-year passports in July 2013. Canada’s population has now surpassed 40 million people

Canada’s population has reached a significant milestone, hitting 40 million people just before 3 pm on Friday, June 16. According to Statistics Canada, the country’s population growth rate currently stands at 2.7%, its highest since 1957 during the postwar baby boom. This growth rate is due to a few factors, including recent birth trends, deaths, and international migration data.  Last year saw a record increase of 1.05 million people, 96% of that increase due to international migration. Statistics Canada predicts that Canada’s population could reach 50 million as early as 2043 if current trends continue. This projection underscores the importance of ongoing efforts to manage population growth and ensure that Canada remains a great place to live, work, and raise a family. The significant turning moment in the history of the country comes after a year of growth that broke all previous records. Most of the 1.1 million new permanent and temporary residents that were included in Canada’s population in 2022 were immigrants. The increase allowed the 40-million milestone to be achieved faster than expected. It’s a wonderful chance to celebrate Canada’s growth and reflect on how far we have actually come as a country. “Canada has reached an exciting milestone. It is a clear indication that Canada is still a vibrant, welcoming nation with lots of promise,” according to chief statistician Anil Arora, who made the statement to the media. That is over three times higher than the previous record low, which was 1.41 in 2020. A record-breaking number of 463,000 babies were born in Canada in 1960. In comparison, just 368,000 babies were born in 2021, despite the fact that the population as a whole was more than twice as large as it was in 1960. Canada’s population peaked at 20 million people in 1966, at the end of the baby boom period, with a substantial proportion of children between the years of 0 and 14. Canada-US Safe Third Country Agreement

Supreme Court of Canada upholds Canada-US Safe Third Country Agreement

The Canada-US Safe Third Country Agreement to manage the flow of asylum seekers across their common border has been considered legal by Canada’s highest court.  Refugees are obligated by the agreement to apply for asylum in the first of the two nations they arrive in; if their application is denied by one, they will not be successful if they apply on the other side of the border. The top court was asked by treaty opponents to rule that the laws supporting the agreement violate the rights to life, liberty, and security because many asylum seekers are not truly safe in the United States. The Supreme Court decided that Section 7 of the Charter of Rights and Freedoms is not violated by the proposal for legislation enabling the agreement. The Supreme Court has invited the Federal Court to investigate the opposition’s claim that the accord violates Section 15 of the Charter due to the alleged discriminatory treatment of women escaping domestic violence in the United States. The Canadian Press first published this news on June 16, 2023.   About the Canada-US Safe Third Country Agreement The U.S.-Canada Smart Border Action Plan includes the Safe Third Country Agreement between the two nations. Unless they meet the requirements for an exception to the Agreement, those who wish to claim refugee status must do so in the first safe country they arrive. The Agreement allows both governments to more effectively control who has access to each nation’s refugee systems when they pass the Canada–U.S. land border. The Agreement was finalized on December 5, 2002, and the two countries signed it. It became effective on December 29, 2004. Following the completion of regulatory modifications, the two countries signed an Additional Protocol to the STCA, which went into effect on March 25, 2023. A revised agreement is represented by the two documents together. According to the Immigration and Refugee Protection Act, Canada has only designated the US as a safe third country. More Ukrainian nationals arrived in Canada under the CUAET Program

On June 13, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the number of Ukrainian newcomers arriving in Canada under the CUAET Program. According to the latest update, between January 1, 2022, and June 11, 2023, 32,670 Ukrainians arrived in Canada by land, and 201,872 Ukrainians reached by air. Between March 17, 2022, and June 3, 2023, IRCC received 1,050,954 applications under the CUAET.  In total, IRCC has approved 754,257 applications from Ukrainian nationals. From March 17, 2022, to June 3, 2023, 158,677 Ukrainian arrived in Canada under the CUAET program. Canada-Ukraine Authorization for emergency travel Program One of the many unique programs the Canadian government took to assist the people of Ukraine is the Canada-Ukraine Authorization for emergency travel (CUAET). It offers free, extended temporary status to Ukrainians and their families, enabling them to live, work, and study in Canada until it is safe for them to return home.   Before, during, and after their immigration to Canada, Ukrainians and their families continue to receive support from settlement organizations and non-governmental organizations across the country. Atlantic Premiers collaborate to enhance healthcare and the economy in the region

