Canada welcomed 13,500 new citizens during the citizenship week

Canada welcomed over 13,500 new citizens in 105 ceremonies across all provinces and territories during the citizenship week, almost double the average number of new citizens welcomed weekly throughout the year. Canada exceeded its citizenship goals in 2022, with nearly 364,000 new citizens.  The Citizenship Application Tracker was launched in May 2021 to streamline the application process, while online application processes have been made available for some clients. Since the launch of the new online testing platform in November 2020, nearly 546,000 people have taken citizenship tests online. IRCC is now inviting over 5,000 applicants every week to complete the test. 720,922 CUAET applicants have received approval since March 2022 Via CUAET Program

On May 24, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the number of Ukrainian newcomers arriving in Canada under the Canada-Ukraine authorization for emergency travel (CUAET) through CUAET Program.  According to the latest update, between January 1, 2022, and May 14, 2023, 30,020 Ukrainians arrived in Canada by land, and 192,390 Ukrainians reached by air.  Between March 17, 2022, and May 6, 2023, IRCC received 1,028,223 applications under the CUAET.  In total, IRCC has approved 720,922 applications from Ukrainian nationals. From March 17, 2022, to May 6, 2023, 154,981 Ukrainian arrived in Canada under the CUAET program.   About the CUAET Program One of the many unique programs the Canadian government took to assist the people of Ukraine is the Canada-Ukraine Authorization for emergency travel (CUAET). It offers free, extended temporary status to Ukrainians and their families, enabling them to live, work, and study in Canada until it is safe for them to return home.   Before, during, and after their immigration to Canada, Ukrainians and their families continue to receive support from settlement organizations and non-governmental organizations across the country. Local settlement service providers will continue to recommend CUAET clients apply for temporary housing and support help. Canada received over a million CUAET applications from Ukrainian nationals

Canada received over a million CUAET applications from Ukrainian nationals on May 3, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the number of Ukrainian newcomers arriving in Canada under the Canada-Ukraine authorization for emergency travel (CUAET).  According to the latest update, between January 1, 2022, and April 23, 2023, 28,289 Ukrainians arrived in Canada by land, and 185,776 Ukrainians reached by air.  Between March 17, 2022, and April 22, 2023, IRCC received 1,008,241 applications under the CUAET.  In total, IRCC has approved 687,832 applications from Ukrainian nationals. From March 17, 2022, to April 22, 2023, 150,879 Ukrainian arrived in Canada under the CUAET program.   Extension of the Canada-Ukraine authorization for emergency travel (CUAET) The Canada-Ukraine authorization for emergency travel (CUAET) and other temporary procedures are being extended by IRCC. This includes an Extension to apply for CUAET travel to Canada under the CUAET special measures access settlement services in Canada extending the one-time financial assistance given to qualifying Ukrainians and their family members Canada created the Canada-Ukraine Authorization for emergency travel (CUAET) measures in support of those affected by the Russian invasion of Ukraine in order to assist Ukrainians and their families in immigrating to Canada as soon as possible and to give them the opportunity to work and study while there. The US, Spain, and Canada will partner to increase engagement in Latin America

The United States, Spain, and Canada plan to work together to increase engagement in Latin America. The partnership aims to promote safe, orderly, humane, and regular migration while creating economic and social opportunities.  The three countries will expand regular labor migration opportunities, strengthen national governments’ ability to recruit, vet, and support workers, increase awareness of workers’ rights, and bring more international attention to the region.  Their cooperation is based on a shared dedication to the region’s people, a shared interest in addressing labor shortages in participating countries, a shared commitment to worker empowerment, and a shared awareness of the need to manage irregular migration.   The Los Angeles Declaration on Migration and Protection and the United States’ “Call to Action” for Central America both highlight the mutual hemispheric understanding, policy, and commitments that are expanded by this announcement.  The United States, Spain, and Canada have established specific goals that are part of this cooperative commitment. The three countries are committed to collaborating with the relevant regional governments in order to attain these ambitious objectives and to aid one another in doing so. The three nations will also collaborate with multilateral institutions and organizations to determine how they can promote labor migration pathways, particularly by promoting fair recruitment procedures and worker rights.   Canada: More than 50,000 foreign workers from Mexico, Guatemala, and the Caribbean came to Canada in 2022, solely for the agriculture industry. While almost all of the region’s temporary foreign workers work in the agricultural sector, trends in employer demand in the private sector point to increased future growth. Canada’s temporary employment pathways are determined by demand, and some organizations work directly with local stakeholders to fill labor market shortages.   As part of its joint commitment, Canada will make use of its current economic initiatives like the Agri-Food Pilot and paths for temporary foreign workers to offer safe, regular paths as an alternative to irregular migration. In addition, Canada is looking into further humanitarian pathways to accept and hire more refugees from the Americas.  This includes the recently enlarged Economic Mobility Pathway Pilot, which offers an additional economic immigration path for eligible refugees and other displaced people. The Canadian government is committed to boosting labor mobility from the region, especially through promotion and communication efforts that link Canadian businesses with local stakeholders, such as national labor ministries. This may be particularly appealing to small- and medium-sized business owners in rural areas who require employees but may not have access to more wide recruitment pathways.   In order to address the root causes of irregular migration and support legal paths for labor mobility, Canada will step up capacity growth initiatives in the region. These efforts will include ones that encourage socioeconomic integration and the ethical recruitment of temporary foreign workers. As agreed during the North American Leaders’ Summit, Canada will share information regarding its policies and best practices. An increasing number of parents and grandparents come to Canada through the PGP