On June 12, 2023, Atlantic Premiers came together to improve healthcare and strengthen Atlantic Canada’s economy. They discussed expanding the Atlantic Registry concept to cover more health professions, reducing administrative burden, sharing information and data, and establishing an Atlantic Working Group on International Recruitment.  Premiers also discussed immigration and labor force challenges with Federal Minister of Immigration Sean Fraser. They agreed to work towards an Agreement to Improve Technical Safety, Interjurisdictional Commerce, and the Mobility of Certified Tradespeople in Atlantic Canada, enabling regulated technical tradespeople to work throughout the region more efficiently. Premiers remain dedicated to strengthening healthcare through stronger cooperation under the Atlantic Health Accord. Since it went into effect on May 1, 87 physicians have decided to join the Atlantic Physician Registry, giving them the flexibility to serve anywhere in the region. The Registry introduces Canada’s first multi-jurisdictional licensing approach.   In order to build on this success, the premiers have committed to exploring options such as expanding the Atlantic Registry concept to include more health professions, easing the administrative burden, improving information and data sharing, and developing an Atlantic Working Group on International Recruitment along with health partners. Premiers hope to improve care for Atlantic Canadians and continue constructing innovative healthcare systems through these efforts. Premiers expect further conversations around health innovation and human resources when they attend the Council of the Federation meeting in Winnipeg next month with their colleagues. The need for a new federal infrastructure program to address the effects of climate change and develop infrastructure that promotes economic growth is recognized by the premiers. The funds provided by federal programs must be adequate, dependable, and flexible enough to allow provinces to spend it in line with their own infrastructure goals. As sea levels rise, the Chignecto Isthmus, which connects New Brunswick and Nova Scotia, is at risk. Premiers emphasized that it is the Federal Government’s duty under the Constitution to uphold links between the provinces and fully fund this project. Premiers emphasized their commitment to reducing homelessness and enhancing access to affordable housing. In order to meet the need for existing provincial programming, they urged the federal government to boost flexible funds for program delivery and the region’s needs. Canada’s Economic Mobility Pathways Pilot (EMPP) offers skilled refugees and displaced people more opportunities to immigrate to Canada and continue their careers via new economic immigration pathways.  The EMPP has launched two new streams, allowing Canadian employers to access a talent pool of skilled refugees worldwide. The two new streams are for candidates with a job offer from a Canadian employer and for highly skilled refugees without job offers.  Canadian employers can recruit highly skilled refugees for different in-demand jobs through the EMPP. These new streams reduce barriers to access, and newcomers can move to Canada and start working more quickly Newcomers using the EMPP will now be able to migrate to Canada and start working here more quickly because of the implementation of efficiency enhancements learned through collaboration with partners during the launch of the initial EMPP streams. Since candidates do not need to have prior Canadian job experience to apply, these new streams additionally reduce the entry hurdles. Overview of the new economic immigration pathways A job offer from a Canadian business is required for one of the two new streams as announced on March 27, 2023, while highly skilled refugees without job offers can apply for the second stream. Canadian parents will be able to pass Canadian citizenship to their children born abroad

The Canadian Citizenship Act has undergone changes approved by a committee of MPs, allowing individuals born abroad to adopt their Canadian parent’s citizenship. This decision was made despite objections from Conservatives.  In 2009, the Conservative government modified the law to prohibit Canadian parents born abroad from passing down their citizenship unless their child was also born in Canada.  The NDP has proposed a new amendment, which would grant citizenship to the child if the Canadian parent spent at least three years in Canada, proving their eligibility. The new rule was added to a private member’s bill at the House of Commons immigration committee, which has the support of the Liberal Party. Since its launch in 1947, the Canadian Citizenship Act has experienced numerous updates. For several decades, as long as foreign-born descendants had registered with the government by a specific age, the Act permitted Canadian parents to pass on citizenship to their children born outside of Canada to limitless generations. For Canadians born overseas, the government implemented a second-generation cutoff in 2009. The change, according to the then-immigration minister Diane Finley, was made to prevent “Canadians of convenience” by requiring that citizens have a genuine connection to Canada.   What are the requirements for Canadian citizenship? You must be a permanent resident, have resided in Canada for three of the previous five years, have submitted your taxes, and pass a test on your rights, responsibilities, and understanding of Canada in order to become a citizen. More Afghan refugees arrive in Canada

On June 6, 2023, the Government of Canada made a new update regarding the Afghan refugees arriving in the country. The last update shows Canada has accepted 360 Afghan refugees since May 30, 2023.  As of now, Canada has welcomed a total of 32,745 Afghan refugees. Canada received 18,695 Afghans and their families’ applications under the Special Immigration Measures Program for Afghans who had assisted the Government of Canada in Afghanistan.  10,435 Afghans arrived in Canada under that program, and 17,040 Afghan nationals came under the Humanitarian program. In addition, Canada admitted 1,850 applicants under the pathway for extended family members of former interpreters. The Canadian government is making every effort to quickly and safely rehouse at least 40,000 Afghan refugees in Canada. In order to protect some of Afghanistan’s most vulnerable citizens and to represent the profound and enduring relationship that exists with Afghans, Canada has developed a number of specific programs and policies. Special measures for Afghan applications Canada is actively looking into measures to make it easier for Afghans to apply for jobs locally as well as globally due to the ongoing situation in Afghanistan. With the goal to resettle 18,000 people, the Special Immigration Measures Program was established. You must meet the following requirements in order to be eligible: You’re a citizen of Afghanistan. During your employment, you had a close and/or long-lasting relationship with the Canadian government. You or eligible members of your family had been in Afghanistan on or after July 22, 2021. You are not prohibited from entering Canada. Govt of Canada making efforts to Host Afghan Refugees According to the Canadian government, it is committed to meeting its goal of accepting at least 40,000 Afghan refugees by the end of the year. Since Ottawa mentioned in August 2021 that it would accept thousands of Afghans whose lives would be in danger under the new Taliban regime, more than 30,600 Afghans have been relocated to Canada. By the end of 2023, Canada “is firm in its commitment to resettle at least 40,000 Afghan nationals, which remains one of the largest programs in the world,” the spokesperson for Immigration, Refugees and Citizenship Canada (IRCC) told VOA. More than 10,000 individuals who worked in Afghanistan for Canadian organizations and initiatives have been resettled, and more than 16,000 individuals have been admitted, mostly women and civil society workers under humanitarian considerations. On May 31, 2023, the City of Greater Sudbury held a new round of invitations and considered 24 candidates under RNIP Sudbury draw for the Rural and Northern Immigration Pilot (RNIP). The lowest score of these draws was 260 points, the same as in the previous draw. Last year, Sudbury invited a total of 154 applicants. Since the program’s launch, the city has recommended at least 321 individuals under the RNIP.  So far, the city has considered 121 candidates in 2023.