The PGP saw a 4.3% increase in new permanent residents in February, according to the latest data from Immigration, Refugees, and Citizenship Canada (IRCC).  A total of 1,805 new permanent residents were welcomed in February, up from 1,730 in January. This growth in popularity for the PGP in February follows a month with a 33% increase in the number of new permanent residents compared to January of the previous year when Canada welcomed 1,300 new permanent residents under the PGP.   3,550 parents and grandparents have been able to reconnect with their family members in Canada so far this year due to the PGP in January and February, up 44.9% from the 2,450 who arrived under the same program in the same months last year.  In the first two months of this year, Alberta was the second-most popular destination in Canada for parents and grandparents arriving under the PGP. In January and February of this year, Prairie province received 805 of these new permanent residents.   Through the PGP, the francophone province of Quebec welcomed 375 new permanent residents, and the other 60 parents and grandparents were divided between the four Atlantic Canadian provinces of Newfoundland and Labrador, Nova Scotia, Prince Edward Island, and New Brunswick.  165 new permanent residents entered Manitoba through the PGP during the first two months of this year, and 130 entered Saskatchewan, the other two Prairie provinces.     What is the PGP? The Parents and Grandparents Program (PGP) of Canada is a family reunification program that allows Canadian citizens and permanent residents to sponsor their parents and grandparents to immigrate to and settle permanently in Canada. Immigration helps Canada increase human capital growth

According to the study “Accumulation of Human Capital in Canada, 1970 to 2020: An Analysis by Gender and the Role of Immigration,” immigrant women and men have increased their human capital growth over time.  After 1995, immigrants accounted for about 40% of Canada’s overall human capital growth. The study found that 56% of that growth was attributed to immigrant men and 44% to immigrant women.    Before 1995, immigrants only accounted for approximately 18% of Canada’s total human capital growth. However, now, immigration is responsible for nearly 100% of Canada’s labour force growth and 75% of its economic growth. The relatively significant increase in the size and average human capital of the immigrant population compared to that of the Canadian-born population in that time period is what contributes to immigrants’ relatively large contribution to the growth of human capital after 1995.    Women helped higher than their typical percentage of human capital (33%) over the same period, or nearly 58% of the rise in human capital from 1970 to 1995. Compared to their usual share of human capital, which was 40%, women contributed 45% of the growth in human capital after 1995. All age groups and educational levels had a gender difference in human capital, however, it progressively reduced for all of those groups.   Because Canada attracted more educated and younger immigrants during that time, the percentage of immigrants in the working-age population increased from 19% to 25%. Additionally, immigrants’ average human capital increased faster than that of Canadian-born (0.88% per year for immigrants vs. 0.62% per year for the Canadian-born population). Most Canadian provinces plan to increase minimum wages in October 2023

Canada’s federal minimum wage in early April increased from $15.55 to $16.65. In addition to this federal-level increase, minimum wage rates will also increase on a regional level in more than half of Canada’s provinces. These anticipated minimum wage increases will take effect on October 1, 2023, and will be as follows:   Ontario – from $15.50 to $16.55, In Ontario, the minimum wage is presently $15.50 per hour. The hourly minimum pay for students is $14.60. On October 1, 2023, both the regular minimum wage and the student minimum wage will increase to $16.55 per hour.  Manitoba – from $14.15 to $15.30, the hourly minimum wage is presently $14.15. On October 1, 2023, the minimum wage will rise to $15.30. One and a half times the employee’s regular rate serves as the minimum overtime wage. After 8 hours in a single day or 40 hours in a single week, overtime is paid. Some exceptions may apply.  Nova Scotia – from $14.50 to $15.00, the hourly minimum wage is presently $14.50. On October 1, 2023, the minimum wage will rise to $15 per hour. For any hours beyond 48 worked in a week, the minimum overtime rate is half of the employee’s hourly wage. Some exceptions may apply. Newfoundland and Labrador – from $14.50 to $15.00, the hourly minimum wage is currently $14.50. On October 1, 2023, the minimum wage will be raised to $15 per hour.  For any hours worked over 40 in a week, the minimum overtime wage rate is half of the minimum wage. Some exceptions may apply. Prince Edward Island (PEI) – from $14.50 to $15.00, the hourly minimum wage is currently $14.50. On October 1, 2023, the minimum wage will increase to $15 per hour. Some exceptions may apply. Quebec: $15.25, In Quebec, the hourly minimum wage is now $14.25. On May 1, 2023, the minimum wage will increase to $15.25 per hour. For hours worked in addition to 40 in a week, the minimum overtime rate is one and a half times the worker’s regular rate. Some exceptions may apply. New Brunswick: $14.75, For any hours worked above 44 in a week, the minimum overtime wage rate is 1.5 times the minimum wage. Some exceptions may apply. Yukon: $16.77, For hours worked above 8 in a day or 40 in a week, the minimum overtime rate is a time and a half of the employee’s regular rate. Some exceptions may apply. Northwest Territories: $15.20, For any hours worked past 8 in a day or past 40 in a week, the minimum overtime rate is equal to one and a half times the employee’s hourly rate.
